Allen Dulles was a part of Operation Sunrise and it appears he went against orders and did not negotiate an unconditional surrender but instead brokered deals with the nazis. It doesn't help that nazi sympathy was fairly rampant throughout the military and government hence the willingness to proceed with Operation Paperclip. Dulles worked for a law firm that protected IG Farben (corporation that participated in slave labor and genocide) and I'm currently looking into his prewar antics as it appears he may have been involved in helping fund the rise of the nazis from the beginning. Money was apparently stolen from a bank in England. Also, during the war Dulles had his OSS operation set up in Switzerland. The Swiss bank basically legitimatized the nazi's money and the idea that they were "neutral" is kind of ridiculous. The nazi's couldn't have operated without those bank accounts so taking their money was aiding and abetting. I still need to sit down and follow all the money, but some really fucky things were going on before the war even broke out. Don't forget the 1930's failed business plot to install a fascist leader in the US. The people involved in that likely came up with some new plans.

It's pretty amazing how the US reshaped Wernher von Braun's public persona. He was literally an SS Major and the director of a military unit making the most advanced weapon systems for the Nazis. You don't get in those positions without being heavily involved in the Nazi party.

The dossier on him literally has a 'carrot' style insertion to change "ardent Nazi" to "not an ardent Nazi." He went from a leader of Nazis to literally hosting shows on Disney about space travel.

There's quite a bit there, actually, from the Vatican-NAZI connection in the whole UFO affair, to the Knights of Malta in more recent years.

thenation |  The public exposure in mid-2004 of a government-sanctioned and highly bureaucratized program of torture and cruel treatment caused a political crisis that threatened to derail the Bush administration’s interrogation and detention policies. In the wake of that crisis, some American Psychological Association (APA) senior staff members and leaders colluded, secretly, with officials from the White House, Defense Department and CIA to enable psychologists’ continuing participation in interrogations at CIA black sites, Guantánamo, and other overseas facilities. One result of this collusion was a revision in 2005 of the APA’s code of ethics for interrogations in order to provide cover for psychologists working in these facilities.

The participation of psychologists was essential for the CIA’s torture program to continue during the Bush years. The legal authority for CIA interrogations was based on then-classified Office of Legal Counsel memos. The first set of memos, authored by John Yoo, signed by OLC head Jay Bybee and dated August 1, 2002, were withdrawn in late 2003 by Jack Goldsmith (who replaced Bybee when he became a federal judge). In June 2004, one of the Yoo/Bybee “torture memos” was leaked to the press, and public outcry about the legal reasoning—especially among lawyers—created pressure on the Bush administration to release some additional legal memos and policy directives relevant to prisoner policies. In December 2004, acting OLC head Daniel Levin revised the narrow definition of torture in the Yoo/Bybee memos but reaffirmed their legal opinions. In the spring of 2005, the CIA requested new legal opinions to validate the techniques in use, and OLC head Stephen Bradbury authored three new memos in May. All of these OLC opinions were a “golden shield” against future prosecutions of officials responsible for the CIA program. According to Bradbury’s 2005 memos, the involvement of health professionals in monitoring and assessing the effects of “enhanced” techniques was necessary in order for them to be considered legal.

Why was the APA’s secret collusion so essential for continuance of the program? A key reason was because other physicians and psychiatrists were increasingly reluctant to participate in national security interrogations. In June 2005, doctors in the CIA’s Office of Medical Services refused a new role required by the Bradbury memos to engage in monitoring and research to determine whether the treatment and conditions to which a detainee was subjected were cruel, inhumane, and degrading. In 2006 the American Psychiatric Association and the American Medical Association passed directives barring their members from participating in such interrogations on professional ethical grounds. The APA, in collaboration with the Bush administration, was willing to allow psychologists to fill the role balked at by other health professionals.

Details of this collusion—which APA officials have concealed and denied for a decade—are the subject of a new report, All the President’s Psychologists, authored by Drs. Stephen Soldz and Steven Reisner, and Nathaniel Raymond. The information comes from 638 e-mails from the accounts of a RAND Corporation researcher and CIA contractor, Scott Gerwehr, who died in 2008. James Risen, a New York Times journalist and author, most recently, of Pay Any Price, obtained the e-mails through Freedom of Information Act litigation and shared them with the report’s authors.

JuanCole | on Thursday, all hell broke loose when a high-level Pashtun asset who had been informing to the CIA on the location of important al-Qaeda and Taliban operatives detonated a vest bomb at FOB Chapman in Khost province, a CIA forward base. The attacker killed 7 field officers and one Jordanian intelligence operative detailed to the base. Those experienced field officers were on the front lines in the fight against al-Qaeda and their loss is a big blow to counter-terrorism. It is true that they had been drawn in to a campaign of assassination, but it is the president who gave them that task--unwisely, in my view.

The use of a double agent not only to misinform but actually to kill the most experienced counter-terrorism officers in the region showed the sophistication of tactical thinking in the Afghan insurgency.

The CIA's dependence on a double agent who finally openly betrayed them raises troubling questions about US strategy and tactics in the region. Such informants essentially direct CIA drone missile strikes.

You could imagine Siraj Haqqani, leader of the Haqqani Network in Khost and over the border in Pakistan's North Waziristan, inserting such a double agent into FOB Chapman and then using the CIA. For instance, what if a middling member of the Haqqani network launched a challenge to Siraj's leadership and that of his ailing father, Jalaluddin (an old-time ally of Reagan who was warmly greeted in the White House in the 1980s)? Wouldn't it be easy enough just to have the double agent tell the CIA that the challenger is a really bad guy in cahoots with al-Qaeda? Boom. Drone strike kills Taliban leaders in North Waziristan. In this way, Siraj could have used the US to eliminate rivals and become more and more powerful. And how many double agents have given up a few Arab jihadis who had fallen out with the Haqqanis, but then deliberately followed this up with bad intel on some innocent village, making the name of the US mud among the Pashtuns?

The drone strikes shouldn't be run by the CIA, and probably shouldn't be run at all. It could well be that savvy old-time Mujahidin trained in CIA tradecraft in the 1980s are having our young wet behind the ears field officers for lunch.

In short, is the bombing at FOB Chapman the tip of an iceberg of misinformation, on which the Titanic of Obama's AfPak policy could well founder?

