thinkingman  |  Have you ever heard of the Olmecs? They’re the earliest known civilization in Mesoamerica. Not much is known about them, but they have left behind one big thing—a few, actually. Their heads.

You may have seen one of the heads as the host of Legends of the Hidden Temple on Nickelodeon as a kid. Hancock and several others have mentioned the similarities between the features on the Olmec colossal heads and people from modern day Polynesia and Africa. The theory on this is that maybe the Olmecs, or the civilization which predated them, was started by seafaring Africans or Polynesians who crossed the ocean and settled in the area well before the other civilizations in Mesoamerica.

When Joe Rogan asked Dibble if he could at least agree that the Olmec heads had features similar to African or Polynesian people, Dibble still denied it. To me this showed us that he was not going to budge or get anywhere close to agreeing on a single thing Hancock had ever claimed.

Listen. I’m not saying that Hancock is 100% correct. Most of the evidence he had to show were megaliths which he claims look manmade. But I agree with his argument that it is possible for an ancient civilization to have existed, especially when he brings up how these megalithic structures seem to be built by a people with astounding knowledge of astronomy—we’ll get to that later.

The fact that Dibble could not even admit there being a possibility that there was a civilization predating anything we know is a testament to what is wrong with the experts today. He did bring some interesting evidence to the debate. His breakdown of how seeds have developed since the Ice Age was something I didn’t know, but I still didn’t think it ruled out Hancock’s theory. He explained that we can trace back exactly when agriculture first started by the evidence of seed development that suggests that humans didn’t start planting until after the Ice Age—which would rule out anything ever coming before then.

Another one of Flint Dibble’s arguments was the insistence of the evidence of hunter gatherers during the ice age. Since there is a bunch of evidence of hunter gatherers from the time period but none of Hancock’s civilization, it was enough for him to say that Hancock’s theory couldn’t possibly be true. But Hancock never said his civilization and hunter-gatherers couldn’t have both occupied the planet—there are hunter gatherer tribes alive today. But why the evidence of hunter gatherers and not Hancock’s civilization? Who knows—maybe they figured out a way to survive with a way of feeding themselves that was lost to time along with the rest of their culture. It’s possible.

The most fascinating thing about the civilization that Hancock discusses is their connection to astronomy. The sites he has discussed seem to have been built in orientations that line up with the solstices and equinoxes (like Serpent Mound in Ohio). Dive deeper and you’ll find theories on the orientation of the pyramids reflecting Orion’s Belt and the sphinx (which is possibly 12,000 years old).

A new study suggests that they did, and scientists are starting to piece together the clues of their forgotten past. A researcher from the University of Hawai’i at Manoa is revealing new insights into a group called the Julurens — meaning the “big head” people.

The new research is revolutionizing our understanding of human evolution, particularly in eastern Asia, where scientists have uncovered a far more intricate picture of our ancient past than previously thought.

For decades, researchers believed human evolution followed a relatively straightforward path. The dominant theories suggested either that humans gradually evolved in place across different regions or that a single group from Africa replaced all other human populations. However, the groundbreaking study published in the journal Nature Communications is turning those simplistic models on their head.

Paleoanthropologists Christopher Bae and Xiujie Wu introduce a potentially revolutionary concept: a new human species called Homo juluensis. This group, which may include the mysterious Denisovans — ancient human relatives known primarily through fragmentary DNA evidence — lived approximately 300,000 years ago, hunting and surviving in small groups across eastern Asia before disappearing around 50,000 years ago.

Moreover, they found that eastern Asia was home to multiple distinct human species during the Late Quaternary period, roughly 50,000 to 300,000 years ago. Instead of a linear progression, the human story looks more like a complex, branching network of different populations (including the Julurens) interacting, mixing, and coexisting.

The team identified four human species that existed during this time: Homo floresiensis, a diminutive human found on the Indonesian island of Flores; Homo luzonensis from the Philippines; Homo longi, discovered in China; and the recently named Homo juluensis, which includes fossils from various sites across eastern Asia.

“We did not expect being able to propose a new hominin (human ancestor) species and then to be able to organize the hominin fossils from Asia into different groups. Ultimately, this should help with science communication,” Bae says in a university release.

theguardian  |  An archaeologist has discovered liquid mercury at the end of a tunnel beneath a Mexican pyramid, a finding that could suggest the existence of a king’s tomb or a ritual chamber far below one of the most ancient cities of the Americas.

