By 2002 GDP growth had returned, surprising economists and the business media,^[8][9] and the economy began to grow at an average 9% per year.^[10][11] In 2005, Argentina’s GDP exceeded pre-crisis level. As of 2013, the default had not been completely resolved, although the government had repaid its IMF loans in full.

collapseofindustrialcivilization | What is often lost in our current infatuation with Enlightenment thinking is the degree to which the Pre-Enlightenment Church managed commerce, financing, and general market forces. In fact, the Church maintained an iron hand on issues such as usury, which was condemned and not distinguished from the “normal” practice of charging interest until the late 19^th century.

In the age of Church hegemony, which lasted for centuries, it was considered immoral, and grossly so, to profit in any way through trade, charging interest, or commerce which resulted in a profit without actually performing any work. specifically, any rent seeking activity was forbidden.

Things that are considered commonplace today, such as raising prices for items needed in a disaster, (supply and demand) were thoroughly rejected by the Church and considered inconceivable during that time. Thomas Aquinas brought forth these concepts in the theory of Just Price in his Summa Theologica circa 1274 AD. Although this was clearly a Pre-Capitalist economy, much learning was put towards strict management of commerce dating back to the money changers being expelled from the temple in Biblical times- a theme oft repeated through the Dark Ages and well beyond.

For centuries, civilizations knew full well the dangers of markets and unconstrained commerce, and there is more than a passing connection between this realization and theology, present in virtually all religions throughout time.

This reality has been brought to the fore with the recent, and controversial, exhortation Evengelii Gaudium from the Roman Catholic Pope. Pundits have been zeroing in on the more provocative aspects after his release of the document last month. I’ve read all 244 pages of it and I’m here to tell you that he has pretty well burned down the Christian right’s moralistic narrative along with a good bit of the more mainstream conservative cohort.

For those who have dismissed previous Papal exhortations (as well as any other messaging, written or otherwise delivered) as irrelevant and hypocritical drivel, and I count myself on this list, the recent missive is a shocker. Let’s take a look as some selected passages:

wikilivres.ca | Listen, Little Man! Is a human and not a scientific document. It was written in the summer of 1945 for the Archives of the Orgone Institute without the intention of publishing it. It was the result of the inner storms and conflicts of a natural scientist and physician who watched, over decade first naively, then with amazement and finally with horror, what the Little Man in the street does to himself; how he suffers and rebels, how he esteems his enemies and murders his friends; how, wherever he gains power as a ‘representative of the – people’ he misuses this power and makes it into something more cruel than the power which previously he had to suffer at the hands of individual sadists of the upper classes. 

This “Talk” to the Little Man was the quiet answer to gossip and defamation. For decades, the emotional plague has tried again and again to kill orgone research (note well: not to prove it incorrect, but to kill it by defamation). Orgone research carries a very heavy responsibility for human life and health. The fact justifies the publication of this ‘Talk’ or a historical document. It seemed necessary for the ‘man in the street’ to learn what goes on in a scientific workshop and also to learn what he looks like to an experienced psychiatrist. He must learn to know reality, which alone can counteract his disastrous craving for authority. He must be told clearly what responsibility he carries, whether he works, loves, hates or gossips. He must learn how he becomes a Fascist, be it the black or red variety. He who fights for the safeguarding of the living and the protection of our children must needs be against the red as well as the black Fascist. Not because today the red Fascist, like the black Fascist before him, has a murderous ideology, but because he turns lively and healthy children into cripples, robots and moral idiots; because with him, the state comes before right, the lie before truth, war before life; because the child, and the safeguarding of the living in the child, remains our only hope. There is only one loyalty for the educator and physician: that to the living in the child and the patient. If this loyalty is strictly adhered to, the great questions of ‘foreign politics’ also find their simple solution. 

This ‘Talk’ does not imply that one should make it the pattern of one’s existence. It describes storms in the emotional life of a productive, happy individual. It does not want a, convince or win anybody. It pictures experience as a painting pictures a thunderstorm. The reader is not asked to like it. He may read it or not. It does not contain any intentions or programmes. All it wants to do is to win for the researcher and thinker the right to personal reaction, which one has never denied, to the poet or philosopher. It is a protest against the secret and unrecognized intention of the emotional plague to shoot its poison arrows at the hard-working researcher, from a safe ambush. It shows what the emotional plague is, how it functions and retards progress. It also attests to the confidence in the tremendous un-mined treasures, which lie in the depth of human nature: ready to be put in the service of fulfilling human hopes. 

