newyorker |  On March 14, 2017, Conservative Review, a Web site that opposed the Iran deal, published an article portraying Nowrouzzadeh as a traitorous stooge. The story, titled “Iran Deal Architect Is Running Tehran Policy at the State Dept.,” derided her as a “trusted Obama aide,” whose work “resulted in an agreement that has done enormous damage to the security interests of the United States.” David Wurmser, who had been an adviser to Vice-President Dick Cheney, e-mailed the article to Newt Gingrich, the former Speaker of the House. “I think a cleaning is in order here,” Wurmser wrote. Gingrich forwarded the message to an aide to Secretary of State Rex Tillerson, with the subject line “i thought you should be aware of this.”

As the article circulated inside the Administration, Sean Doocey, a White House aide overseeing personnel, e-mailed colleagues to ask for details of Nowrouzzadeh’s “appointment authority”—the rules by which a federal worker can be hired, moved, or fired. He received a reply from Julia Haller, a former Trump campaign worker, newly appointed to the State Department. Haller wrote that it would be “easy” to remove Nowrouzzadeh from the policy-planning staff. She had “worked on the Iran Deal,” Haller noted, “was born in Iran, and upon my understanding cried when the President won.” Nowrouzzadeh was unaware of these discussions. All she knew was that her experience at work started to change.

Every new President disturbs the disposition of power in Washington. Stars fade. Political appointees arrive, assuming control of a bureaucracy that encompasses 2.8 million civilian employees, across two hundred and fifty agencies—from Forest Service smoke jumpers in Alaska to C.I.A. code-breakers in Virginia. “It’s like taking over two hundred and fifty private corporations at one time,” David Lewis, the chair of the political-science department at Vanderbilt University, told me.

Typically, an incoming President seeks to charm, co-opt, and, when necessary, coerce the federal workforce into executing his vision. But Trump got to Washington by promising to unmake the political ecosystem, eradicating the existing species and populating it anew. This project has gone by various names: Stephen Bannon, the campaign chief, called it the “deconstruction of the administrative state”—the undoing of regulations, pacts, and taxes that he believed constrain American power. In Presidential tweets and on Fox News, the mission is described as a war on the “deep state,” the permanent power élite. Nancy McEldowney, who retired last July after thirty years in the Foreign Service, told me, “In the anatomy of a hostile takeover and occupation, there are textbook elements—you decapitate the leadership, you compartmentalize the power centers, you engender fear and suspicion. They did all those things.”

This idea, more than any other, has defined the Administration, which has greeted the federal government not as a machine that could implement its vision but as a vanquished foe. To control it, Trump would need the right help. “I’m going to surround myself only with the best and most serious people,” he said, during the campaign. “We want top-of-the-line professionals.”

Every President expects devotion. Lyndon Johnson wished for an aide who would “kiss my ass in Macy’s window at high noon and tell me it smells like roses. I want his pecker in my pocket.” But Trump has elevated loyalty to the primary consideration. Since he has no fixed ideology, the White House cannot screen for ideas, so it seeks a more personal form of devotion. Kellyanne Conway, one of his most dedicated attendants, refers reverently to the “October 8th coalition,” the campaign stalwarts who remained at Trump’s side while the world listened to a recording of him boasting about grabbing women by the genitals.

WaPo |  On Saturday night, Washington journalists hobnobbed with politicians and celebrities at the black-tie White House Correspondents’ Association dinner — and then spent Sunday arguing about whether comedian Michelle Wolf was too harsh toward President Trump, who uses his presidential pulpit to mock the journalists.

Late Sunday night, Washington time, nine journalists in Kabul were among at least 29 people killed in suicide bombing attacks. That brings to 24 the number of journalists killed worldwide so far this year, following 46 last year — a year that also saw a record high of 262 journalists jailed, according to the Committee to Protect Journalists.

This ugly juxtaposition ought to shame Washington media. It isn’t just about the dinner, though that spectacle needs to be replaced with something appropriate for this grim time in our profession. What’s needed is a change in the way we think of ourselves as journalists.

Journalists are, with good reason, resistant to the role of advocate. But at a time when Trump is leading a successful movement to discredit the free press at home, advocating the First Amendment isn’t a conflict of interest. And at a time when the Trump administration is helping autocrats undermine journalists around the world, campaigning for our jailed and murdered brethren doesn’t compromise our journalistic independence.

