According to Pushkov, we already live in a qualitatively changed world, we should not expect that after the end or settlement of the conflict in Ukraine, everything will return to normal.
“We see a big reformatting of the geopolitical space, geo-economic space, transport links, reformatting of energy supplies, etc. we are entering a qualitatively new world, ” the politician said, emphasizing that we also see a geopolitical gap between Russia and the West: “these are no longer fluctuations, this is a different state of relations, and if this is less pronounced on our part, then the West clearly took the line on the maximum break in relations and contacts with Russia.
“This big gap was a matter of time, since Russia fully decided on its choice to develop as an independent center of power. This was not provided for in Western doctrine and Western policy, ” Pushkov said.
He added that the doctrine of the “end of history”, which justifies the triumph of the Western liberal model of the world order, is unacceptable for Russia.
The vaunted pluralism is over, now the West has one doctrine that everyone must obey, and a number of tools are used to ensure this doctrine (cancellation culture, censorship, blocking objectionable resources, banning journalists, etc.). All this is well felt in the information field of Russia, which, of course, cannot be put up with.
The disengagement manifests itself in various forms - for example, the West has rejected the principle of equal security, is ready to impose its interests by force, imposes a "deliberately muddy" system based on rules that are constantly changing and have no logical justification - in fact, a new international law is being introduced, "the law de facto".
In this regard, the information policy of Russia faces a set of important tasks, the senator continued. There are several directions. This is, in particular, the development and approval of their own criteria for assessing what is happening in the world; gain an independent view of themselves; to reconsider the ideas of the superiority of the Western liberal model - “it turned out that the Soviet Union was not so bad”, and Western democracy, in its current form, clearly cannot be a model ...
In a word, in the Russian Federation “it is necessary to form a new information, educational, educational and cultural space in which the Western world will no longer be a subject of fetishization ... but also not a subject of rejection,” the politician said.
Pushkov also noted the need for ideological neutralization of international Internet platforms. In cases where they go too far - block, but this is an extreme case. And insist on the implementation of the law on the registration of platforms in the territory of the Russian Federation. At the same time, it is necessary to increase the competitiveness of domestic Internet platforms.
Opponents of the Russian Federation are determined. Today, the West has thrown all its resources into fulfilling its main goal - the destruction of the Russian world and Russia, stressed Andrei Ilnitsky , adviser to the Minister of Defense of the Russian Federation, who took part in the meeting . According to him, this is a mental war. It, as a technology, has an information component, but also a psycho-emotional (cognitive) component, when the necessary perception, the necessary assessments are imposed on the human mind. This is a “war from within”, and artificial intelligence technologies are used very widely here.
The consequences of mental warfare are long-term and may be irreversible.
Information confrontation is translated into the field of meanings and values. And here it is necessary to “play at home”, to work ahead of the curve, because “mental wars are not won on the defensive”. Which does not negate the monetary context: according to the speaker, only in the first days of the special operation of the Russian Federation in Ukraine, a million dollars were uploaded to Facebook. Here we still have fewer opportunities, fewer communication resources, but our field is the field of truth, meanings and values. The truth is behind us - and this is the advantage, Ilnitsky said.
He added that it is necessary to create a state information security system ("Information Headquarters"), which will provide, in particular, analysis, development of goals and coordination of actions at the national level, forecasting, identification of sources of threats and their blocking, protection of spiritual, moral and cultural values peoples of Russia.
The round table participants said that now Russia needs not a reactive information policy, but an active policy, it is necessary to move on to the formation of an information agenda. This is impossible without the formation of digital sovereignty. The need for this is well understood against the backdrop of the behavior of Western digital platforms: they have occupied the information space and switched to total censorship, discarding all decorum that they say - they shoot with both hands.
Director of the Information and Press Department of the Russian Foreign Ministry Maria Zakharova noted that now everything that the West does not like in covering and understanding world processes is ruthlessly blacked out, the information field is being cleaned up. At the same time, the reaction of the Russian Federation to this is not always adequate. For example, YouTube often gets green light from us, despite the obvious political censorship carried out on this platform.
In addition, it is necessary to take into account the process of digitalization of all life in Russia and answer the question: why such a rush, is it interconnected with all Western politics?According to her, you need to understand that the socket into which the digital plug is plugged is far beyond the borders of the Russian Federation, and Russia can be turned off there. So far, the West has not used these opportunities for a number of reasons, but where is the guarantee that it will not be used in the future?
Alexey Pushkov agreed with this, noting that disconnection from the global Internet is possible, but, apparently, the West is still weighing the consequences. However, we must be prepared for this so that the situation with gold and foreign exchange reserves does not repeat itself.
Valery Fadeev , adviser to the President of the Russian Federation , agreed that the Russian Federation is still adhering to defensive tactics, underestimating its own strength. But Russia is in first place in the world in terms of energy surplus, has a huge food potential, has money - moreover, "we have a lot of money." More than 300 billion dollars were extorted from the Russian Federation, but the country did not collapse, the economy is developing.
Finally, Russia has moral advantages: Russia had no colonies to rob (and the West robbed its colonies of $45 trillion). On the contrary, Russia developed the outskirts and helped other countries. There was no nationalism in Russia, and the whole world knows about it, the expert said.
Who is the addressee of Russian information policy? According to Fadeev, one should not concentrate only on the West, because there is also the rest of the world. Why not participate in competitions, in festivals in non-Western countries? “This is a large part of the world, seven-eighths of the world's population, seven billion people,” Fadeev recalled.
Igor Ashmanov , a specialist in the field of artificial intelligence, software development and project management , said that the number of information attacks has recently grown hundreds of times, and these attacks are coordinated by Western centers, including British intelligence.