NYTimes | The C.I.A. has always had a paramilitary branch known as the Special Activities Division, which secretly engaged in the kinds of operations more routinely carried out by Special Operations troops. But the branch was a small — and seldom used — part of its operations.

That changed after Sept. 11, 2001, when President George W. Bush gave the agency expanded authority to capture or kill Qaeda operatives around the world. Since then, Washington has relied much more on the Special Activities Division because battling suspected terrorists does not involve fighting other armies. Rather, it involves secretly moving in and out of countries like Pakistan and Somalia where the American military is not legally allowed to operate.

The fact that the agency is in effect running a war in Pakistan is the culmination of one of the most significant shifts in the C.I.A.’s history. But the agency has at times struggled with this new role. It established a network of secret overseas jails where terrorist suspects were subjected to brutal interrogation techniques, and it set up an assassination program that at one point was outsourced to employees of a private security company, then known as Blackwater USA.

Some longtime agency officers bristled at what they saw as the militarization of the C.I.A., worrying that it was straying too far from its historical missions of espionage and intelligence analysis.

When he took office in January, President Obama scaled back the C.I.A.’s counterterrorism mission, but only to a point. He ordered that C.I.A. prisons be shut and that C.I.A officers no longer play a role in interrogating suspects accused of terrorist acts.

At the same time, the administration has accelerated the C.I.A.’s drone campaign, using Predator and Reaper aircraft to launch missiles and rockets against militants in Pakistan.

In early 2009, the White House approved a C.I.A. plan to expand the drone operations in Pakistan into Baluchistan, where top leaders of Afghanistan’s Taliban militia are thought to be hiding. The agency has also recently begun sending more operatives into Pakistan to, among other things, gather target intelligence for the drone program.

TheNation | It was ten years ago this month, on February 4, 2002, that the CIA first used an unmanned Predator drone in a targeted killing. The strike was in Paktia province in Afghanistan, near the city of Khost. The intended target was Osama bin Laden, or at least someone in the CIA had thought so. Donald Rumsfeld later explained, using the passive voice of government: “A decision was made to fire the Hellfire missile. It was fired.” The incident occurred during a brief period when the military, which assisted the CIA’s drone program by providing active service personnel as operators, still acknowledged the program’s existence. Within days of the strike, journalists on the ground were collecting accounts from local Afghans that the dead men were civilians gathering scrap metal. The Pentagon media pool began asking questions, and so the long decade of the drone began.

The CIA had been flying unarmed drones over Afghanistan since 2000. It began to fly armed drones after the September 11 attacks. Some were used during the air war against the Taliban in late 2001. But by February 2002 the CIA hadn’t yet used a drone for a strike outside military support. The February 2002 attack was a pure CIA kill operation, undertaken separately from any ongoing military operation. The drone operators were reported to have come across three people at a former mujahedeen base called Zhawar Kili—later, officials would never claim they were armed—including a “tall man” to whom the other men were “acting with reverence.” (On one previous occasion, a year before the September 11 attacks, CIA observers thought they’d seen bin Laden: a tall man with long robes near Tarnak Farm, bin Laden’s erstwhile home near Kandahar. This sighting by an unarmed drone was what had led to the first arguments among the White House and CIA about arming drones with missiles, a debate that simmered until it was snuffed out by the September 11 attacks.)

After the February 2002 strike, military officials quickly acknowledged that the “tall man” was not bin Laden. But they insisted the targets were “legitimate,” although they struggled to explain why, using vague and even coy language to cover up what appeared to be uncertainty. Pentagon spokeswoman Victoria Clark said, “We’re convinced that it was an appropriate target.” But she added, “We do not know yet exactly who it was.” Gen. Tommy Franks told ABC News that he expected the identities of the three to prove “interesting.”

Pentagon spokesman John Stufflebeem spoke of the government’s being in the “comfort zone” of determining that the targets were “not innocent,” noting there were “no initial indications that these were innocent locals,” a curious phrase reflecting a presumption of guilt. “Indicators were there that there was something untoward that we needed to make go away…. Initial indications would seem to say that these are not peasant people up there farming.” Rumsfeld later chimed in, offering his signature pseudo-philosophical analysis to address the allegations that the dead were civilians. “We’ll just have to find out. There’s not much more anyone could add, except that there’s that one version, and there’s the other version.”

If CIA officers did abhorrent things that even their waterboarding colleagues managed to avoid, exceeding the orders and legal strictures they were given, why haven't they been prosecuted for torture as a duly ratified treaty compels the U.S. to do? Why hasn't Brennan ever remedied the failure to hold those men accountable? Why has he allowed people even he regards as criminals to remain at the CIA?

The reason is that he does not believe the rule of law should apply to the CIA.

Dick Cheney, Michael Hayden, and Brennan make a big show of invoking the legal cover given by John Yoo and others, as if they respect the rule of law. But beneath the posturing, they oppose jailing CIA officers no matter what, perhaps because those officers know things that could put them in prison. Among torturers, there can be only one code: Stop Snitchin'. Do you think that I exaggerate? 

As The Week notes, the only person in jail over CIA torture is a man who tried to expose it.

In the end, Andrew Sullivan comes close to the mark. "There is no organization in the US government that exercises the kind of power the CIA does–over the presidency, Congress, and the media," he writes. "It is unimaginable that any other agency in government could commit war crimes, torture innocents, murder people, wreck this country’s moral standing… and yet escape any consequences... There is no other government agency that launches elaborate public relations campaigns to discredit and undermine its Senate oversight committee. There is no other organization whose head can tell blatant lies about spying on its overseers and receive the president’s wholehearted support. There is no other agency where you can murder someone already in your captivity and get away with it."

The head of the CIA can go on national television, acknowledge that some CIA officers tortured using "abhorrent" tactics, admit that those tactics went beyond their orders and the law, note that they were never held accountable... and then do nothing more. This is a man President Obama still wants to head the intelligence agency, perhaps because while Brennan may not know "where all the bodies are buried," he knows where they were droned to death on sometimes illegal Obama orders.

Lawlessness begets lawlessness begets lawlessness.