On May 3 of last year — World Press Freedom Day — the U.S. secretary of state, Rex Tillerson, gave a speech announcing that freedom and human rights may be “our values” but they are “not our policies.” He continued: “If we condition too heavily that others must adopt this value . . . it really creates obstacles to our ability to advance our national security interests, our economic interests.” (Just last week, Trump described North Korea’s Kim Jong Un, leader of the most repressive regime on Earth, as “open” and “honorable.”)

As the president attacks the press as the “fake news media” and the “enemy of the American people,” so far this year , two journalists in the United States have been arrested, eight have been attacked and nine have received subpoenas. The Trump administration has charged two people for leaking under the 1917 Espionage Act.

theintercept |   Prince told a top fundraiser that Maguire was working on part of his Afghanistan plan, characterizing it as the first part of a multi-pronged program. The fundraiser added that Prince never directly asked him for money. But sources close to the project say Maguire did seek private funding for Amyntor’s efforts until a CIA contract materialized. “They’ve been going around asking for a bridge loan to float their operations until the CIA says yes,” said a person who has been briefed on the fundraising efforts.

Beginning last spring and into the summer, Maguire and a group of Amyntor representatives began asking Trump donors to support their intelligence efforts in Afghanistan, the initial piece of what they hoped would be a broader program. Some Trump fundraisers were asked to provide introductions to companies and wealthy clients who would then hire Amyntor for economic intelligence contracts. Maguire explained that some of the profit from those business deals would fund their foreign intelligence collection. Others were asked to give money outright.

“[Maguire] said there were people inside the CIA who joined in the previous eight years [under Obama] and inside the government, and they were failing to give the president the intelligence he needed,” said a person who was pitched by Maguire and other Amyntor personnel. To support his claim, Maguire told at least two people that National Security Adviser H.R. McMaster, in coordination with a top official at the National Security Agency, authorized surveillance of Steven Bannon and Trump family members, including Donald Trump Jr. and Eric Trump. Adding to these unsubstantiated claims, Maguire told the potential donors he also had evidence McMaster used a burner phone to send information gathered through the surveillance to a facility in Cyprus owned by George Soros.

Amyntor employees took potential donors to a suite in the Trump Hotel in Washington, which they claimed was set up to conduct “secure communications.” Some White House staff and Trump campaign supporters came to refer to the suite as “the tinfoil room,” according to one person who visited the suite. This account was confirmed by another source to whom the room was described. “John [Maguire] was certain that the deep state was going to kick the president out of office within a year,” said a person who discussed it with Maguire. “These guys said they were protecting the president.”

Maguire and others at Amyntor have boasted that they have already sent intelligence reports to Pompeo.

Triangular Diplomacy

Sputniknews |  In his recent Davos speech, Kissinger reiterated that the global order the US and EU were familiar with is fading away.

"One of the key problems of our period is that the international order with which we were familiar is disintegrating in some respects, and that new elements from Asia and the developing world are entering it," Kissinger pointed out Friday.

In light of this, it is no surprise that Kissinger sees Trump's approach toward Russia largely as a step in the right direction.

Kissinger as Trump's 'Informal Foreign Policy Adviser'

Furthermore, German newspaper Bild reported that the former American diplomat has taken on the role of Trump's informal foreign policy adviser.

Citing information obtained by Western European intelligence from Trump's transition team, the German newspaper  wrote in late December that Kissinger has repeatedly met with Trump in the past couple of months and that the White House is likely to go for "constructive cooperation" with the Kremlin.

In early January 2017, citing officials with Trump's transition team, Eli Lake of Bloomberg disclosed that since the election, the veteran diplomat has been counselling incoming National Security Adviser Michael Flynn and his team, citing officials with Trump's transition team.

But that's half the story. According to Lake, it was Kissinger who urged Trump to nominate Rex Tillerson as Secretary of State and recommended his former assistant K.T. McFarland to be Flynn's deputy.

"Kissinger is one of the few people in Trump's orbit who can get him on the phone whenever he wants, according to one transition adviser," Lake noted.