Mexican researcher Sergio Gómez announced on Friday that he had discovered “large quantities” of liquid mercury in a chamber below the Pyramid of the Feathered Serpent, the third largest pyramid of Teotihuacan, the ruined city in central Mexico.

Gómez has spent six years slowly excavating the tunnel, which was unsealed in 2003 after 1,800 years. Last November, Gómez and a team announced they had found three chambers at the tunnel’s 300ft end, almost 60ft below the temple. Near the entrance of the chambers, they found a trove of strange artifacts: jade statues, jaguar remains, a box filled with carved shells and rubber balls.

Slowly working their way down the broad, dark and deep corridor beneath the pyramid, battling humidity and now obliged to wear protective gear against the dangers of mercury poisoning, Gómez and his team are meticulously exploring the three chambers.

Mercury is toxic and capable of devastating the human body through prolonged exposure; the liquid metal had no apparent practical purpose for ancient Mesoamericans. But it has been discovered at other sites. Rosemary Joyce, a professor of anthropology at the University of California, Berkeley, said that archaeologists have found mercury at three other sites around Central America.

Gómez speculated that the mercury could be a sign that his team is close to uncovering the first royal tomb ever found in Teotihuacan after decades of excavation – and centuries of mystery surrounding the leadership of the cryptic but well-preserved city.

The mercury may have symbolized an underworld river or lake, Gómez postulated, an idea that resonated with Annabeth Headreck, a professor at the University of Denver and the author of works on Teotihuacan and Mesoamerican art.

The shimmering, reflective qualities of liquid mercury may have resembled “an underworld river, not that different from the river Styx,” Headrick said, “if only in the concept that it’s the entrance to the supernatural world and the entrance to the underworld.”

“Mirrors were considered a way to look into the supernatural world, they were a way to divine what might happen in the future,” she said. “It could be a sort of river, albeit a pretty spectacular one.”

Joyce said that archaeologists know that scintillation fascinated the ancient people generally, and that the liquid mercury may have been regarded as “somewhat magical … there for ritual purposes or symbolic purposes.”

Headrick said that mercury was not the only object of fascination: “a lot of ritual objects were made reflective with mica,” a sparkling mineral likely imported to the region.

In 2013 archaeologists using a robot found metallic spheres which they dubbed “disco balls” in an un-excavated portion of the tunnel, near pyrite mirrors. “I wish I could understand all the things these guys are finding down there,” Headrick said, “but it’s unique and that’s why it’s hard.”

David Grusch Disclosures: We Have Intact Craft Not Of Human Origin

thedebrief  |  A former intelligence official turned whistleblower has given Congress and the Intelligence Community Inspector General extensive classified information about deeply covert programs that he says possess retrieved intact and partially intact craft of non-human origin.

The information, he says, has been illegally withheld from Congress, and he filed a complaint alleging that he suffered illegal retaliation for his confidential disclosures, reported here for the first time.

Other intelligence officials, both active and retired, with knowledge of these programs through their work in various agencies, have independently provided similar, corroborating information, both on and off the record.

The whistleblower, David Charles Grusch, 36, a decorated former combat officer in Afghanistan, is a veteran of the National Geospatial-Intelligence Agency (NGA) and the National Reconnaissance Office (NRO). He served as the reconnaissance office’s representative to the Unidentified Aerial Phenomena Task Force from 2019-2021. From late 2021 to July 2022, he was the NGA’s co-lead for UAP analysis and its representative to the task force.

The task force was established to investigate what were once called “unidentified flying objects,” or UFOs, and are now officially called “unidentified anomalous phenomena,” or UAP. The task force was led by the Department of the Navy under the Office of the Under Secretary of Defense for Intelligence and Security. It has since been reorganized and expanded into the All-Domain Anomaly Resolution Office to include investigations of objects operating underwater.

Grusch said the recoveries of partial fragments through and up to intact vehicles have been made for decades through the present day by the government, its allies, and defense contractors. Analysis has determined that the objects retrieved are “of exotic origin (non-human intelligence, whether extraterrestrial or unknown origin) based on the vehicle morphologies and material science testing and the possession of unique atomic arrangements and radiological signatures,” he said.

