New York City jails may actually be the most dangerous place in America as far as the coronavirus is concerned. On Wednesday, the Guardian reported that almost 180 people incarcerated at Rikers and 141 corrections staff were infected with the coronavirus. The infection rate in New York City jails is more than seven times higher than the rate for all New York City residents and at least 75 times higher than the rate for all Americans. Rikers does have an infectious disease unit with 88 beds, but the unit has no ventilators for incarcerated patients, and the jail’s chief physician estimates that about 20 percent of incarcerated people with the virus will need hospitalization, and 5 percent will need ventilators. Incarcerated people are also fundamentally unable to practice social distancing; one incarcerated woman told NY1 that dormitory beds weren’t even 6 feet apart.

Optimizing the Human Supply Chain
In 2015, the number of migrant workers entering the United States on visas was nearly double that of undocumented arrivals—almost the inverse of just 10 years earlier. Yet notice of this dramatic shift, and examination of its implications for U.S. law and the regulation of employment in particular, has been absent from legal scholarship.
This Article fills that gap, arguing that employers’ recruitment of would-be migrants from other countries, unlike their use of undocumented workers already in the United States, creates
a transnational network of labor intermediaries—the “human supply chain”—whose operation undermines the rule of law in the workplace, benefitting U.S. companies by reducing labor costs while creating distributional harms for U.S. workers, and placing temporary migrant workers in situations of severe subordination. It identifies the human supply chain as a key structure of the global economy, a close analog to the more familiar product supply chains through which U.S. companies manufacture products abroad. The Article highlights a stark governance deficit with regard to human supply chains, analyzing the causes and harmful effects of an effectively unregulated world market for human labor.

Once it signs a contract with Presser, Apple Fresh is released from responsibility for the social insurance and many of the working conditions of the workers who press its apples, because it is no longer their employer. Presser now bears those obligations. …

U.S. Patriot Act FUBARs Uruguay's Marijuana Legalization Effort
Since sales began, the number of registered buyers in Uruguay has more than doubled. As of Aug. 15, more than 12,500 people had enrolled in a system that verifies customers’ identities with fingerprint scanners and allows them to buy up to 40 grams per month (at a price of about $13 for 10 grams, enough for about 15 joints, advocates say). Under the law, only Uruguayan citizens and legal permanent residents are allowed to buy or grow marijuana.
“Demand has been very strong,” Mr. Bachini said. “People are thrilled that they no longer have to go to private homes or venture out into neighborhoods” to get marijuana.

Privatizing Nature, Outsourcing Governance: The Economics of Extinction
To blame? Agriculture, fisheries, mining and other human activities. The report's authors predict that this figure will reach 67% by the end of the decade.
How on earth has this happened? The answer that's often put forward is that wildlife protection laws in the 'lawless' regions of the world (meaning large swathes of Africa and Asia) are woefully inadequate.
But the true root of the problem is that nature is being monetized in order to generate profits for investors and corporations in a process that's facilitated by changes in the structure of global governance - and it's about to get much worse.
Unless we get to grips with the real issues at stake, the destruction of nature is all-but guaranteed, except in those few parts of the world that are set aside as reserves for the enjoyment of wealthy visitors.
This money streams through mechanisms for cross-border accounting, tax evasion and the repatriation of profits that are designed and maintained by wealthy countries; facilitated by the institutional secrecy that is built into the global financial system; and controlled by corporate elites.
In a shadow economy that flows alongside the economy we see, commercial tax dodgers and criminals shift vast amounts of money across international borders quickly, easily and largely undetected. Hundreds of billions of dollars pour into western coffers each year, from both streams, leaving little behind for those whose lands and wildlife have been plundered.

These are the executives who run the companies that develop, maintain, and modernize our nuclear arsenal and, as with the energy companies, use their lobbyists and their cash to push constantly in Washington for more of the same. Someday, looking back, historians (if they still exist) will undoubtedly consider the activities of both groups as examples of the ultimate in criminality.