His Style IS the Message

bloomberg |  Sergei Lavrov's official job is foreign minister of Russia, but his visit to Washington Wednesday won't be remembered for any diplomatic breakthrough -- just for Lavrov's dripping irony and skill at provoking adversaries. Lavrov's style, which mirrors that of his boss, Vladimir Putin, is often criticized as unfit for a diplomat. But I'd argue that Lavrov knows exactly what he's doing and that the medium is the message here.

In Washington, Lavrov feigned astonishment for a U.S. reporter who asked about Tuesday's firing of Federal Bureau of Investigation chief James Comey: "Was he fired? You're kidding! You're kidding!" 

He also smuggled a photographer from the state-owned news agency, TASS, into his meeting with President Donald Trump as his official photographer. TASS immediately published photos of Trump beaming at his Russian visitors, Lavrov and Ambassador Sergei Kislyak, who are obviously delighted by the reception. With the U.S. press kept out, these happy photos from their Russian propaganda source created an uproar.

Sarcasm, provocation, a desire to throw interlocutors off balance always bubble just below the surface of Lavrov's communications. He regularly stuns Western conversation partners with crude or offensive comments.

At a recent meeting of North Atlantic Treaty Organization ministers, U.S. Secretary of State Rex Tillerson quipped, "You cannot tango with Lavrov because he's not allowed to dance that one." He meant that President Vladimir Putin determined policy in Russia and Lavrov wouldn't be authorized to make deals. "My mother used to tell me: always be a good boy, don't ever dance with other boys," the Russian foreign minister responded. 

In this, Lavrov's style mirrors that of his boss. In 2006, Putin memorably told Israeli Prime Minister Ehud Olmert to say hi to then-president Moshe Katsav, accused of raping and sexually harassing women: "He turned out to be a strong man, raped 10 women. I never would have expected it of him. He has surprised us all, we all envy him." The Kremlin, whose communication was a little more self-conscious back then, had to explain that Putin didn't condone rape and that his words were meant as a hard-to-translate joke.

Putin's crude jokes are often written off as a product of his childhood on the streets of St. Petersburg. He's only as polished as an intelligence officer who served in the former East Germany needed to be. Lavrov, however, is a highly professional diplomat. He knows the protocol, speaks three languages besides Russian, and is sophisticated in his tastes and interests. Even his verse, while not touched by genius, is competent and far less embarrassing than the poetic efforts of many other Russian officials.

Lavrov knows well how his remarks sound to Western ears. He is also aware that sarcasm and taunts are often considered unprofessional and seen as a sign of bad manners in the English-speaking world, especially in the U.S. And yet he keeps saying things that would have gotten any Western diplomat fired, playing out barbed comedy routines and engaging in practical jokes worthy of a college student.

His style is the message: Russians won't play by others' rules, it says. But this isn't about touting Russia's size and its nuclear arsenal; it's more of a mischievous enticement, a dare.

Putin's Russia has allied itself with Western populist forces, whose stand against political correctness and the constant self-censorship that comes with it constitutes a strong voter appeal. During the election campaign in the U.S. last year, I was told many times that Trump's penchant for uncensored speech was his most attractive quality. The Dutch say the same of Geert Wilders, the French of Marine Le Pen. The freedom to say whatever one wants without wondering if it could be construed as misogynist, racist, homophobic or offensive in a myriad other ways is, to many voters, a bonus.

Post-Soviet Russians have relished their freedom to say whatever they want, to be sarcastic, crude and informal, to be provocative and thus project confidence. Cursing in the workplace, a lack of respect for propriety and protocol, an absence of linguistic and ideological constraints were prizes to a society that had just cast off the Communist straitjacket.

Tillerson Plans to Skip NATO Meeting and Visit Russia Instead

reuters |  U.S. Secretary of State Rex Tillerson plans to skip a meeting with NATO foreign ministers next month in order to stay home for a visit by China's president and will go to Russia later in April, U.S. officials said on Monday, disclosing an itinerary that allies may see as giving Moscow priority over them.

Tillerson intends to miss what would have been his first meeting of the 28 NATO allies on April 5-6 in Brussels so that he can attend President Donald Trump's expected April 6-7 talks with Chinese President Xi Jinping at Trump's Mar-a-Lago resort in Florida, four current and former U.S. officials said. 

