The extreme sense of anxiety in the face of having to make decisions in the absence of having a complete, carefully well-thought out plan in place beforehand expressed in his writing now makes perfect sense.
NK-San..., the condition of the plant prior to the accident tells the tale of the tape wrt TEPCO's concern for and competence with contingency management. This was a royal fustercluck waiting to happen - and TEPCO simply happened to get the worst possible hand dealt to its ratchet-as-hell operations.
The real victims here are the people in the prefecture, Tokyo and surrounds who are inevitably going to suffer unspeakable consequences as a result of TEPCO's greed, sloppiness, and shame in the wake of the catastrophe. If heaven forbid, things get worse, we'll all be suffering as a result of what this profit motivated company has done in the wake of an event with vastly more far-reaching consequences than their commitment to shareholder value and reputation.

The US military is on another level. The ROI is impressive. And you have a blank check from the world's richest country. For the church to get into it with the military wouldn't work out too well for the church. The military has a better 'hearts and minds' campaign than the church.
Indeed. The situation inside the plant before March 11 shows very clearly what TEPCO was most concerned with and had planned for: a catastrophic earthquake ON THE JAPANESE MAINLAND. And in fact, the control systems worked perfectly to protect the reactors and their nuclear cores from earthquake damage on that day. A plan to protect the plant from a tsunami due to an off-shore earthquake or typhoon was also in place; the seawall and plant siting were designed to hold off a 30-foot high tsunami. I suspect that the thinking back in the 1970's, when it was built, was that a 30 feet worth of protection was sufficient to protect the plant from all but the most extreme tsunami events, particularly given that the area had not been struck with anything like a 50-foot high tsunami in all of recorded history. So the thought of catastrophic flooding due to a 50-foot high tsunami simply wasn't given serious consideration.
Given that, taking the responsibility for managing and performing the clean-up and decommissioning of Fukushima from TEPCO and putting it in the hands of ??? (Halliburton? the Japanese Army? the U.S. Army? the UN?) is not helpful--though it may seem like it on the surface. Like it or not, no one knows more about the condition of the plant and what may and may not work to clean it up than TEPCO and GE. That's the main reason why there's so much frustration. Beyond that, all the documents, orders, memos, etc. that matter are written in a very abstract, "bureaucratic" form of Japanese that is frankly difficult for native, highly-educated Japanese to clearly understand, let alone non-Japanese. The language of communication itself limits the possibility of transfer of control from TEPCO to someone else. Like it or not, we're stuck with TEPCO.

Fukushima is extremely serious, but the notion that, because of it, it inevitably means "bye-bye Japan and the rest of the world" is pure hysteria. Global warming remains a far bigger threat than Fukushima.

I actually was trying to make a larger point, though. Which is that the kind of "extreme negativity", for lack of a better word, expressed by Gunderson is not helpful in crisis management. The appropriate place for such thinking is during long-range planning, long before any kind of crisis exists. That's the time when a "gloom-and-doom" attitudes can play a constructive role, as it helps force everyone involved in the planning to at least consider extreme, catastrophic scenarios. Gunderson would've been a good man to have on TEPCO's disaster planning committee back in the 1970's. But now that the crisis is upon us, and is an on-going one, such attitudes are extremely destructive. Cackling with glee in anticipation of the day that two fuel rods touch and release mass quantities of radioactive gas into Reactor 4, forcing its evacuation, just so he can say "I told you so" is not helpful.
There's something familiar about this kind of banter between folks trying to get at the truth, and folks saying that getting at the truth is mean-spirited, destructive, and too late. It reminds me of the telecom industry in the late 1990s.
