RollingStone | The way the program to provide the poor with the bare minimum of daily nutrition has been handled is a metaphor for how the far right in the House is systematically trying to take down the federal government. The Tea Party radicals and those who either fear or cultivate them are now subjecting the food-stamp program to the same kind of assault they have unleashed on other settled policies and understandings that have been in place for decades. Breaking all manner of precedents on a series of highly partisan votes, with the Republicans barely prevailing, the House in September slashed the food-stamp program by a whopping $39 billion and imposed harsh new requirements for getting on, or staying on, the program. The point was to deny the benefit to millions.

poverty in america is mainstream

NYTimes | Few topics in American society have more myths and stereotypes surrounding them than poverty, misconceptions that distort both our politics and our domestic policy making. They include the notion that poverty affects a relatively small number of Americans, that the poor are impoverished for years at a time, that most of those in poverty live in inner cities, that too much welfare assistance is provided and that poverty is ultimately a result of not working hard enough. Although pervasive, each assumption is flat-out wrong.

Contrary to popular belief, the percentage of the population that directly encounters poverty is exceedingly high. My research indicates that nearly 40 percent of Americans between the ages of 25 and 60 will experience at least one year below the official poverty line during that period ($23,492 for a family of four), and 54 percent will spend a year in poverty or near poverty (below 150 percent of the poverty line).

Even more astounding, if we add in related conditions like welfare use, near-poverty and unemployment, four out of five Americans will encounter one or more of these events.

In addition, half of all American children will at some point during their childhood reside in a household that uses food stamps for a period of time.

Put simply, poverty is a mainstream event experienced by a majority of Americans. For most of us, the question is not whether we will experience poverty, but when.

NYTimes | Part of the appeal of plutocratic politics is their power to liberate policy making from the messiness and the deal making of grass-roots and retail politics. In the postwar era, civic engagement was built through a network of community organizations with thousands of monthly-dues-paying members and through the often unseemly patronage networks of old-fashioned party machines, sometimes serving only particular ethnic communities or groups of workers. 

The age of plutocracy made it possible to liberate public policy from all of that, and to professionalize it. Instead of going to work as community organizers, or simply taking part in the civic life of their own communities, smart, publicly minded technocrats go to work for plutocrats whose values they share. The technocrats get to focus full time on the policy issues they love, without the tedium of building, rallying — and serving — a permanent mass membership. They can be pretty well paid to boot. 

The Democratic political advisers who went from working on behalf of the president or his party to advising the San Francisco billionaire Thomas F. Steyer on his campaign against the Keystone XL pipeline provide a telling example. Twenty years ago, they might have gone to work for the Sierra Club or the Nature Conservancy or run for public office themselves. Today, they are helping to build a pop-up political movement for a plutocrat. 

Plutocratic politics have much to recommend them. They are pure, smart and focused. But at a time when society as a whole is riven by an ever widening economic chasm, policy delivered from on high can get you only so far. Voters on both the right and the left are suspicious of whether the plutocrats and the technocrats they employ understand their real needs, and whether they truly have their best interests at heart. That rift means we should all brace ourselves for more extremist politics and a more rancorous political debate. 

Where does that leave smart centrists with their clever, fact-based policies designed to fine-tune 21st century capitalism and make it work better for everyone? 

Part of the problem is that no one has yet come up with a fully convincing answer to the question of how you harness the power of the technology revolution and globalization without hollowing out middle-class jobs. Liberal nanny-state paternalism, as it has been brilliantly described and practiced by Cass R. Sunstein and like-minded thinkers, can help, as can shoring up the welfare state. But neither is enough, and voters are smart enough to appreciate that. Even multiple nudges won’t make 21st-century capitalism work for everyone. Plutocrats, as well as the rest of us, need to rise to this larger challenge, to find solutions that work on the global scale at which business already operates. 