Skipping the NATO meeting and visiting Moscow could risk feeding a perception that Trump may be putting U.S. dealings with big powers first, while leaving waiting those smaller nations that depend on Washington for security, two former U.S. officials said.

Trump has often praised Russian President Vladimir Putin, and Tillerson worked with Russia's government for years as a top executive at Exxon Mobil Corp, and has questioned the wisdom of sanctions against Russia that he said could harm U.S. businesses.

Need More Rex Tillerson and Omarosa - Less of DJT's Dipsticks....,

thesaker |  It is a rare privilege to be able to criticize a politician for actually fulfilling his campaign promises but Donald Trump is a unique President and this week he offered us exactly this opportunity with not one, but three different SNAFUs to report.

First, there was the botched raid against an alleged al-Qaeda compound in Yakla, Yemen. First, let me commit a crimethink here and remind everybody that for all the great Hollywood movies, Americans have a terrible record of doing special ops. The latest one was typical. First, it involved Navy SEALS, one of the most disaster-prone US special forces. Second, it involved special forces from the United Arab Emirates (don’t ask why, just don’t). I am pretty sure that using US Rangers alone would have yielded better results. Third, as always, they got detected early. And then they began taking casualties. This time from female al-Qaeda fighters. Finally, they botched the evacuation. They did kill some kids and, so they say, an al-Qaeda leader. More about this raid here and here. As I said, this is pretty much par for the course. But I am sure that some Hollywood movie will make it look very heroic and “tactical”. But the real world bottom line remains unchanged: Americans should give up on special ops, they just can do it right.

Second, there was the absolutely terrible press conference by General Flynn.

So not only did Flynn put Iran “on notice” like a high-school principal would do to a rowdy teenager, but FOX TV is already speaking about “lines in the sand”. Wait – were “lines in the sand” not one of the dumbest features of the Obama Presidency? And now, just one week in the White House, we see Trump doing exactly the same?

This also begs the question of whether a very intelligent man like Flynn seriously and sincerely believes that he can bully or otherwise scare Iran. If he does – then we are all in a lot of trouble.

There is also the troubling aspect of the language chosen. Instead of speaking about “international concern” or the will of the UN Security Council, Flynn decided to use the kind of language typical of a wannabe World Hegemon. Again, been there – done that. Do they really think that this kind of imperial hubris will work better for them than it did for the Neocons?

Lastly, the Ukronazis are apparently back on the warpath. For many months now they have been shelling the Novorussians, and they even have tried a few, rather pathetic, local attacks. This time around this is different: incoming artillery strikes are counted not by the tens, but by the thousands and the shelling is happening all along the line of contact. Of course, this is not directly Trump’s fault, but it does show that the Ukronazis in Kiev are taking their cues from the former power configuration – that is the Germans, the Neocons, and the East European cry-babies à la Poland and Lithuania. At the time of writing, there are no signs that Trump is taking the situation under control. The good news is that the Russians are still waiting, but with that level of violence there is only that much they can wait before having to give the Novorussians the green light for a counter-attack (the Novorussian forces are already engaging in strong counter-battery fire, but they have not yet pushed their forces forward).

I sure hope that this week is not a harbinger of what the rest of the Trump Presidency will look like.

No Permanent Allies, Only Permanent Interests...,

PCR |   I do not know that Trump will prevail over the vast neoconservative conspiracy. However, it seems clear enough that he is serious about reducing the tensions with Russia that have been building since President Clinton violated the George H. W. Bush administration’s promise that NATO would not expand one inch to the East. Unless Trump were serious, there is no reason for him to announce Exxon CEO Rex Tillerson as his choice for Secretary of State. In 2013 Mr. Tillerson was awarded Russia’s Order of Friendship.

As Professor Michel Chossudovsky has pointed out, a global corporation such as Exxon has interests different from those of the US military/security complex. The military/security complex needs a powerful threat, such as the former “Soviet threat” which has been transformed into the “Russian threat,” in order to justify its hold on an annual budget of approximately one trillion dollars. In contrast, Exxon wants to be part of the Russian energy business. Therefore, as Secretary of State, Tillerson is motivated to achieve good relations between the US and Russia, whereas for the military/security complex good relations undermine the orchestrated fear on which the military/security budget rests.