The living, in its social and human interrelationship, is naively kindly and thus, under prevailing conditions, endangered. It assumes that the fellow human also follows the laws of the living and is kindly, helpful and giving. As long a. then is the emotional plague, this natural basic attitude that of the healthy child or the primitive, becomes the greatest danger in the struggle for a rational order of life. For the plague individual also ascribes to his fellow beings the characteristics of his own thinking and acting. The kindly individual believes that all people are kindly and act accordingly. The plague individual believes that all people lie, swindle, steal and crave power. Clearly, then, the living is at a disadvantage and in danger. Where it gives to the plague individual it is sucked dry and then derided or betrayed; and where it trusts it is cheated. 

That’s the way it has always been. It is time for the living a, become hard when hardness is needed in the struggle for its safeguarding and development; in doing so, it will not lose its kindness if it sticks to the truth courageously. There is hope in the fact that, among millions of industrious, decent individuals then an always only just a few pestilential individuals who cause murderous mischief by appealing to the dark nod dangerous impulses in the structure of the armored mass individual and lend them to organized political murder. There is only one antidote to the germs of the emotional plague in the mass individual: his own feeling of living life. The living dots not ask for power but for its proper role in human life. It is based on the three pillars of love, work and knowledge He who has to protect the living against the emotional plague has to lean to use the right to free speech as we enjoy it in America at least as well for the good as the emotional plague misuses it for the bad. Granted equal right in the depression of opinion, the rational finally must win out. This is an important hope.

ecowatch | Fukushima continues to spew out radiation. The quantities seem to be rising, as do the impacts. The site has been infiltrated by organized crime. There are horrifying signs of ecological disaster in the Pacific and human health impacts in the U.S.

But within Japan, a new State Secrets Act makes such talk punishable by up to ten years in prison.

Taro Yamamoto, a Japanese legislator, says the law “represents a coup d’etat” leading to “the recreation of a fascist state.” The powerful Asahi Shimbun newspaper compares it to “conspiracy” laws passed by totalitarian Japan in the lead-up to Pearl Harbor, and warns it could end independent reporting on Fukushima.

Prime Minister Shinzo Abe has been leading Japan in an increasingly militaristic direction. Tensions have increased with China. Massive demonstrations have been renounced with talk of “treason.” 

But it’s Fukushima that hangs most heavily over the nation and the world.

Tokyo Electric Power has begun the bring-down of hot fuel rods suspended high in the air over the heavily damaged Unit Four. The first assemblies it removed may have contained unused rods. The second may have been extremely radioactive.

But Tepco has clamped down on media coverage and complains about news helicopters filming the fuel rod removal.

Under the new State Secrets Act, the government could ban—and arrest—all independent media under any conditions at Fukushima, throwing a shroud of darkness over a disaster that threatens us all.

By all accounts, whatever clean-up is possible will span decades. The town of Fairfax, CA, has now called for a global takeover at Fukushima. More than 150,000 signees have asked the UN for such intervention.

As a private corporation, Tepco is geared to cut corners, slash wages and turn the clean-up into a private profit center.

It will have ample opportunity. The fuel pool at Unit Four poses huge dangers that could take years to sort out. But so do the ones at Units One, Two and Three. The site overall is littered with thousands of intensely radioactive rods and other materials whose potential fallout is thousands of times greater than what hit Hiroshima in 1945.

Soon after the accident, Tepco slashed the Fukushima workforce. It has since restored some of it, but has cut wages. Shady contractors shuttle in hundreds of untrained laborers to work in horrific conditions. Reuters says the site is heaving infiltrated by organized crime, raising the specter of stolen radioactive materials for dirty bombs and more.

Thousands of tons of radioactive water now sit in leaky tanks built by temporary workers who warn of their shoddy construction. They are sure to collapse with a strong earthquake.

Tepco says it may just dump the excess water into the Pacific anyway. Nuclear expert Arjun Makhijani has advocated the water be stored in supertankers until it can be treated, but the suggestion has been ignored.

the longterm unemployed are doomed

slate | There had been a fair amount of buzz around the idea that the budget mini-deal being hashed out between Paul Ryan and Patty Murray might include some extra money to extend unemployment insurance benefits for the long-term unemployed. But Republicans didn't like the idea, and Democrats didn't want to bust up the deal over it, so now folks who've been jobless for an extended period of time are going to lose their benefits at the end of the year.