Ukrainian Nazi Mykola Lebed Died At 89 In 1998 In New Jersey Under CIA Protection...,

cynthiachung |  In July 1944 Mykola Lebed helped form the Supreme Ukrainian Liberation Council (UHVR), which would claim to represent the Ukrainian nation and served as an underground government in the Carpathian mountains, in opposition to the Ukrainian SSR. The dominant political party in UHVR was the Bandera group and the UPA, which from that point on served as the army of UHVR and continued to fight the Soviets until 1956.

A feud erupted in 1947 between Bandera and Stetsko on one side for an independent Ukraine under a single party led by Bandera himself vs. Lebed and Father Ivan Hrynioch (chief of the UHVR Political Section) who were against Bandera being head of state.

At an August 1948 Congress of the OUN Foreign Section, Bandera (who still controlled 80% of the UHVR) expelled the Hrynioch-Lebed group. He claimed exclusive authority on the Ukrainian national movement and continued terror tactics against anti-Banderist Ukrainian leaders in Western Europe and maneuvered for control of Ukrainian émigré organizations. (10) However, Lebed who had become close with the Americans at that point was recognized, along with Hrynioch as the official UHVR representation abroad.

With the war lost, Lebed adopted a strategy similar to that of Reinhard Gehlen – he contacted the Allies after escaping Rome in 1945 with a trove of names and contacts of anti-Soviets located in western Ukraine and in displaced persons camps in Germany. This made him attractive to the U.S. Army’s Counterintelligence Corps (CIC) despite their above admission in their 1947 report.

In late 1947, Lebed who it was feared would be assassinated by the Soviets in Rome, was smuggled along with his family by the CIC to Munich, Germany in December 1947 for his safety.

Norman J.W. Goda writes (11):

“By late 1947, Lebed had thoroughly sanitized his prewar and wartime activities for American consumption. In his own rendition, he had been a victim of the Poles, the Soviets, and the Germans – he would carry the Gestapo “wanted” poster for the rest of his life to prove his anti-Nazi credentials…He also published a 126-page booklet on the UPA, which chronicled the heroic struggle of Ukrainians against both Nazis and Bolsheviks, while calling for an independent, greater Ukraine that would represent the human ideals of free speech and free faith. The UPA, according to the booklet, never collaborated with the Nazis, nor is there any mention of the slaughter of Galician Jews or Poles in the book. The CIC considered the booklet to be the ‘complete background on the subject.’ The CIC overlooked the fact that under its own watch an OUN Congress held in September 1947 had split, thanks to Lebed’s criticism of the creeping democratization of the OUN. This was overlooked by the CIA which began using Lebed extensively in 1948…In June 1949…the CIA smuggled him [Lebed] into the United States with his wife and daughter under the legal cover of the Displaced Persons Act.” [emphasis added]

The Immigration and Naturalization Service (INS) began investigating Lebed and in March 1950 reported to Washington that numerous Ukrainian informants spoke of Lebed’s leading role among the “Bandera terrorists” and that during the war the Bandersists were trained and armed by the Gestapo and responsible for “wholesale murders of Ukrainians, Poles and Jewish [sic]…In all these actions, Lebed was one of the most important leaders.” (12)

In 1951, top INS officials informed the CIA of its findings along with the comment that Lebed would likely face deportation. The CIA responded on October 3, 1951, that all of the charges were false and that the Gestapo “wanted” poster of Lebed proved that he “fought with equal zeal against the Nazis and Bolsheviks.” (13)

INS officials as a result suspended the investigation on Lebed.

In February 1952, the CIA pressed the INS to grant Lebed re-entry papers so that he could leave and re-enter the United States at will. Argyle Mackey, Commissioner of the INS, refused to grant this.

On May 5, 1952, Allen Dulles, then Assistant Director of the CIA wrote a letter to Mackey stating (14):

“In connection with future Agency operations of the first importance, it is urgently necessary that subject [Lebed] be able to travel in Western Europe. Before [he] undertakes such travel, however, this Agency must…assure his re-entry into the United States without investigation or incident which would attract undue attentions to his activities.”

What was in West Germany? General Reinhard Gehlen, former chief of the Wehrmacht Foreign Armies East military intelligence, who had been conveniently allowed to re-enter West Germany to establish his Gehlen Organisation which would later form the Bundesnachrichtendienst (Federal Intelligence Service of West Germany) in 1956 .

Dulles also wanted Lebed’s legal status changed to that of “permanent resident,” under Section 8 of the CIA Act of 1949. The INS never investigated further after Dulles’ letter and Lebed became a naturalized U.S. citizen in March 1957.

Bandera would also be stationed in West Germany with his family after the war, where he remained the leader of the OUN-B and worked with several anti-communist organizations as well as with British Intelligence. (15) At this point Bandera had become too much of a liability and there were multiple attempts, by both the Americans and British starting in 1953, to get Bandera to step down and for Lebed to represent “the entire Ukrainian liberation movement in the homeland.” Bandera refused and went rogue.

It is said that Bandera was assassinated in 1959 by a KGB agent in Munich, however, one cannot help but note that it was excellent timing and extremely beneficial for the Americans that Bandera was taken out when he was, considering what they had planned for Ukraine’s future…

Among the declassified records are that of Hoover’s FBI, who had a small trove of captured German General Staff documents from 1943 and 1944, which revealed German appreciation of the UPA’s work while mentioning Lebed by name. (16) It appears this was never shared with any agency or institution, other than the CIA, despite requests from the INS during their investigation of Lebed.

Interestingly, Goda writes (17):

“The full extent of his [Lebed’s] activities as ‘Foreign Minister’ [of the UHVR] may never become known, but FBI surveillance of him gives some idea. Partly, Lebed lectured at prestigious universities such as Yale on such topics as biological warfare used by the Soviet government in the Ukraine.” [emphasis added]

The following is an indication as to what Dulles may have been referring to as the urgent need for Lebed’s re-entry into Western Europe.

Breitman and Goda write (18):

“By 1947 some 250,000 Ukrainians were living…in Germany, Austria, and Italy, many of them OUN activists or sympathizers. After 1947 UPA fighters began crossing into the U.S. zone, having reached the border on foot through Czechoslovakia.”