In filing his complaint, Grusch is represented by a lawyer who served as the original Intelligence Community Inspector General (ICIG).

“We are not talking about prosaic origins or identities,” Grusch said, referencing information he provided Congress and the current ICIG. “The material includes intact and partially intact vehicles.”

In accordance with protocols, Grusch provided the Defense Office of Prepublication and Security Review at the Department of Defense with the information he intended to disclose to us. His on-the-record statements were all “cleared for open publication” on April 4 and 6, 2023, in documents provided to us.

Grusch’s disclosures, and those of non-public witnesses, under new protective provisions of the latest defense appropriations bill, signal a growing determination by some in the government to unravel a colossal enigma with national security implications that has bedeviled the military and tantalized the public going back to World War II and beyond. For many decades, the Air Force carried out a disinformation campaign to discredit reported sightings of unexplained objects. Now, with two public hearings and many classified briefings under its belt, Congress is pressing for answers.

Karl E. Nell, a recently retired Army Colonel and current aerospace executive who was the Army’s liaison for the UAP Task Force from 2021 to 2022 and worked with Grusch there, characterizes Grusch as “beyond reproach.”

 

Last Week Stanford Professor Garry Nolan Was Ubiquitous With Disclosures

Garry Nolan, Ph.D.—a professor in the Department of Pathology at Stanford University School of Medicine—worked with the groups to understand changes in the brains of people who have had encounters with unidentified aerial phenomena (UAPs). 

Nolan believes that aliens are probably using drones and AI to study humans.

A prominent university professor—who has conducted consulting work for the intelligence community and defense contractors—says he believes that aliens have not only visited Earth, but that they’ve also probably been here for thousands of years.

Garry Nolan, Ph.D., a respected professor in the Department of Pathology at Stanford University School of Medicine, made the striking claim this week at a global leadership and networking forum in New York City during a session titled: “The Pentagon, Extraterrestrial Intelligence, and Crashed UFOs.” 

In comments made at SALT iConnection 2023—a conference that convenes investors, entrepreneurs, and policymakers—Nolan stated that he believed extraterrestrial intelligence had not only visited planet Earth, but that “you can go a step further, it hasn’t just visited, it’s been here a long time, and it’s still here.” 

olan specifically mentioned the “WOW!” signal, an incredibly strong signal that Ohio State University’s Big Ear radio telescope detected in 1977; it lasted for about one minute, and appeared to originate from somewhere in the direction of Sagittarius. At the time, it was regarded as the first evidence of extraterrestrial life, but scientists have published work claiming the signal may have actually originated from a comet.

Still, Nolan stated that people continue to experience the WOW! signal on a regular basis as a form of extraterrestrial communication; even the interviewer on stage noted it was a fantastic statement that the audience might find “tough to believe.” When pushed about the probability that aliens had already visited Earth, Nolan replied without hesitation: “100 percent.”

He cited increased government attention on the matter of UFOs, including the establishment of the All-Domain Anomaly Resolution Office to investigate sightings of what the U.S. government now calls Unidentified Aerial Phenomena, or UAPs. Nolan said that one of the goals of this group was to establish a whistleblowing office for individuals who have worked to reverse-engineer alien objects, allowing them to talk to Congress.

 

You Already Know Three Times All The Oceans Are Locked In The Mantle...,

earth  |  Scientists from the University of Alabama have discovered a dense layer of ocean floor material that covers the boundary between the Earth’s core and mantle, according to a study published in the journal Science Advances. 

This layer of ancient ocean floor was likely subducted underground as the Earth’s plates shifted, making it denser than the rest of the deep mantle, and it slows seismic waves reverberating beneath the surface. This ultra-low velocity zone (ULVZ) was previously seen only in isolated patches but has now been found to exist across a large region.

“Seismic investigations, such as ours, provide the highest resolution imaging of the interior structure of our planet, and we are finding that this structure is vastly more complicated than once thought,” said study lead author Dr. Samantha Hansen. “Our research provides important connections between shallow and deep Earth structure and the overall processes driving our planet.”