One consequence of this is that the unemployment rate will almost certainly go down, since some fairly substantial fraction of the long-term unemployed will just stop looking for a job and drop out of the labor force. If you're long-term unemployed, then almost by definition looking for work has not been very successful at getting you work. What it has gotten you is a UI check. Take away the check, there's no point in bothering, and so the denominator in the unemployment rate falls and thus the unemployment rate falls.

The bad news is that the long-term unemployed are screwed.

In effect, when companies are looking to hire people, they scan through the résumés they get in the mail and their first step is to throw out all the résumés of people who've been unemployed for a long time. This is research based on pretty well-designed experiments that control for other variables beyond long-term unemployment. You should feel free to see that as a vile form of discrimination, or as a sensible business heuristic according to your temperament. The point is that the people who are about to lose UI benefits are not going to be able to find jobs. Not today, not after they lose benefits. In fact, they probably won't be able to find jobs ever.

Mailing unemployment insurance checks to people who aren't so much unemployed as unemployable is obviously not an ideal public policy. But simply doing nothing for them is cruel and insane. The time-tested way of re-employing a large mass of long-term unemployed is to fight a major world war with Germany and Japan. The circumstances of mobilizing for major armed conflict in 1940–42 proved that when you really want to put people to work, it can be done. So it's always possible that the Senkaku Islands will come to the rescue. But large-scale armed conflict has a lot of offsetting negative consequences. What we need are targeted "mobilization" programs that don't rely on the outbreak of an enormous war. That would take, I think, two major forms.

One is direct government hiring of the long-term unemployed to do some kind of public service work. Making this happen would require you to go outside the standard civil service and federal contracting frameworks, which obviously neither civil servants nor federal contractors are going to like. But it has the job-creating punch of a major war without all the death and destruction. The other is relocation assistance. The metropolitan areas of Bismarck, Fargo, Grand Forks, Sioux Falls, Ames, Iowa City, Lincoln (Neb.), Midland, Burlington, Mankato (Minn.), Logan, Rochester (Minn.), Billings, Dubuque, Morgantown, Odessa, Rapid City, Omaha, Waterloo (Iowa), Columbia (Mo.), and St. Cloud all have unemployment rates below 4 percent. Those are the kind of places where the labor market is tight enough that discrimination against the long-term unemployed shouldn't be a major factor. There's work to be done in these towns, and evidently most people are reluctant to move to small isolated cities in extremely cold locations (also Midland, which isn't cold). Grant programs to connect the long-term unemployed with job opportunities on the Plains and offer financial assistance for relocation could do a lot of good.

medialens |  As discussed, many journalists have rightly praised Mandela's forgiveness. But the state-corporate system also has a generous capacity for excusing torturers, dictators, terrorists, and even former enemies like Mandela - anyone who serves the deep interests of power and profit in some way.

John Pilger noted of Mandela:

'The sheer grace and charm of the man made you feel good. He chuckled about his elevation to sainthood. "That's not the job I applied for," he said dryly.'

But Mandela 'was well used to deferential interviews and I was ticked off several times - "you completely forgot what I said" and "I have already explained that matter to you". In brooking no criticism of the African National Congress (ANC), he revealed something of why millions of South Africans will mourn his passing but not his "legacy".'

Once in power, Pilger explained, the ANC's official policy to end the impoverishment of most South Africans was abandoned, with one of his ministers boasting that the ANC's politics were Thatcherite:

'Few ordinary South Africans were aware that this "process" had begun in high secrecy more than two years before Mandela's release when the ANC in exile had, in effect, done a deal with prominent members of the Afrikaaner elite at meetings in a stately home, Mells Park House, near Bath. The prime movers were the corporations that had underpinned apartheid...

'With democratic elections in 1994, racial apartheid was ended, and economic apartheid had a new face.' (See Pilger's 1998 film, Apartheid Did Not Die, for further analysis)

In 2001, George Soros told the Davos Economic Forum: 'South Africa is in the hands of international capital.'

Patrick Bond, director of the centre for civil society and a professor at the University of KwaZulu-Natal in South Africa, commented:

'I happened to work in his office twice, '94 and '96, and saw these policies being pushed on Mandela by international finance and domestic business and a neoliberal conservative faction within his own party.'

Bond paraphrased the view of former minister of intelligence and minister of water Ronnie Kasrils, 'probably the country's greatest white revolutionary ever', who described how 'as a ruler Mandela gave in way too much to rich people. So he replaced racial apartheid with class apartheid'.