However, Lebed was not only urgently needed in Europe, but also within the United States. Once in the United States, Lebed was selected as the CIA’s chief contact/advisor for AERODYNAMIC.

voltairenet  |  It was immediately after the creation of the United Nations that American leaders found it necessary—as a matter of interest—to break the new rules they publicly lauded. In doing so, they developed new systems by which to evade accountability for lawbreaking–including an enormous apparatus for covert intervention–and, by means of extraordinary effort, to present the United States’ actions, whatever their nature, as in accord with international law. [5]

At the same time as the west was planning its covert actions against its WWII ally, it also created the formation of the terror club known as NATO, the North Atlantic Treaty Organization. Almost in its entirety it was a Nazi enterprise. Nazi General Reinhard Gehlen, for example, who had headed the Russia Desk in the Oberkommando der Wermacht (OKW - Hitler’s Supreme Headquarters) and a consultant on the Final Solution, was secretly brought to the United States where he would deliver his vast storehouse of previously hidden files on the Soviet Union and then set up the Russia Desk for the soon-to-be-formed CIA. [6]

Gehlen would then be returned to postwar Germany where he was put in position as head of Germany’s new Bundesnachrichtendienst (BND), the German Secret Intelligence Service. In essence, two Russia desks (at least) now functioned instead of just one; both with the same ultimate aim: destroy the Soviet Union and communism.

Hundreds if not thousands of old Nazis found new life working for the US, Britain, and Canada as the Cold War was cranked up and now the mass murderers were brought into policy making for the same Lords of the Manor who had supported Hitler to begin with. And, with the same old Nazis back in charge, every foul means was employed against the Soviets to prevent any challenge of global capital’s right to dictate the terms of enslavement.

West Germany, now being run by ex-Nazis under Chancellor Konrad Adenauer, joined NATO in 1954 and Gehlen liaised with his pro-Nazi mentor Allen Dulles who would become head of the CIA, with brother John Foster as Secretary of State. Soon NATO began appointing the old tried and true Nazis into high positions within the organization.

General Hans Speidel, for example, became commander-in-chief in 1957 of AFCENT (Allied Forces Central Europe). Nazi Admiral Friedrich Guggenberger joined the highly important NATO military committee in Washington and General Adolf Heusinger (Gehlen’s old chief at Hitler’s OKW), became its chairman. At Supreme Headquarters Allied Powers in Europe (SHAPE), Gehlen managed to install several Nazi collaborators into vital positions [7]. Amongst these was Col. Hennig Strumpell, who became deputy to British Maj. Gen. Charles Traver, the Assistant Chief of Staff (Intelligence) at SHAPE. Col. Heinz Koller-Kraus was made head of logistics at Speidel’s AFCENT. Many other Gehlen men would soon join NATO to define its policies. [8]

With the same Nazis well integrated into NATO and the CIA becoming an extension of Gehlen’s old Nazi intelligence agency, the Nieue World Ordnung was essentially relocated from the Reichstag in Berlin and dropped into the Pentagon and CIA Langley, Virginia.

Added to the anti-Soviet battle plans, US elites recognized the value of Goebbel’s Ministry of Truth and turned the lessons learned into the world’s most sophisticated propaganda network ever created. All western wars would now be given illusionary titles, such as: "wars for democracy", "wars for peace", "wars for justice", "wars for humanitarianism" and on and on. The corporate funded elites that run the UK and Canada were quick to adopt the same essential elements.

Two of those components of the propaganda wars for the US/UK/Nazi Nieue World Ordnung was the creation of Radio Free Europe and Radio Liberty - both staffed with Gehlen’s old Nazis and funded by the CIA. [9]

These Nazi mass murderers set up an Hungarian Desk, provided arms and assistance to underground pro-Nazi elements in Hungary and together with the CIA, instigated the Hungarian uprising - which the Soviets brutally put down [10]. The prime use of this episode however, had little to do with the dead and dying, rather it was the propaganda value which portrayed an "Evil Empire" that had to be destroyed. [11]

Dr. Eberhardt Taubert joined the Nazi party in 1931 and was soon promoted to the rank of Sturmführer, following Goebbels to the Ministry of Propaganda. After the war Taubert slid down to South Africa where he found comfort among the neo-Nazis in power in Johannesburg busy designing the apartheid system. In 1950 he returned to Germany and joined his old Nazi pal Reinhard Gehlen, becoming a member of the BND. In his new BND/CIA post, Taubert became chairman of the CIA-backed "National Association for Peace and Freedom" becoming also an adviser to German Minister of Defense, ex-Nazi Franz Josef Strauss and was then assigned by Strauss to NATO as adviser to the "Psychological Warfare Department". Goebbel’s Ministry of Truth being recirculated to feed the Christian fundamentalists some newly constructed, yet old and familiar Tales from the Dark, only having different packaging. [12]

NATO has also been closely linked to a series of terrorist bombings in Italy in the 1980s in order to create a "Strategy of Tension" designed to allow the fascist right wing into power and thereby bring "stability" to the country. This program made use of numerous far right terrorists like Stefano Delle Chiaie of Ordine Nuovo and other demented souls who planted bombs in public places that killed hundreds, aided in implementation by Gehlen’s NATO/Nazi terrorists. Though well covered in Europe, thanks to media complicity, the story barely made a blip here.

salon | The idea that LSD could produce mental disorganization encouraged the CIA to start using it in experiments similar to those carried out by the Nazi doctors. CIA operatives began administering the drug in secret to different subject populations (or indeed to each other). Like the Nazis, the CIA used different populations of helpless individuals such as prisoners, drug addicts, and mental patients in their experiments, often with appalling results. The CIA not only performed experiments on individuals but also came up with schemes for contaminating the water supply of potential enemies with LSD so as to incapacitate entire hostile populations. For this they would need large amounts of the drug, at one point ordering the equivalent of 100 million doses from Sandoz. When they found out that obtaining such a large amount as this might be somewhat problematic they turned to Eli Lilly and Company, whose capable chemists broke the secret Sandoz patent and assured the CIA that they could produce LSD in tons or similar amounts. Thankfully for the future of humanity, this eventuality never came to pass. In the end the CIA concluded that the effects of hallucinogenic drugs like LSD were just too unpredictable for general use in the Cold War, and should just be reserved for very specific circumstances. Nevertheless, in the atmosphere of general paranoia that pervaded the postwar era, the CIA maintained an important role in manipulating the developing drug culture. CIA operatives acted as drug suppliers if they were interested in observing drug effects under particular circumstances, and infiltrated different drug-using groups with political points of view deemed to be of “interest” so as to relay information back to Washington.