Clearly, the military/security complex and the neoconservatives see Trump and Tillerson as threats, which is why the neoconservatives and the armaments tycoons so strongly opposed Trump and why CIA Director John Brennan made wild and unsupported accusations of Russian interference in the US presidential election.

The lines are drawn. The next test will be whether Trump can obtain Senate confirmation of his choice of Tillerson as Secretary of State.

The myth is widespread that President Reagan won the cold war by breaking the Soviet Union financially with an arms race. As one who was involved in Reagan’s effort to end the cold war, I find myself yet again correcting the record.

Reagan never spoke of winning the cold war. He spoke of ending it. Other officials in his government have said the same thing, and Pat Buchanan can verify it.

Reagan wanted to end the Cold War, not win it. He spoke of those “godawful” nuclear weapons. He thought the Soviet economy was in too much difficulty to compete in an arms race. He thought that if he could first cure the stagflation that afflicted the US economy, he could force the Soviets to the negotiating table by going through the motion of launching an arms race. “Star wars” was mainly hype. (Whether or nor the Soviets believed the arms race threat, the American leftwing clearly did and has never got over it.)

Reagan had no intention of dominating the Soviet Union or collapsing it. Unlike Clinton, George W. Bush, and Obama, he was not controlled by neoconservatives. Reagan fired and prosecuted the neoconservatives in his administration when they operated behind his back and broke the law.

The Soviet Union did not collapse because of Reagan’s determination to end the Cold War. The Soviet collapse was the work of hardline communists, who believed that Gorbachev was loosening the Communist Party’s hold so quickly that Gorbachev was a threat to the existence of the Soviet Union and placed him under house arrest. It was the hardline communist coup against Gorbachev that led to the rise of Yeltsin. No one expected the collapse of the Soviet Union.

The US military/security complex did not want Reagan to end the Cold War, as the Cold War was the foundation of profit and power for the complex.

He Who Controls the Spice Controls the Universe

NYTimes |  Struggling to keep Iraq from splintering, American diplomats pushed for a law in 2011 to share the country’s oil wealth among its fractious regions.

Then Exxon Mobil showed up.

Under its chief executive, Rex W. Tillerson, the giant oil company sidestepped Baghdad and Washington, signing a deal directly with the Kurdish administration in the country’s north. The move undermined Iraq’s central government, strengthened Kurdish independence ambitions and contravened the stated goals of the United States.

Mr. Tillerson’s willingness to cut a deal regardless of the political consequences speaks volumes about Exxon Mobil’s influence. In the Iraq case, Mr. Tillerson and his company outmaneuvered the State Department, which he has now been nominated by President-elect Donald J. Trump to lead.

“They are very powerful in the region, and they couldn’t care less about what the State Department wants to do,” Jean-François Seznec, a senior fellow at the Atlantic Council, a research group in Washington, said of Exxon Mobil’s pursuits in the Middle East.

As America’s biggest oil company, with operations on six continents and a stock market value of more than $390 billion, Exxon Mobil is in some ways a state within a state. While Mr. Tillerson has never officially been a diplomat, he has arguably left an American footprint on more countries than any nominee before him — with an agenda overseas that does not always mesh with that of the United States government.

robertscribbler |  Rex will come to head an agency whose stated goals include the promotion of human rights and the advancement of U.S. policy aimed at mitigating and reducing the harms produced by human-caused climate change. But what Rex has done — for his entire 41 year career at Exxon — is promote the kind of oil extraction efforts in Russia that will saddle the Earth with yet one more gigantic carbon bomb and broker business deals with some of the worst human rights abusers in modern history.

For Rex and Exxon, in an admittedly risky courting of a Russian dictator well known for cynically turning against his ‘friends,’ a big deal with Russia promised to produce billions in profits by opening up Arctic oil exploration. Back in 2013, an arrangement was moving along in which Exxon would provide technical expertise for extracting a massive pile of hard to reach oil and gas reserves. Exxon didn’t seem concerned by the fact that Russia had betrayed a similar contract with British Petroleum, thrown one of the competitors to state-run Rosneft in jail, or forced a Total Oil CEO to flee Russia due to ‘sustained harassment.’