Bond argues that 'big business basically said, we will get out of our relationship with the Afrikaner rulers if you let us keep, basically, our wealth intact and indeed to take the wealth abroad'.

In the Independent, Andrew Buncombe reported that 'for many in Alexandra, and in countless similar places across the country, the situation in some respects is today little different' from before Mandela began his liberation struggle:

'Figures released last year following a census showed that while the incomes of black households had increased by an average of 169 per cent over the past ten years, they still represented a sixth of those of white households.'

Former Guardian journalist Jonathan Cook also recognised Mandela's 'huge achievement in helping to bring down South African apartheid'. But:

'Mandela was rehabilitated into an "elder statesman" in return for South Africa being rapidly transformed into an outpost of neoliberalism, prioritising the kind of economic apartheid most of us in the west are getting a strong dose of now.'

And Mandela was used:

'After finally being allowed to join the western "club", he could be regularly paraded as proof of the club's democratic credentials and its ethical sensibility... He was forced to become a kind of Princess Diana, someone we could be allowed to love because he rarely said anything too threatening to the interests of the corporate elite who run the planet.'

This helps explain why Mandela is feted as a political saint, while late Venezuelan president Hugo Chavez, who profoundly challenged economic apartheid in Latin America, was a 'controversial', 'anti-American bogeymen', a 'people's hero and villain' who had 'pissed away' his country's wealth, for the BBC. Chavez was a peddler of 'strutting and narcissistic populism' for the Guardian. Rory Carroll, the paper's lead reporter on Venezuela between 2006-2012, commented:

'To the millions who detested him as a thug and charlatan, it will be occasion to bid, vocally or discreetly, good riddance.' 

For the Independent, Chavez was 'egotistical, bombastic and polarising', 'no run-of-the-mill dictator'. He was 'divisive' for the Guardian, Independent and Telegraph, and 'reckless' for the Economist.

Chavez's real crime was that he presented a serious threat to the state-corporate system of which these media are an integral part.

tomdispatch | Even if some future government stepped over one of the last remaining red lines in our world and simply assassinated whistleblowers as they surfaced, others would always emerge. Back in 1948, in his eerie novel 1984, however, Orwell suggested a far more diabolical solution to the problem. He conjured up a technological device for the world of Big Brother that he called "the memory hole." In his dark future, armies of bureaucrats, working in what he sardonically dubbed the Ministry of Truth, spent their lives erasing or altering documents, newspapers, books, and the like in order to create an acceptable version of history. When a person fell out of favor, the Ministry of Truth sent him and all the documentation relating to him down the memory hole. Every story or report in which his life was in any way noted or recorded would be edited to eradicate all traces of him.

In Orwell's pre-digital world, the memory hole was a vacuum tube into which old documents were physically disappeared forever. Alterations to existing documents and the deep-sixing of others ensured that even the sudden switching of global enemies and alliances would never prove a problem for the guardians of Big Brother. In the world he imagined, thanks to those armies of bureaucrats, the present was what had always been -- and there were those altered documents to prove it and nothing but faltering memories to say otherwise. Anyone who expressed doubts about the truth of the present would, under the rubric of “thoughtcrime,” be marginalized or eliminated.

Government and Corporate Digital Censorship

Increasingly, most of us now get our news, books, music, TV, movies, and communications of every sort electronically. These days, Google earns more advertising revenue than all U.S. print media combined. Even the venerable Newsweek no longer publishes a paper edition. And in that digital world, a certain kind of “simplification” is being explored.

the banality of "goodness"

guardian | Enough is enough. The publicity for the death and funeral of Nelson Mandela has become absurd. Mandela was an African political leader with qualities that were apt at a crucial juncture in his nation's affairs. That was all and that was enough. Yet his reputation has fallen among thieves and cynics. Hijacked by politicians and celebrities from Barack Obama to Naomi Campbell and Sepp Blatter, he has had to be deified so as to dust others with his glory. In the process he has become dehumanised. We hear much of the banality of evil. Sometimes we should note the banality of goodness.

Part of this is due to the media's crude mechanics. Millions of dollars have been lavished on preparing for Mandela's death. Staff have been deployed, hotels booked, huts rented in Transkei villages. Hospitals could have been built for what must have been spent. All media have gone mad. Last week I caught a BBC presenter, groaning with tedium, asking a guest to compare Mandela with Jesus. The corporation has reportedly received more than a thousand complaints about excessive coverage. Is it now preparing for a resurrection?