However, it was not just the CIA who started the nascent drug culture simmering in the United States. As we have seen, Gordon Wasson had published his article on the use of psychedelic mushrooms in Mexico in Life Magazine in 1957, and this was very widely read and discussed. Aldous Huxley was another individual who greatly enhanced the awareness of the potential of psychedelic drug use. His interest in this subject clearly preceded the drug revolution of the 1960s as his famous book “Brave New World,” which had described the use of psychotropic drugs to control an entire society, had been published in 1931. Of course, much of the research on hallucinogenic drugs at the time was not just being performed at the behest of the CIA. There was enormous excitement in the psychiatric community about the possible uses of hallucinogens in psychiatry. Not only was there the idea that these drugs could be psychotomimetic and represented models of psychosis, but simultaneously other theories were being proposed suggesting the potential use of these same drugs in the treatment of mental disorders. Hence, LSD was simultaneously viewed as being psychotomimetic and a treatment for psychosis, reflecting the ferment in the psychiatric research community that the arrival of such a powerful drug had stirred up. LSD-mediated psychotherapy became highly popular and film stars such as Cary Grant were treated in this way, becoming propagandists for the drug.

In the vanguard of LSD research in psychiatry was Humphrey Osmond, whom we have already encountered as the man who introduced the word psychedelic and who, along with John Smythies, suggested the endogenous psychotogen theory of schizophrenia. Osmond attempted to use LSD as a treatment for a variety of disorders such as alcoholism, and claimed to have had considerable success. Aldous Huxley became aware of Osmond’s writings and volunteered to be a subject in one of his experiments. So, in May 1953 Osmond agreed and travelled to Huxley’s home in California to supervise his drug experience. Huxley was duly impressed and continued experimenting with the drug on subsequent occasions. Huxley’s final novel Island, published in 1960, summarized his views on the use of hallucinogens (called moksha in this novel) as an integral part of an ideal society. When he died in 1963 Huxley had his wife administer LSD to him on his deathbed as he slid into the hereafter. Other writers such as the “Beats,” including Allan Ginsberg and William Burroughs, also experimented with hallucinogens. Their book “The Yage Letters” (1963) details their sojourn in South America experimenting with ayahuasca.

It can therefore be seen that in the 1950s hallucinogenic drugs including mescaline, psilocybin, and LSD had become a widely discussed topic in medical, political, and artistic circles. However, in order for the use of hallucinogens to really take off in society in general, something else was needed. Proselytizing leaders were required, and one was soon at hand.

In 1960 Timothy Leary was a 39-year-old psychology lecturer at Harvard. He clearly had a bright career ahead of him, having carried out important basic research in behavioral psychology. Leary read Wasson’s article in Life Magazine and, like many others, was intrigued. That summer he traveled down to Cuernavaca in Mexico with friends and obtained some samples of psilocybin mushrooms. Leary was profoundly impressed with his experience. Basically, he was bored with the kind of life he was leading as a faculty member at Harvard and saw that hallucinogens represented an entirely new path for the exploration of the psyche. Soon after returning to Boston he was sharing psilocybin with students and faculty alike and, together with his colleague Richard Alpert, set up an entire psilocybin-based research project which included “experiments” such as the Marsh Chapel religious event discussed in the previous chapter. Eventually Leary was also introduced to LSD, and this became his experimental drug of choice. However, the authorities at Harvard had soon had enough of Leary’s antics, self-promotion, and his entire modus operandi. In 1963 both Leary and Alpert were dismissed from their faculty positions.

However, Leary was not deterred in the slightest. Initially he and Alpert started their own organization, the International Federation for Internal Freedom (IFIF) for the further study of the religious and psychological potential of hallucinogenic drug use. The IFIF was headquartered in a Mexican resort town. However, the reports of wild orgies and other unseemly behavior caused the Mexican authorities to evict the group, and Leary was back in the United States once again. By this time experimenting with LSD had developed a cachet that was attracting the attention of many high rollers throughout the country. Eventually Leary encountered the fabulously wealthy William Mellon Hitchcock (aka “Mr. Billy”), the grandson of the founder of Gulf Oil. Mr. Billy took to LSD and to Timothy Leary and offered him and his acolytes the use of his 64-room country estate. Here at the Millbrook estate Leary established the Castalia Foundation, named after the priestly sect in Hesse’s novel The Glass Bead Game, which was dedicated to the scholarly study of LSD and its spiritual applications. Apparently Leary saw himself as a latter-day Joseph Knecht and proceeded to hold court with anybody who cared to visit, partake of the LSD experience, and discuss the matter with him. As a guide to the direction and understanding of LSD-induced psychedelic experience, Leary used the Tibetan Book of the Dead which deals explicitly with different states of consciousness. Leary reinterpreted this so that it ended up as a sort of mixture of Buddhist wisdom and Scientology. Clearly at this point Leary had become the high priest of an LSD-fueled religion complete with its own bible. Millbrook was visited by a wide variety of high-profile individuals from the arts and politics, and its place in the general public’s consciousness rapidly increased.

However, it was not only Leary who catalyzed the popularity of LSD. In 1960 Ken Kesey, who had graduated from Stanford’s creative writing workshop, answered an advertisement for human guinea pigs to take part in one of the CIA-sponsored research studies on psychedelic drugs at a local hospital and ended up working there in the psychiatric ward. Here the ample availability of both psychedelic drugs and mental patients inspired him to write his first novel, “One Flew Over the Cuckoos Nest”—a considerable critical and popular success. The money that he earned from the book allowed Kesey, like Leary on the East Coast, a certain degree of freedom. While continuing to write, a group of like-minded and frequently stoned associates began to form a loose association with him.

