In an analogy IT folks might understand, the combined computer processor speed, memory size, motherboard architecture and I/O are the genetic hardwiring, the loaded software is the environment allowing computer potential performance to be realized. You can load a Commodore64 to its limited software max and you won't have much capability (Eye-Cue-Seventy-Five). Or you can give your Big Blue a Very Bad Environment (shot up with an AK-47) and have no performance at all (Eye-Cue-Zero).
In humans, potential cognitive performance is 100% inherited at conception via DNA (genetic hardwiring).. You won't find this in print anywhere because the experts that understand aren't talking, they want to protect their jobs and reputations from the PC Nazis......

@ Big Don, As I have been watching this animal language thing, I have noticed Dolphins seemed to have been ignored. Is there a strategic reason why they are not included in the argument, or is it just an oversight?