More serious is the obligation that the cult of the media-event should owe to history. There is no argument that in the 1980s Mandela was "a necessary icon" not just for South Africans but for the world in general. In what was wrongly presented as the last great act of imperial retreat, white men were caricatured as bad and black men good. The arrival of a gentlemanly black leader, even a former terrorist, well cast for beatification was a godsend.

Visiting and writing about South Africa in the last years of white rule in the 1980s, I was acutely aware that the great struggle was not so much between the white South Africans and Mandela's ANC, whose leaders were in prison or exile, but within Afrikanerdom. This was no rebellion against a foreign power. It was a potential conflict between an impotent majority and a potent minority, in which the likelihood of the latter giving way to the former seemed minimal – and unnecessary in the short term.

The first hero of that struggle was the then prime minister, FW de Klerk. The realisation that his group should cede power to a black government was a moral conversion as much as realpolitik. The Afrikaners capitulated not because some mighty power (such as sanctions) had crushed them or because of the more significant fall of Rhodesia and the Portuguese empire. Their priests and intellectuals told them apartheid had lost the argument. They had lost the will. It had been, said De Klerk, "a terrible wrong".

yeah, um no..., ANC and nuclear weapons not a good look....,

wikipedia | The Republic of South Africa's ambitions to develop nuclear weapons began in 1948 after giving commission to South African Atomic Energy Corporation (SAAEC), the forerunner corporation to oversee nation's uranium mining and industrial trade.^[1] In 1957, South Africa reached an understanding with the United States after signing a 50-year collaboration under the U.S.-sanctioned programme, the Atoms for Peace.^[1] The treaty concluded the South African acquisition of a single nuclear research reactor and an accompanying supply of the Highly Enriched Uranium (HEU) fuel, located in Pelindaba.^[1] In 1965, the American subsidiary, the Allis-Chalmers Corporation, delivered the 20MW research nuclear reactor, SAFARI-1, along with ~90% HEU fuel to South African nuclear authority.^[1] In 1967, South Africa decided to pursue the plutonium capability and constructed its own reactor, SAFARI-2 reactor also at Pelindaba, that went critical using 606kg of 2% HEU fuel, and 5.4 tonnes of heavy water, both supplied by the United States.^[1]

The SAFARI-2 reactor was intended to be moderated by heavy water, fueled by natural uranium while the reactor's cooling system used molten sodium.^[1] However in 1969, the project was abandoned by the South African government because the reactor was draining resources from the uranium enrichment program that was initiated in 1967.^[1] South Africa began focusing on the success of its uranium enrichment programme which was seen by its scientists as easier compared to plutonium.^[1] South Africa was able to mine uranium ore domestically, and used aerodynamic nozzle enrichment techniques to produce weapons-grade material. South Africa is suspected of having received technical assistance from various sources, including assistance from Israel in building its first nuclear device. In 1969, a pair of senior South African scientists met with Sültan Mahmoud, a nuclear engineer from Pakistan based at the University of Birmingham, to conduct studies, research and independent experiments on uranium enrichment.^[3] The South African and Pakistani scientists studied the use of aerodynamic-jet nozzle process to enrich the fuel at the University of Birmingham, later building their nations programs in 1970s.^[3] However it is not clear how much knowledge they gained and to what extent they cooperated.^[3] South Africa gained sufficient experience with the nuclear technology to capitalize on the promotion of the U.S. government's Peaceful Nuclear Explosions (PNE) program.^[1] Finally in 1971, South African minister of mines Carl de Wet gave approval of the country's own PNE programme with the publicly stated objective of using PNEs in the mining industry. The date when the South African PNE programme transformed into a weapons program is a matter of some dispute.^[1]

South Africa developed a small finite deterrence arsenal of gun-type fission weapons in the 1980s. Six were constructed and another was under construction at the time the program ended.^[4]

 South African forces feared the threat of a "domino effect" in favour of communism, represented in southern Africa by Cuban proxy forces in Angola and threatening Namibia. In 1988 South Africa signed the Tripartite Accord with Cuba and Angola, which led to the withdrawal of South African and Cuban troops from Angola and independence for Namibia. The pre-emptive elimination of nuclear weapons was expected to make a significant contribution toward regional stability and peace, and also to help restore South Africa's credibility in regional and international politics.