Kesey’s take on the use of the LSD experience, however, was very different from Leary’s. He saw himself as a sort of agent provocateur whose role was to shake up the entire bourgeois establishment. In 1964, together with his band of “Merry Pranksters,” he purchased a bus, painted it in bright Day-Glo colors and, with the Pranksters attired in outrageous garb, traveled across the country handing out LSD—or “acid” as it was becoming known—to anybody who wanted to try it. In this way Kesey began to democratize the use of LSD, and things began to take on the characteristics of the drug counterculture movement of the 1960s. While in New York, Kesey and the Pranksters visited Leary at Millbrook in what clearly could have been an interesting meeting. However, the presence of two egos as large as theirs was too much even for the 64 rooms of Millbrook. Indeed, Leary did not deign to meet personally with Kesey, and the latter was not impressed with the priestly atmosphere pervading the upper class Millbrook estate where, in spite of everything else, attempts were made to study the effects of LSD on behavior in a conventional sense. So, the result was a culture clash—East coast versus West Coast, upper class versus working class, exclusivity versus egalitarianism. Kesey wanted to popularize the entire “acid trip” in a way that was fundamentally different from what Leary was doing. Following his return to California, Kesey began to mount a series of “Acid Tests,” basically the precursors to hippie happenings where acid-laced “Electric Kool-Aid” was readily available accompanied by the latest music played by Kesey’s favorite rock group, The Warlocks, soon to reemerge as The Grateful Dead.

In 1965, when large amounts of easily available acid hit the streets of US cities, American society was a powder keg ready to explode. The combination of the Vietnam war, the assassination of Malcolm X, the race riots in Watts and other cities, and the volatile mood on US college campuses, all contributed to the general ferment. Society was becoming increasingly radicalized and many young people felt completely disillusioned with their government and society in general. They sought to distance themselves from the status quo and to distinguish themselves as revolutionaries in as many ways as possible.

truthout |  It appears highly unlikely that any "detective work" performed by the CDC and Florida health officials will unearth evidence of dengue fever being imported into Florida, but that evidence certainly exists. Prior to the recent Key West findings and still today, the CDC has consistently reported that there have been no outbreaks of dengue fever in Florida since 1934 and none in the continental US since 1946. This report is incorrect.

Unknown to most Americans is that dengue fever has been the intense focus of US Army and CIA biological warfare researchers for over 50 years. Ed Regis notes in his excellent history of Fort Detrick, "The Biology of Doom," that as early as 1942 leading biochemists at the installation placed dengue fever on a long list for serious consideration as a possible weapon. In the early 1950s, Fort Detrick, in partnership with the CIA, launched a multi-million dollar research program under which dengue fever and several addition exotic diseases were studied for use in offensive biological warfare attacks. Assumably, because the virus is generally not lethal, program planners viewed it primarily as an incapacitant. Reads one CIA Project Artichoke document: "Not all viruses have to be lethal ... the objective includes those that act as short-term and long-term incapacitants." Several CIA documents, as well as the findings of a 1975 Congressional committee, reveal that three sites in Florida, Key West, Panama City and Avon Park, as well as two other locations in central Florida, were used for experiments with mosquito-borne dengue fever and other biological substances.

The experiments in Avon Park, about 170 miles from Miami, were covertly conducted in a low-income African-American neighborhood that contained several newly constructed public housing projects. CIA documents related to its top-secret Project MK/NAOMI clearly indicate that the mosquitoes used in Avon Park were the Aedes aegypti type. Specially equipped aircraft, in one of the larger experiments, released 600,000 mosquitoes over the area. In one of the Avon Park experiments, about 150,000 mosquitoes were dropped in paper bags designed to open upon impact with the ground. Each bag held about 1,000 insects. Besides dengue, some of the mosquitoes were also carrying yellow fever.

Avon Park residents, still living in the area, say the experiments resulted in "at least 6 or 7 deaths." One elderly resident told Truthout, "Nobody knew about what had gone on here for years, maybe over 20 years, but in looking back it explained why a bunch of healthy people got sick quick and died at the time of those experiments." Interestingly, at the same time experiments were conducted in Florida, there were at least two cases of dengue fever reported among civilian researchers at Fort Detrick in Maryland.

A 1978 Pentagon publication, entitled "Biological Warfare: Secret Testing & Volunteers," reveals that the Army's Chemical Corps and Special Operations and Projects Divisions at Fort Detrick conducted "tests" similar to the Avon Park experiments in Key West, but the bulk of the documentation concerning this highly classified and covert work is still held by the Pentagon as "secret." One former Fort Detrick researcher says the Army "performed a number of experiments in the area of the Keys," but that "not all concerned dengue virus."

In 1959, Fort Detrick launched its largest mosquito experiment called Operation Bellwether, consisting of over 50 field experiments. Some of these experiments, designed to ascertain the "rate of biting" and "mosquito aggressiveness," were conducted in partnership with scientists with the Rockefeller Institute in New York, where scientists bred their own strain of mosquitoes. Some of the Bellwether experiments were conducted in Florida, as well as in other states, including Georgia, Maryland, Utah and Arizona.

The 1978 Pentagon publication, along with two other Chemical Corps reports, reveal the identities of a number of the companies and institutions that assisted the Army in its offensive biological warfare experiments: Armour Research Foundation (1951-1954); the Battelle Memorial Institute (1952-1965); Ben Venue Labs, Inc. (1953-1954); University of Florida (1953-1956); Florida State University (1951-1953); and the Lovell Chemical Company (1951-1955).

In the spring and summer of 1981, Cuba experienced a severe hemorrhagic dengue fever epidemic. Between May and October 1981, the island nation had 158 dengue-related deaths with about 75,000 reported infection cases. Prior to this outbreak, Cuba had reported only a very small number of cases in 1944 and 1977. At the height of the epidemic, over 10,000 people per day were found infected and 116,150 were hospitalized. At the same time as the 1981 outbreak, covert biological warfare attacks on Cuba's residents and crops were believed to have been conducted against the island by CIA contractors and military airplane flyovers. Particularly harmful to the nation was a severe outbreak of swine flu that Fidel Castro attributed to the CIA. American researcher William H. Schaap, an editor of Covert Action magazine, claims the Cuba dengue outbreak was the result of CIA activities. Former Fort Detrick researchers, all of whom refused to have their names used for this article, say they performed "advance work" on the Cuba outbreak and that it was "man made."