In 2014, the high-risk game that Exxon was playing with Russia went sour after Russia invaded the Ukraine. The U.S. under President Obama, decided to apply sanctions against Russia for its military occupation of Ukraine. And in subsequent years, Exxon lost at least 1 billion due to the combined sanctions and Russian military aggression. Russia, meanwhile, saw its Arctic oil extraction efforts slow due to lack of access to western technical expertise. Tillerson, at the time, used his position as Exxon CEO to put pressure on the U.S. to lift sanctions. Such efforts were arguably against the national interest — which focuses on containing and preventing aggression by foreign powers — and aimed at simply fattening Exxon’s and, by extension, Rex’s bottom line. In critiquing an Exxon CEO, we might lable these actions as amoral profit-seeking that runs counter to the national interest. But place Tillerson as Secretary of State and we end up with moral hazard writ large. For Tillerson, if he promotes similar goals while in office, would be wrongfully using a public appointment to pursue a personal monetary interest — in other words opening up the U.S. to corruption and enabling Tillerson to perpetrate graft.

dailyimpact |  Arthur Berman is perhaps the most credible debunkers of oil hype on the planet because he is a highly qualified petroleum geologist and a longtime, top-tier employee of the oil industry. In a presentation early this year, he made an offhand remark in answer to a question about Exxon Mobil CEO Rex Tillerson. “Oh,” Berman responded, “Rex knows his company is in liquidation and he’s terrified his stockholders are going to find out.” I don’t know if anyone else heard a thunderclap at that moment. The discussion moved quickly onward, but I sat stunned (as I listened to the tape). It seemed to me I had just heard spoken aloud the essential truth of our industrial age: it’s in liquidation, and the people in charge are terrified we are going to find out.

Liquidation, also known as a going-out-of-business sale, is a stunning word to use about the oil industry, unless you think about it for a minute. A company in liquidation stops making or buying its product and keeps selling until its inventory is gone, then turns out the lights and locks the doors. Oil companies don’t make oil, they have to find it, and they aren’t finding any. What’s more, take a look at their capex (capital expenditures for exploration and development) numbers and you see that after a decade of increasingly frenzied and expensive searching for new oil fields, with ever-diminishing returns, the industry has virtually stopped looking. Which brings us once again to the shoals of peak oil.

Oil hypists have been declaring the “theory” of peak oil to be dead since the phrase was first used. Never more enthusiastically than when the shale oil “revolution,” a.k.a. the fracking boom, took hold in America five years ago. The assault on logic and uncommon sense was massive, well funded and for a time successful: for a while, the term “peak oil” became synonymous with “loser.” Not any more. Peak oil is back, and Rex Tillerson is, if anything, more terrified than he was at the beginning of the year.

NYTimes | Over the last decade, a handful of the nation’s small energy companies pulled off a coup. Right under the noses of the industry’s biggest players, they discovered huge amounts of natural gas in fields stretching from Texas to Pennsylvania.

One of these companies, XTO Energy, grew almost unnoticed into the nation’s second-largest gas producer, amassing a substantial portfolio of gas fields, and developing expertise in the complex technology needed to extract the gas from beds of a dark rock called shale.

Now, the biggest energy companies are paying attention.

Exxon Mobil, the world’s largest publicly traded oil and gas producer, said Monday that it had agreed to buy XTO in an all-stock deal valued at $31 billion, the biggest oil and gas deal in four years.

The purchase allows Exxon to expand in shale gas, an area that has seen tremendous growth, and increase its gas resources by 45 trillion cubic feet, roughly equivalent to two years of domestic demand. The transaction is the company’s biggest since the $81 billion merger of Exxon and Mobil in 1999.

The acquisition extends Exxon’s bet that fossil fuels will remain a critical part of the nation’s energy supply for decades. At the same time, Exxon expects the demand for natural gas, which emits half as much carbon dioxide as coal when burned, will rise as the United States looks to pare its global warming emissions and the world seeks greener sources of energy.

“This is not a near-term decision; this is about the next 10, 20, 30 years,” Rex W. Tillerson, the chairman and chief executive of Exxon, said in a conference call on Monday. “We think there will be significant demand for natural gas in the future.”