South Africa ended its nuclear weapons programme in 1989. All the bombs (six constructed and one under construction) were dismantled and South Africa acceded to the Treaty on the Non-Proliferation of Nuclear Weapons when South African Ambassador to the United States Harry Schwarz signed the treaty in 1991. On 19 August 1994, after completing its inspection, the International Atomic Energy Agency (IAEA) confirmed that one partially completed and six fully completed nuclear weapons had been dismantled. As a result, the IAEA was satisfied that South Africa's nuclear programme had been converted to peaceful applications.

HuffPo | The Obama administration appears to have almost no international support for controversial new trade standards that would grant radical new political powers to corporations, increase the cost of prescription medications and restrict bank regulation, according to two internal memos obtained by The Huffington Post.

The memos, which come from a government involved in the 12-nation Trans-Pacific Partnership free trade negotiations, detail continued disputes in the talks over the deal. The documents reveal broad disagreement over a host of key positions, and general skepticism that an agreement can be reached by year-end. The Obama administration has urged countries to reach a deal by New Year's Day, though there is no technical deadline.

One memo, which was heavily redacted before being provided to HuffPost, was written ahead of a new round of talks in Singapore this week. Read the full text of what HuffPost received here. Another document, a chart outlining different country positions on the text, dates from early November, before the round of negotiations in Salt Lake City, Utah. View the chart here. The Obama administration has been leading negotiations on the international trade accord since 2010. The countries involved in the talks include Australia, Brunei, Chile, Canada, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore and Vietnam.

One of the most controversial provisions in the talks includes new corporate empowerment language insisted upon by the U.S. government, which would allow foreign companies to challenge laws or regulations in a privately run international court. Under World Trade Organization treaties, this political power to contest government law is reserved for sovereign nations. The U.S. has endorsed some corporate political powers in prior trade agreements, including the North American Free Trade Agreement, but the scope of what laws can be challenged appears to be much broader in TPP negotiations. One document describes deep divisions between the United States and other nations, and "great pressure" being exerted by the US negotiators to move other nations to their position. The other document lists, country-by-country, the many areas of disagreement remaining. It covers intellectual property and thirteen other chapters of the draft agreement. South Korea has officially announced that it will expand its air defense identification zone, making it partially overlap those of Japan and China.

South Korea's Defense Ministry said on Sunday that the expansion will go into effect on December 15th.

The move comes after China established its air defense zone over a wide area of the East China Sea last month.

The zone includes the Senkaku Islands, which are controlled by Japan and claimed by China and Taiwan.

Seoul has been demanding that Beijing redraw the zone because it partially overlaps the one set by South Korea and includes a submerged rock called Ieodo claimed by both nations. The Chinese call the rock Suyan.

The South Korean Defense Ministry said the expanded zone will also cover 2 small islands whose airspace partially overlaps Japan's defense zone.

The ministry said it briefed Japan, the United States and China on the matter beforehand and the 3 countries suggested that the expansion is in line with international rules and is not an excessive measure.

japantimes | On Nov. 23, China announced the creation of a newly expanded air defense identification zone (ADIZ) in the East China Sea, overlapping a large expanse of territory also claimed by Japan. The move has produced a visceral reaction in the Japanese vernacular media, particularly the weekly tabloids. Five out of nine weekly magazines that went on sale last Monday and Tuesday contained scenarios that raised the possibility of a shooting war.

One can only wonder what sort of tale American “techno-thriller” writer Tom Clancy — author of “The Hunt for Red October” (1984, involving the Soviet Union) and “Debt of Honor” (1994, involving Japan) — might have spun from the scenario that’s now unfolding in the East China Sea.

Alas, Mr. Clancy passed away of an undisclosed illness on Oct. 1, so instead the task has fallen to Japan’s gunji hyōronka (military affairs critics) or gunji jānarisuto (military affairs writers), whose phones have been ringing off the hook.

First, let’s take Flash (Dec. 17), which ran a “Simulated breakout of war over the Senkakus,” with Mamoru Sato, a former Air Self-Defense Force general, providing editorial supervision. Flash’s scenario has the same tense tone as a Clancy novel, including dialog. On a day in August 2014, a radar operator instructs patrolling F-15J pilots to “scramble north” at an altitude of 65,000 feet to intercept a suspected intruder and proceeds from there.

Sunday Mainichi (Dec. 15) ran an article headlined “Sino-Japanese war to break out in January.” Political reporter Takao Toshikawa tells the magazine that the key to what happens next will depend on China’s economy.

“The economic situation in China is pretty rough right now, and from the start of next year it’s expected to worsen,” says Toshikawa. “The real-estate boom is headed for a total collapse and the economic disparities between the costal regions and the interior continue to widen. I see no signs that the party’s Central Committee is getting matters sorted out.”

