HuffPo | In recent years, Cleveland police officers have punched a 13-year-old
boy who was in handcuffs for shoplifting and shot at an unarmed
kidnapping victim who was wearing only his underwear, according to
disturbing allegations released Thursday by the Justice Department. The
agency's investigation found that officers in Cleveland routinely use
unjustifiable force against not only criminals and suspects, but also
innocent victims of crimes.
The so-called “pattern or practice” report
from the Justice Department’s Civil Rights Division was released
Thursday afternoon as DOJ and the city announced plans to develop a
court-enforceable agreement that would impose an independent monitor on
the Cleveland Division of Police.
"Accountability and legitimacy
are essential for communities to trust their police departments, and for
there to be genuine collaboration between police and the citizens they
serve,” said Attorney General Eric Holder in a press conference on
Thursday.
Holder announced the measure during his trip to
Cleveland, where police officers fatally shot an unarmed black child
last month. In Cleveland, Holder has attended a series of meetings about
rebuilding community trust between law enforcement and the public, even
as protests erupted nationwide over the non-indictment of police
officers who killed Michael Brown in Ferguson, Missouri, and Eric Garner
in New York City. Following his visit to Cleveland, Holder intends to
visit Chicago and Philadelphia, as well as Memphis, Tennessee, and
Oakland, California, for additional roundtable meetings.
In his
remarks Thursday, Holder said that he and President Barack Obama believe
there is more to be done on the issue of use of lethal force by police
departments.
The Justice Department began investigating the use of force in Cleveland's police division in March 2013.
A few months prior, Cleveland Mayor Frank Jackson had requested that
the agency look into the issue. Jackson's request came after a
high-profile police chase in November 2012 that resulted in Cleveland
police dispatching at least 62 vehicles, firing 137 bullets and killing two unarmed black suspects, who each sustained more than 20 gunshot wounds.

You sound like a bitch right now. An avid watcher of COPS? Positive drug tests? You'd be one of those guys "respecting" Bubba's authority if you were in the joint. You don't have anything resembling a nutsack. You're 100% weasel. You should be ashamed you haven't killed yourself by now.
um.., the foxnews story that you linked above http://www.foxnews.com/us/2013/10/15/63-cops-suspended-over-deadly-chase-in-cleveland/ states that 63 cops were suspended over levels of foolishness and over-reaction in excess of what you'd expect from drunk frat boys. Essentially, the executed couple's car backfired near the police station and that started this whole preposterous snowball rolling at very high speed downhill. Thanks for sharing those facts easily found in the foxnews report.
...@CNu, just shows how out of touch you are. Modern automobiles DO NOT BACKFIRE, the engines are fuel-injected and computer controlled. BD has not heard a car backfire in 30 years. That was just self-serving BS put into the story by the defense. A gunshot and tossed gun is much much more likely. And it's not like these were upstanding pillars-of-the-community folks on their way home from Bible Study, or feeding the homeless, as MSNBC sought to portray. Rather coke-snorting E__B__T__swiping O_O_W_Breeding looooozerz most likely.......
lol, you obviously didn't pay attention to the picture of the 1979 Malibu these overseer execution victims were driving when they were shot to smithereens. http://www.cleveland.com/metro/index.ssf/2014/02/cleveland_patrolmens_union_say.html - while I've come to realize how much satisfaction you derive from being ruthlessly, serially, and publicly caned - could you at least make it just a little tiny bit of a challenge?
Gawrsh what a hot rod....,

I'll say it's just him being a weasel. He's reduced to holding on to his worldview by any means. He'd rather lose his firstborn than give up on his bullshit. So if he has to make something up, that's how it's going to be.
Modern automobiles DO NOT BACKFIRE
Bzzzt. My V8 Dodge Ram was backfiring due to a small hole in the exhaust manifold and a dirty spark plug.
..@CNu, knew y'all would look it up for me, thanks....
You don't have to take these beatings as often as you do. Let the bullshit go, you'll be better for it.
Yeah he does. In fact, his satisfaction cigarette had barely been stubbed out when he decided to rush back in for another ruthless ass-whooping for that deceitful and devious gas about "knew y'ahll would look it up for me"...,
This thirsty trigger promenaded in here with some mendacious burra-shit, knowing full well he'd get depants'd and whooped in public. Don't waste any keystrokes try'na save BD. Remember the scorpion and the frog and simply enjoy the poster-child spectacle.
@Dale...That car/engine was apparently in sufficiently good condition to be chased at "speeds up to 100 mph" for 30 minutes. Regardless of the year/model, it was not likely to be backfiring. Rather perps shot a gun and tossed it - classic textbook HOODSmanship........
Cops, Two, , , iq75z, Zero.....Deal with it.....
Lololol @Dawn
My truck was fully capable of getting up to 100 MPH for 30 minutes while in that condition, and indeed, it would backfire every time I let off the gas. I'm addressing *direct* falsehoods that you've stated: modern vehicles don't backfire when indeed they do, and, your supposition that "it was not likely to be backfiring." Truth. Deal with it.....

BD, you personify what's wrong with engineers in the US right now.
Before you derail: don't even. It's possible those dark skinned individuals did have a firearm. I'm not talking about that. I'm talking about your embarrassing inability to build a simple one-sentence argument that holds water.
...Formula I's and various high-end sports cars backfire. But if a 1979 Malibu backfires, it is a worthless POS
It doesn't appear the chase ever got to a 100 miles an hour. I can wondered about that, I suspect the 1979 malibu likely had a 6 cylinder, and it couldn't go that fast.