The Atomic Energy Commission And The CIA - UFO Thought Police

wikipedia  |  The Robertson Panel first met formally on January 14, 1953 under the direction of Howard P. Robertson. He was a physicist, a CIA consultant, and the director of the Defense Department Weapons Evaluation Group. He was instructed by OSI to assemble a group of prominent scientists to review the Air Force's UFO files. In preparation for this, Robertson first personally reviewed Air Force files and procedures. The Air Force had recently commissioned the Battelle Memorial Institute to scientifically study all of the UFO reports collected by Project Sign, Project Grudge and Project Blue Book. Robertson hoped to draw on their statistical results, but Battelle insisted that they needed much more time to conduct a proper study. Other panel members were respected scientists who had worked on other classified military projects or studies. All were then skeptical of UFO reports, though to varying degrees. Apart from Robertson, the panel included:

• Luis Alvarez, physicist, radar expert (and later, a Nobel Prize recipient);
• Frederick C. Durant, CIA officer, secretary to the panel and missile expert;
• Samuel Abraham Goudsmit, Brookhaven National Laboratories nuclear physicist;
• Thornton Leigh Page, astrophysicist, radar expert, deputy director of Johns Hopkins Operations Research Office;
• Lloyd Berkner, physicist;
• J. Allen Hynek, astronomer and consultant to Blue Book presented to the panel, but was not a full member.^[15]

Most of what is known about the actual proceedings of the meetings comes from notes kept by Durant which were later submitted as a memo to the NSC and commonly referred to as the Durant Report.^[2] In addition, various participants would later comment on what transpired from their perspective. Captain (later Major) Edward Ruppelt, then head of Project Blue Book, first revealed the existence of the secret panel in his 1956 book,^[4] but without revealing names of panel members. 

As early as August 15 CIA analysts, despite their overall skeptical conclusions had noted, "Sightings of UFOs reported at Los Alamos and Oak Ridge, at a time when the background radiation count had risen inexplicably. Here we run out of even "blue yonder" explanations that might be tenable, and, we still are left with numbers of incredible reports from credible observers."^[11] On December 2, 1952 CIA Assistant Director Chadwell noted, "Recent reports reaching CIA indicated that further action was desirable and another briefing by the cognizant A-2 and ATIC personnel was held on 25 November. At this time, the reports of incidents convince us that there is something going on that must have immediate attention. The details of some of these incidents have been discussed by AD/SI with DDCI. Sightings of unexplained objects at great altitudes and traveling at high speeds in the vicinity of major U.S. defense installations are of such nature that they are not attributable to natural phenomena or known types of aerial vehicles".^[12]

Chadwell's 2 December memorandum contained the draft of recommendations for the NSC, which were:

1. The Director of Central Intelligence shall formulate and carry out a program of intelligence and research activities as required to solve the problem of instant positive identification of unidentified flying objects.

2. Upon call of the Director of Central Intelligence, Government departments and agencies shall provide assistance in this program of intelligence and research to the extent of their capacity provided, however, that the DCI shall avoid duplication of activities presently directed toward the solution of this problem.

3. This effort shall be coordinated with the military services and the Research and Development Board of the Department of Defense, with the Psychological Board and other Governmental agencies as appropriate.

4. The Director of Central Intelligence shall disseminate information concerning the program of intelligence and research activities in this field to the various departments and agencies which have authorized interest therein.""^[12]

On December 4, 1952 the Intelligence Advisory Committee agreed:

The Director of Central Intelligence will:

a. Enlist the services of selected scientists to review and appraise the available evidence in the light of pertinent scientific theories.

b. Draft and circulate to the IAC a proposed NSCID, which would signify the IAC concerning the subject and authorize coordination with appropriate non-IAC departments and agencies.^[1]

From the IAC minutes of December 4 and the earlier CIA documents it appears clear that the Robertson Panel was the outcome of recommendation (a) of the IAC decision but that this formed part of a wider intended programme of action aimed at enabling rapid positive identification of UFOs from an air defense perspective (i.e. identifying actual Soviet aircraft from misidentified natural phenomena or other conventional objects) and a desire to reduce reporting of UFOs, which were seen as clogging up air defense communication channels and created the risk of exploitation of this effect. The inter-relationships between these wider aspects of the CIA's recommendations and the Battelle Memorial Institute's study, culminating in Blue Book Special Report 14,^[13] which identified a statistically significant difference between 'unknowns' and UFO reports that could subsequently be identified, or the study group referenced in a Canadian government document as operating as early as 1950 under the chairmanship of Dr Vannevar Bush, then head of the Joint Research and Development Board, to discover the 'modus operandi' of UFOs^[14] are unclear.

NYTimes |  But the scathing report the Senate Intelligence Committee delivered this month is unlikely to significantly change the role the C.I.A. now plays in running America’s secret wars. A number of factors — from steadfast backing by Congress and the White House to strong public support for clandestine operations — ensure that an agency that has been ascendant since President Obama came into office is not likely to see its mission diminished, either during his waning years in the White House or for some time after that.

The Church Committee’s revelations about the abuses committed by the intelligence community — and a parallel House investigation led by Representative Otis G. Pike of New York — came at the end of America’s wrenching military involvement in Vietnam, and during a period of détente with the Soviet Union. The disclosures of C.I.A. assassination schemes and spying on Vietnam War protesters fueled a post-Watergate fury among many Americans who had grown cynical about secret plots hatched in Washington.

The grim details, shocking at the time, led to a gutting of the agency’s ranks and a ban on assassinations, imposed by President Gerald R. Ford. They also led to the creation of the congressional intelligence committees and a requirement that the C.I.A. regularly report its covert activities to the oversight panels.

By contrast, the Senate Intelligence Committee’s recent report on C.I.A. excesses since the Sept. 11 attacks arrived in the midst of renewed fears of global terrorism, the rise of the Islamic State and grisly beheading videos of American hostages.

Loch K. Johnson, a professor at the University of Georgia and a former Church Committee investigator, said that the committee did its work “in a semi-benign period of international affairs.”

“There wasn’t the same kind of fear in the air,” he said.

A CBS News poll released last week found that though 69 percent of those asked consider waterboarding to be torture, 49 percent think that brutal interrogation methods are sometimes justified. More than half, 57 percent, believe that the tactics are at least sometimes effective in producing valuable intelligence to help stop terrorist attacks.

Senator Angus King, a member of the Intelligence Committee, said that Hollywood depictions of torture have distorted the public’s view of its efficacy.