An unnamed diplomatic source offered the prediction that the Chinese might very well set off an incident “accidentally on purpose”: “I worry about the possibility they might force down a civilian airliner and hold the passengers hostage,” he suggested.

zerohedge | We are in a period that will be characterized by enormous cross-border capital flows. How will it play out? Let’s assume that I’m right about Japan. What happens then? Nominal interest rates in the US and Germany go negative. The Pavlovian response is to fly to perceived safety; this is why we’re not betting against US rates. In fact, we’re receiving rates in Europe and Australia right now because some sort of stagflation will play out first, before you start to see the real problems in Japan. If you look at history and try to understand what has created despotic rulers and wiped out populations financially in the past, and what happens next, the logical conclusion is war.

Drobny: Who is the war going to be between?

Bass: I’m not exactly sure, but it seems to me that the aggressor in Asia is China and they don’t get along with Japan.

Post-World War II, Japan has been constitutionally limited, such that they cannot declare war. But current Prime Minister Abe is talking about rewriting the constitution so that they can actually declare war again. That’s not stabilizing for the region. Nationalism is rearing its head as we speak.

A third of the population in Japan is over the age of 60, and a quarter is over the age of 65. To put this into context, in the broader developed world only about 8% of the population is over 65. At a point when these people need the money the most, they could lose 30-40% of their savings, maybe more in terms of purchasing power. The social repercussions bother us more than the financial repercussions because the social fabric of Japan will either be stretched or most likely torn, and we don’t know what’s going to happen next.

Drobny: Besides Japan, what bothers you?

Bass: There are going to be consequences to central bank balance sheet expansion all over the world. Look at currency cross rates. If all central banks are expanding at the same rate, the cross rates aren’t moving, but your purchasing power, in terms of goods and services in the country where you live, is diminishing. You’re not focused on real returns, you’re preoccupied with the cross rates. It’s a beggar-thy-neighbor policy, but everyone is beggaring thy neighbor.

I really worry about the true cost of goods and services, but people are preoccupied by the dollar/euro exchange rate to gauge the relative strength of the European economy. You see this preconditioned response and even macro players say things like, “Oh, buy the Nikkei at week end.” They’re picking up a dime in front of a bulldozer. Japanese industry has been hollowed out. The exchange rate may stop the decline for a certain period of time but it’s a secular decline. The people that own Japanese equities right now are tourists. But this creates opportunities in the marketplace.

Thus it is not enough to open the gates of opportunity. All our citizens must have the ability to walk through those gates. 

This is the next and the more profound stage of the battle for civil rights. We seek not just freedom but opportunity--not just legal equity but human ability--not just equality as a right and a theory, but equality as a fact and a result. 

For the task is to give twenty million Negroes the same chance as every other American to learn and grow--to work and share in society--to develop their abilities--physical, mental, and spiritual, and to pursue their individual happiness. 

To this end equal opportunity is essential, but not enough. Men and women of all races are born with the same range of abilities. But ability is not just the product of birth. It is stretched or stunted by the family you live with, and the neighborhood you live in--by the school you go to, and the poverty or richness of your surroundings. It is the product of a hundred unseen forces playing upon the infant, the child, and the man. 

This graduating class at Howard University is witness to the indomitable determination of the Negro American to win his way in American life. 

The number of Negroes in schools of high learning has almost doubled in fifteen years. The number of nonwhite professional workers has more than doubled in ten years. The median income of Negro college women now exceeds that of white college women. And these are the enormous accomplishments of distinguished individual Negroes--many of them graduates of this institution.

These are proud and impressive achievements. But they only tell the story of a growing middle class minority, steadily narrowing the gap between them and their white counterparts. 

But for the great majority of Negro Americans--the poor, the unemployed, the uprooted and dispossessed--there is a grimmer story. They still are another nation. Despite the court orders and the laws, the victories and speeches, for them the walls are rising and the gulf is widening. . . . 

We are not completely sure why this is. The causes are complex and subtle. But we do know the two broad basic reasons. And we know we have to act. 

First, Negroes are trapped--as many whites are trapped--in inherited, gateless poverty. They lack training and skills. They are shut in slums, without decent medical care. Private and public poverty combine to cripple their capacities.

We are attacking these evils through our poverty program, our education program, our health program and a dozen more--aimed at the root causes of poverty. 