The layer is only tens of kilometers thick, compared to the thickness of the Earth’s dominant layers. This thin layer was detected through high-resolution imaging of seismic signals, which were used to map a variable layer of material across the study region. The properties of the anomalous core-mantle boundary coating include strong wave speed reductions, leading to the name of ultra-low velocity zone.

“Analyzing 1000’s of seismic recordings from Antarctica, our high-definition imaging method found thin anomalous zones of material at the CMB everywhere we probed.” said study co-author Dr. Edward Garnero, a geophysicist at Arizona State University who co-led the research. “The material’s thickness varies from a few kilometers to 10’s of kilometers. This suggests we are seeing mountains on the core, in some places up to 5 times taller than Mt. Everest.”

These underground “mountains” are thought to be former oceanic seafloors that have sunk to the core-mantle boundary. They may play an important role in how heat escapes from the core, which powers the magnetic field. Additionally, material from the ancient ocean floors can also become entrained in mantle plumes or hot spots, which travel back to the surface through volcanic eruptions.

The discovery of this layer provides important insights into the structure and processes of our planet, and it underscores the importance of continued exploration and study of the Earth’s interior. 

“This is a really exciting result, and it provides a critical piece of information for understanding how the Earth works,” said Dr. Garnero. “It’s fascinating to think that we can learn so much about our planet just by listening to the echoes of earthquakes.”

The core-mantle boundary, located approximately 2,000 miles below Earth’s surface, is coated with an ultra-low velocity zone (ULVZ) that ranges from a few kilometers to tens of kilometers thick. This coating was discovered through a seismic network that collected data over three years during four trips to Antarctica.

The team, which included students and researchers from various countries, used 15 stations in the network buried in Antarctica that used seismic waves created by earthquakes from around the world to create an image of the Earth’s interior. The technique is similar to a medical scan of the body. The team was able to probe a large portion of the southern hemisphere in high resolution for the first time using this method.

“We found thin anomalous zones of material at the CMB (core-mantle boundary) everywhere we probed,” said Dr. Garnero. “The material’s thickness varies from a few kilometers to tens of kilometers. This suggests we are seeing mountains on the core, in some places up to 5 times taller than Mt. Everest.”

The ULVZs are thought to be former oceanic seafloors that sank to the core-mantle boundary. Oceanic material is carried into the interior of the planet where two tectonic plates meet and one dives beneath the other, known as subduction zones. 

Accumulations of subducted oceanic material collect along the core-mantle boundary and are pushed by the slowly flowing rock in the mantle over geologic time. The distribution and variability of such material explains the range of observed ULVZ properties.

The ULVZs are comparable to mountains along the core-mantle boundary, with heights ranging from less than about 3 miles to more than 25 miles. The team believes that these underground “mountains” may play an important role in how heat escapes from the core, the portion of the planet that powers the magnetic field. Material from the ancient ocean floors can also become entrained in mantle plumes, or hot spots, that travel back to the surface through volcanic eruptions.

The discovery of the ULVZs and their potential implications for Earth’s heat and magnetic fields provides new insights into the planet’s inner workings, and underscores the importance of continued research in this field.

 

At Pythias' Oasis We Observe Underground Fresh Water Gushing Into The Ocean

peninsuladailynews  |  An underwater spring is gushing water into the ocean at unprecedented levels giving researchers additional insights into plate tectonics but not — despite some news reports — any indications of an impending earthquake.

A seep of warm water about 50 miles off the coast of Newport, Ore., is spouting chemically distinct water into the ocean at rates not seen anywhere else in the world, but that doesn’t mean an earthquake is imminent, according to Evan Solomon, University of Washington oceanography professor.

“We’re not alarmed by the discovery,” said Solomon in a later interview. “The interesting thing about this site is the seep that we discovered has the highest flow rates of any we’ve seen.”

Solomon recently co-authored a study on the vent, and he said some news organizations have sensationalized the report’s findings, portraying the discovery as evidence the Cascadia Subduction Zone — a 600-mile fault line off the coast of the Pacific Northwest running from northern California up to British Columbia — was ready to blow.

That’s not the case, according to Solomon, who said he’s been answering emails from concerned citizens worried about an imminent earthquake.

But the vent — which has been dubbed “Pythia’s Oasis,” does give researchers more information on plate tectonics and what’s known as “locking,” he said.