“Every week, Jack Bauer saves civilization by torturing someone, and it works,” said Mr. King, the independent from Maine, referring to the lead character of the television show “24.”

Mr. King said that he was initially skeptical about the need to release the torture report, but when he spent five straight evenings reading it in a secure room on Capitol Hill he decided that the C.I.A. abuses needed a public airing.

“It went from interest, to a sick feeling, to disgust, and finally to anger,” he said.

But the Obama administration has made clear that it has no plans to make anyone legally accountable for the practices described by the C.I.A. as enhanced interrogation techniques and the Intelligence Committee as torture.

WaPo | A Muslim cleric tied to the attempted bombing of a Detroit-bound airliner has become the first U.S. citizen added to a list of suspected terrorists the CIA is authorized to kill, a U.S. official said Tuesday.

Anwar al-Aulaqi, who resides in Yemen, was previously placed on a target list maintained by the U.S. military's Joint Special Operations Command and has survived at least one strike carried out by Yemeni forces with U.S. assistance against a gathering of suspected al-Qaeda operatives.

Because he is a U.S. citizen, adding Aulaqi to the CIA list required special approval from the White House, officials said. The move means that Aulaqi would be considered a legitimate target not only for a military strike carried out by U.S. and Yemeni forces, but also for lethal CIA operations.

"He's in everybody's sights," said the U.S. official, who spoke on the condition of anonymity because of the topic's sensitivity.

CIA spokesman Paul Gimigliano said: "This agency conducts its counterterrorism operations in strict accord with the law."

The decision to add Aulaqi to the CIA target list reflects the view among agency analysts that a man previously regarded mainly as a militant preacher has taken on an expanded role in al-Qaeda's Yemen-based offshoot.

"He's recently become an operational figure for al-Qaeda in the Arabian Peninsula," said a second U.S. official. "He's working actively to kill Americans, so it's both lawful and sensible to try to stop him." The official stressed that there are "careful procedures our government follows in these kinds of cases, but U.S. citizenship hardly gives you blanket protection overseas to plot the murder of your fellow citizens."

Aulaqi corresponded by e-mail with Maj. Nidal M. Hasan, the Army psychiatrist accused of killing 12 soldiers and one civilian at Fort Hood, Tex., last year. Aulaqi is not believed to have helped plan the attack, although he praised Hasan in an online posting for carrying it out.

Concern grew about the cleric's role after he was linked to the Nigerian accused of attempting to bomb a U.S. airliner on Christmas Day by detonating an explosive device he had smuggled in his underwear. This grave misconduct not only is illegal, but it violates the U.S. Constitution’s requirement of separation of powers,” said Mr. Udall, a member of the committee. “These offenses, along with other errors in judgment by some at the CIA, demonstrate a tremendous failure of leadership, and there must be consequences.”

The internal CIA audit was conducted by the agency’s inspector general. It remains classified, but agency spokesman Dean Boyd said it showed that employees “acted in a manner inconsistent with the common understanding” of how documents were to be treated.

Mr. Boyd said Mr. Brennan has formed an accountability board to look into the findings and that employees could be disciplined.

The showdown stemmed from a yearslong Senate investigation into harsh interrogation techniques used in the years after the Sept. 11 terrorist attacks. A key document known as the Panetta review, named after former CIA Director Leon E. Panetta, laid out a number of concerns including whether the interrogations were producing valuable information.

CIA officials accused Senate staffers of stealing the Panetta review, and Mr. Brennan’s top legal aide made an official referral asking the Justice Department to pursue a criminal case against staffers. Senators countered by starting their own investigation, demanding Mr. Brennan’s cooperation, and taking their own complaint to the Justice Department.

The CIA said Thursday that the Justice Department review has concluded without any finding on either side. The Senate is continuing its investigation.

In reality, nobody goes to jail for mishandling classified information at the Confidential level. However, the Hanley email proves that Hillary’s staff was emailing her classified information in unclassified channels, that it was marked classified, and that it was transiting Clinton’s personal email server. It’s difficult to believe that a mere aide like Monica Hanley decided to break the law like this, as she surely knew she was, on her own initiative.

It’s also difficult to see how the FBI can ignore such an obvious violation of the law. It likewise raises questions about what was in the 30,000 emails that Clinton decided to delete. In the nearly five months remaining until the presidential election, we can expect a regular drumbeat of revelations about EmailGate, none of them flattering to the Democratic nominee.

Last week the Associated Press broke a big story about how Clinton’s “unclassified” emails included the true names of CIA personnel serving overseas under cover. This was hardly news, in fact I broke the same story four months ago in this column. However, the AP account adds detail to what Clinton and her staff did, actions that placed the lives of CIA clandestine personnel at risk. It also may be a violation of theIntelligence Identities Protection Act, a 1982 law that featured prominently in the mid-aughts scandal surrounding CIA officer Valerie Plame, which so captivated the mainstream media. More recently, former CIA officer John Kiriakou spent two years in Federal prison for violating this law.

To make matters worse for Team Clinton, last week it emerged that several of the classified emails under investigation involved discussions of impending CIA drone strikes in Pakistan. Clinton aides were careful to avoid hot-button words like “CIA” and “drone” in these “unclassified” emails, engaging in a practice that spies term “talking around” an issue.

However, the salient fact is that the CIA—which has the say here—considers this information to be Top Secret, as well as enormously sensitive. It had no business being in anybody’s unclassified emails. As the secretary of state, Ms. Clinton and her top staff had access to classified communications systems 24 hours a day. They chose not to use them here—a choice that clearly violated Federal law. Moreover, this new report demonstrates that a previous Clintonian EmailGate talking point, that discussions of drones in emails were no more than pasting press pieces, and therefore innocuous, was yet another bald-faced lie.

How the FBI can look at all this and not recommend prosecution of someone for something in EmailGate strains the imagination. Yet President Obama has clearly signaled that it’s all no big deal. Director James Comey has a tough job before him when he takes the FBI’s official recommendations regarding EmailGate to Attorney General Lynch for action, probably sometime this summer. Since Comey is now under a cloud over the FBI’s embarrassing mishandling of Omar Mateen, the Orlando jihadist mass murderer, perhaps his resignation over that matter would be welcome in the White House, which then could find a new director more willing to bend to Obama’s wishes.