We will increase, and accelerate, and broaden this attack in years to come, until this most enduring of foes yields to our unyielding will. 

But there is a second cause--more difficult to explain, more deeply grounded, more desperate in its force. It is the devastating heritage of long years of slavery; and a century of oppression, hatred and injustice. 

For Negro poverty is not white poverty. Many of its causes and many of its cures are the same. But there are differences--deep, corrosive, obstinate differences--radiating painful roots into the community, the family, and the nature of the individual. 

These differences are not racial differences. They are solely and simply the consequence of ancient brutality, past injustice, and present prejudice. They are anguishing to observe. For the Negro they are a reminder of oppression. For the white they are a reminder of guilt. But they must be faced, and dealt with, and overcome; if we are to reach the time when the only difference between Negroes and whites is the color of their skin.

kcstar | Some lawmakers and teachers’ union leaders on Monday called for Education Commissioner Chris Nicastro’s resignation, citing a report in The Star of emails showing a questionable bid process and development of plans for Kansas City Public Schools without the district’s knowledge.

But state school board President Peter Herschend said people are reacting to a planning process for Kansas City that is still evolving and has been — and will be — the responsibility of the state board.

The board has urged the commissioner and the state Department of Elementary and Secondary Education to bring swift change to the state’s unaccredited school districts, including Kansas City, Herschend said in a prepared statement. This is a time for conversation, he said.

“Some groups are fighting even suggestions of change,” he said. “We ask you that you reserve judgment before any plan has been formulated or even ideas discussed.”

The emails showed a collaboration among Nicastro, the Kauffman and Hall Family foundations and the Indianapolis-based CEE-Trust research group starting in April to prepare a proposal for a new school system for Kansas City.

The records also described a bidding process that gave the work contract to CEE-Trust in August after it had already been working with the state and the foundations.

Eight Democratic lawmakers in a written statement accused Nicastro of abusing her power and asked the state school board to open an internal investigation of the bidding process.

State Sen. Paul LeVota and state Rep. Genise Montecillo of St. Louis County, who have challenged Nicastro previously, were joined Monday by state representatives Reps. Bonnaye Mims of Kansas City, Judy Morgan of Kansas City, Ira Anders of Independence, John Mayfield of Independence and Joe Runions of Grandview, and state Sen. Maria Chappelle-Nadal of St. Louis County.

“It is imperative that she resign immediately as state education commissioner or, if she fails to do so, be removed from her post by the Missouri State Board of Education,” the statement read.

Missouri Gov. Jay Nixon, who was asked about Nicastro during a news conference Monday in Fulton, Mo., said that it was a good time for the state Board of Education to “monitor and evaluate” concerns raised about her, The Associated Press reported.

In his statement, Herschend said the board ultimately chose CEE-Trust, agreeing with the department that CEE-Trust was “the clear choice for conducting analyses and making recommendations for transforming Kansas City Public Schools.”

The process was “open and competitive,” he said.

kcstar | Backed by two of the most influential foundations in Kansas City, Missouri Education Commissioner Chris Nicastro and a state-hired consultant are planning the future of Kansas City Public Schools as a slate wiped clean.

Revelations in emails obtained by The Star and dating to April show a state education department eager to create a new school system, even as the long-beleaguered but stabilized district was preparing to celebrate its best academic improvement in years.

The electronic trail exposes a rushed bidding process, now criticized, that ultimately landed Indianapolis-based CEE-Trust a $385,000 contract to develop a long-range overhaul for the district’s failing schools.

Summer discussions in emails reveal Nicastro’s wish for a statewide district to gather poor-performing schools under new leadership, with an office for innovation and charter school expansion.

In mid-August, days before the state’s district report cards were to be released to the public showing a surprisingly high score for Kansas City, a CEE-Trust partner shared his talking points with Nicastro and staff debunking the performance of a district where 70 percent of the students still perform below proficiency.

“It suggests a conspiracy against our success,” said Kansas City Superintendent Steve Green.

Even as Green and his cabinet gathered in Jefferson City on Sept. 4 with Nicastro and staff to plead Kansas City’s case for provisional accreditation and a reprieve from state intervention, emails show Nicastro had other plans.

Three weeks earlier at the Kauffman Foundation, unknown to Green, Nicastro had introduced her planning team to the person she selected to lead a potential statewide district — Norman Ridder, who is retiring as superintendent of Springfield’s public schools.

Such a district typically would operate many of the state’s low-performing schools, many of them likely in Kansas City.