Tectonic plates are massive pieces of the earth’s surface that rub up against each other, albeit incredibly slowly.

Locking is the region of the plate boundaries that stick, Solomon said, and that causes a build-up of stress that eventually erupts in an earthquake.

This particular vent was discovered about seven years ago, but Solomon said researchers believe it’s been active for at least 1,500 years. 

“Don’t freak out,” Solomon said. “The big thing is the seep site is exciting because the water flow rates are so high. It’s shedding a lot of light on the processes that lead to locking behavior in the subduction zone.”

While other known seeps release water at rates that amount to several centimeters per year, Pythia’s Oasis is sprouting water at several kilometers a year, or roughly half a liter per second, which Solomon called “incredible.”

The seafloor at the oasis is about one kilometer deep, Solomon said, and it’s coming from the plate boundary which is estimated to be another four kilometers down.

What’s also unique about the seep is that what is flowing out is mostly water rather than mostly gas. The water, which is about 16 degrees Fahrenheit warmer than the surrounding water, is also chemically distinct.

Water flowing out of the oasis is partly freshwater, Solomon said, but not the kind that’s found on the surface. This freshwater is created by seawater becoming chemically dehydrated from minerals in the sediment.

After Smith and Huntington separated in 1989, she launched an unsuccessful court fight to extend spousal support, according to court records. She claimed she suffered post-traumatic stress from Huntington’s alleged abuse and alcoholism.

Following the divorce, Smith told CBN that she had to go on welfare and became suicidal but found redemption through faith and worked for a time as a street preacher in Marin County. In 1999, she married Michael Carabello, a former percussionist in the rock band Santana, but that marriage only lasted a year, the New York Times reported.

At some point, Smith met her second husband, Chester Smith, a former country music star who became wealthy by buying up independent local TV stations. He married her, just after divorcing his first wife, whom he had been married to for 42 years, according to the Daily Mail. He was 74 at the time, while his new bride was 27 years his junior.

Early in their marriage, Chester and Ann Lesley Smith cut a country music album together titled “Captured in Love.” The album cover shows Smith dressed in a police uniform; she told the Modesto Bee that she met her very devout Christian husband when she was working as a prison chaplain. His patent applications on behalf of his employers have attracted international attention for their potential military and energy-producing applications, but also doubt about their feasibility, and speculation that they may be misinformation intended to mislead the United States' adversaries or a scam.^[1]

Salvatore Pais received his advanced education at Case Western Reserve University in Ohio, graduating with an MS for a thesis titled "Design of an experiment for observation of thermocapillary convection phenomena in a simulated floating zone under microgravity conditions" in 1993.^[2]

Pais received his PhD in mechanical and aerospace engineering from Case Western in 1999 on the subject of "Bubble generation under reduced gravity conditions for both co-flow and cross-flow configurations" for which he endured a number of parabolic flights in order to produce a low-gravity environment.^[3] His doctoral advisers were Yasuhiro Kamotani and Simon Ostrach who had carried out spacelab experiments in low-gravity aboard the space shuttle STS-50 in 1992.^[4] Pais's research was sponsored by NASA.^[5]

Pais works as a scientist, aerospace engineer, and inventor, at the United States Navy's Naval Air Station Patuxent River. His patent applications on behalf of his employers have attracted international attention for their futuristic-sounding technology and potential military and energy-producing applications, but have also led to speculation that they may be misinformation intended to mislead the United States' strategic adversaries about the direction of United States defense research.^[1]

Pais left the NAWCAD in June 2019 and moved to the US Navy's Strategic Systems Programs organization. He transferred to the U.S. Air Force in 2021.^[8]

His patent applications include:

• A "piezoelectricity-induced room temperature superconductor" with the function of enabling "the transmission of electrical power with no losses."(2017).^[9][10] The Institution of Engineering and Technology commented that no evidence was presented to show that the device worked and that the highest temperature superconductors so far created worked at around -70 °C.^[11]
• A "plasma compression fusion device" (2018),^[7][12][13] described by Popular Mechanics as a "compact nuclear fusion reactor" that "seemingly stretch[es] the limits of science."^[14]
• An "electromagnetic field generator and method to generate an electromagnetic field" (2015), the principal stated application of which is to deflect asteroids that may hit the Earth. The patent is assigned to the US Secretary of the Navy.^[15]
• A "craft using an inertial mass reduction device" (2016), one embodiment of which could be a high speed "hybrid aerospace/undersea craft" able to "engineer the fabric of our reality at the most fundamental level",^[6] the patent application for which was supported by the Naval Aviation Enterprise's chief technical officer on the grounds that the Chinese military were already developing similar technology.^[1]
• A "high frequency gravitational wave generator" that may be used "for advanced propulsion, asteroid disruption and/or deflection, and communications through solid objects."(2017).^[16]

Testing on the feasibility of a High Energy Electromagnetic Field Generator (HEEMFG) occurred from October 2016 to September 2019; at a total cost of $508,000 over three years. The vast majority of expenditure was on salaries. The "Pais Effect" could not be proven and no further research was conducted.^[8] Brett Tingley wrote for The Drive that "Despite every physicist we have spoken to over the better part of two years asserting that the "Pais Effect" has no scientific basis in reality and the patents related to it were filled with pseudo-scientific jargon, NAWCAD confirmed they were interested enough in the patents to spend more than a half-million dollars over three years developing experiments and equipment to test Pais' theories".^[8] Pais remained defiant regarding the veracity of his theories, in an email to The Drive he wrote that his work "culminates in the enablement of the Pais Effect...as far as the doubting SMEs [Subject Matter Experts] are concerned, my work shall be proven correct one fine day...".^[8] 

What Do Kids, Drug Users, Sex Workers, Political Radicals, Terrorists And The .0001% Have In Common?

pluralistic |  Kids, drug users, political radicals, sex workers and terrorists are all unwelcome in mainstream society. They struggle to use its money, its communications tools, and its media channels. Any attempt to do so comes at a high price: personal risk, plus a high likelihood that some or all of their interactions and transactions will be interdicted – their work seized and destroyed or blocked or deleted.

Using a new technology comes at a cost. If it's 1979 and you're Walt Disney Pictures, you've got no reason to explore the VCR. The existing system works great for you – and it works great for your audience. You can always find a movie theater willing to show your movies, your audience is happy to be seen entering that cinema, and the bank gladly accepts ticket revenues as deposits.

But if you're into smutty movies, none of that is true. Just mailing your 8mm films across state lines is risky – maybe it gets seized and incinerated, maybe a postal inspector shows up at your door with a search warrant. Most theaters won't show your movies, and most people don't want to be seen in the ones that will.

Given all those structural barriers, it makes sense that the technophiles who also happen to be involved in the sex trade will get a hearing from their colleagues – unlike the traditional media execs whose endorsement of the VCR made them persona non grata within their companies. That is, technophilia is a deficit if you're doing something socially acceptable, and an asset if you're doing something that's socially disfavored.

Which is why technophiles are leading figures among terrorists and kids and sex workers and drug users and political radicals. The kids who left Facebook for Instagram weren't looking for the Next Big Thing; they were looking for a social media service that their parents and teachers didn't use. The kids who were technophiles discovered Instagram and the others followed their lead. They endured the hassle of learning a new service and re-establishing social connections, because that hassle was less than the hassle of staying on Facebook, subject to scrutiny by the adult authorities in your life.

One corollary of this phenomenon is that technophile circles have disproportionate numbers of socially disfavored people. If you're a normie who just likes new tech, the services and systems you seek out will have higher-than-baseline numbers of people into sex, as well as radicals, kids, druggies and terrorists.

Another corollary of this phenomenon is that the founders of new technologies will always start out by courting these marginal groups – they are the vanguard, after all – and then, eventually, turn on them.

Sex workers know this story well. Sex workers' content and transactions turned companies from Tumblr to Instagram, Paypal to Twitch into multi-billion-dollar enterprises, whereupon these companies turned on sex workers and kicked them off the platform, seizing their money and destroying their creative work in the process.

No one knows this story better than Susie Bright, a pioneering sex-positive, high-tech feminist author, critic, educator and performer. Bright helped found the seminal lesbian magazine On Our Backs, practically invented serious film criticism for pornographic videos, edited many classic erotic books, and has used the courts to win justice for many sex-positive causes.

Bright is also a technophile. I met her on The WELL, an early online service, in the early 1990s. She was already a desktop publishing pioneer by then (On Our Backs was the first magazine to be laid out in Pagemaker). Since then, Bright has been at the forefront of every technological development and human rights struggle for sex workers.

There Is No ‘Russian Invasion’ Of Ukraine

johnhelmer |  In the Foreign Ministry’s new paper for the State Department, delivered on Thursday afternoon and then published on the Ministry website,   there is a restatement of the Russian proposals for security in Europe which the US refuses to address. There is also nothing new in the threat: “In the absence of the readiness of the American side to agree on firm, legally binding guarantees to ensure our security from the United States and its allies, Russia will be forced to respond, including through the implementation of military-technical measures.”

President Vladimir Putin said the same thing to the assembly of the Russian officer corps on December 21. “Is anyone unable to grasp this? This should be clear…I would like to emphasise again: we are not demanding any special exclusive terms for ourselves. Russia stands for equal and indivisible security in the whole of Eurasia. Naturally, as I have already noted, if our Western colleagues continue their obviously aggressive line, we will take appropriate military-technical reciprocal measures and will have a tough response to their unfriendly steps.”

Putin’s point was repeated by Deputy Foreign Minister Sergei Ryabkov in Geneva on January 10, following his talks with his State Department counterpart, Wendy Sherman.  For more detail on those talks, read this.

What is meant by “military-technical measures” is Russia’s black box defence. This is not the place – it will not be the place – to read what this will be. Anglo-American think-tankers are paid by their governments to guess what is inside the box, as is the new source for analysis of Russia in the Anglo-American media, the Estonian Foreign Intelligence Service.

Three things are certain about what is inside the black box. The first is spelled out emphatically in yesterday’s Foreign Ministry paper: “There is no ‘Russian invasion’ of Ukraine, as the United States and its allies have been officially declaring since last autumn, and there are no plans for it.”  This rules out a land force invasion of Ukraine, as well as aerial bombing, missile and drone strikes launched from Russian territory.

The second sure thing about the black box defence is that it is black: it will be a surprise.

The third thing is, as Putin said last December, it will be “reciprocal”. This  means the Americans and their European allies are already using comparable measures in their attacks on Russia directly and in the Donbass. Reciprocal in this Russian vocabulary may mean comparable; it does not mean symmetrical along the Russian land border with the Ukraine; offshore, in the Black and Azov Seas; in the airspace above the Donbass or in the cyberspace .

The Russian paper was handed to US Ambassador John Sullivan at the Foreign Ministry and then posted publicly. The ministry website, mid.ru, was then incapacitated for more than an hour. The official English translation will follow during Friday.

“The package nature of Russian proposals has been ignored, from which ‘convenient’ topics have been deliberately chosen. They, in turn, have been ‘twisted’ in the direction of creating advantages for the United States and its allies. This approach, as well as the accompanying rhetoric of American officials, reinforces reason for doubt that Washington is really committed to correcting the situation in the field of Euro-security.”

The paper then itemizes the specific security measures and treaty articles which have been tabled by the Russian side since December, and which the US and NATO replies have so far ignored. Twice the new Foreign Ministry paper uses the term “concrete”. The first is to signal that this remains to be provided in the papers sent to Moscow by the US and NATO so far. “We expect concrete proposals from the members of the alliance on the content and forms of legal consolidation of the rejection of further expansion of NATO to the east.”

In the second application of the term “concrete”, the paper says: “the United States and its allies should abandon the policy of ‘containing’ Russia and take concrete practical measures to de-escalate the military-political situation, including in line with paragraph 2 of Article 4 of our draft treaty.”

Article 4 says, not only that NATO will not include Ukraine and Georgia as members, but that even if formal membership is ruled out, there will be no US military bases in non-member states, no military infrastructure (arms stockpiles, for example), and no “bilateral military cooperation” targeted at Russia.

Among other concrete issues required for negotiation, the Russian paper identifies “heavy” (nuclear) bomber flights close to Russian airspace, combat vessels in the Black and Baltic Seas, the Aegis Ashore missiles batteries in Romania and Poland, and intermediate and short-range nuclear missiles.