The other task is to fully engage in retail, bottom-up politics — not just to sell those carefully thought-through, data-based technocratic solutions but to figure out what they should be in the first place. The Tea Party was able to steer the Republican Party away from its traditional country-club base because its anti-establishment rage resonated better with all of the grass-roots Republican voters who are part of the squeezed middle class. Mr. de Blasio will be the next mayor of New York because he built a constituency among those who are losing out and those who sympathize with them. Politics in the winner-take-all economy don’t have to be extremist and nasty, but they have to grow out of, and speak for, the 99 percent. The pop-up political movements that come so naturally to the plutocrats won’t be enough.

orion | I’VE RECENTLY BEEN reading the collected writings of Theodore Kaczynski. I’m worried that it may change my life. Some books do that, from time to time, and this is beginning to shape up as one of them. 

It’s not that Kaczynski, who is a fierce, uncompromising critic of the techno-industrial system, is saying anything I haven’t heard before. I’ve heard it all before, many times. By his own admission, his arguments are not new. But the clarity with which he makes them, and his refusal to obfuscate, are refreshing. I seem to be at a point in my life where I am open to hearing this again. I don’t know quite why. 

Here are the four premises with which he begins the book:

1. Technological progress is carrying us to inevitable disaster.
2. Only the collapse of modern technological civilization can avert disaster.
3. The political left is technological society’s first line of defense against revolution.
4. What is needed is a new revolutionary movement, dedicated to the elimination of technological society.

Kaczynski’s prose is sparse, and his arguments logical and unsentimental, as you might expect from a former mathematics professor with a degree from Harvard. I have a tendency toward sentimentality around these issues, so I appreciate his discipline. I’m about a third of the way through the book at the moment, and the way that the four arguments are being filled out is worryingly convincing. 

Maybe it’s what scientists call “confirmation bias,” but I’m finding it hard to muster good counterarguments to any of them, even the last. I say “worryingly” because I do not want to end up agreeing with Kaczynski. There are two reasons for this. 

Firstly, if I do end up agreeing with him—and with other such critics I have been exploring recently, such as Jacques Ellul and D. H. Lawrence and C. S. Lewis and Ivan Illich—I am going to have to change my life in quite profound ways. Not just in the ways I’ve already changed it (getting rid of my telly, not owning a credit card, avoiding smartphones and e-readers and sat-navs, growing at least some of my own food, learning practical skills, fleeing the city, etc.), but properly, deeply. I am still embedded, at least partly because I can’t work out where to jump, or what to land on, or whether you can ever get away by jumping, or simply because I’m frightened to close my eyes and walk over the edge. turning detroit into farms and forest?

financialpost | For Greg Willerer, Detroit’s new urban frontier is a lot like the Wild West: Grow enough food to support your family, make do with what you have and rely on your neighbours when you need help.

“For all intents and purposes, there is no government here,” said Willerer, 43, checking the greens and other crops he is growing on an acre off Rosa Parks Boulevard, across from an abandoned house with broken windows. “If something were to happen we have to handle that ourselves.”

Willerer has had to handle everything from vegetable thieves and lead-poisoned soil to zoning codes as an agricultural pioneer in Detroit, which last month became the biggest U.S. city to file for bankruptcy protection. With automobile jobs gone for good and thousands of abandoned lots blighting the landscape, some in the region are promoting urban farming — small-scale and largely geared toward booming local- and organic-foods markets — as a way toward growing a healthier economy.

Urban agriculture has been embraced by city planners from coast to coast. In New York, the city has invested US$600,000 in expanding Brooklyn Grange, a rooftop farming business that’s planning to open a business incubator. Seattle is breaking ground on a “food forest,” planting seven acres of fresh produce open to the public.

Bankruptcy Filing

Detroit, which filed an US$18-billion bankruptcy July 18, is reeling from the loss of more than 435,000 jobs in its metro area from 2000 to 2010, according to federal data. Michigan ranked last among U.S. states in employment growth in the Bloomberg Economic Evaluation of States from the first quarter of 1995 through the first quarter of this year.

This has left it with an abundance of underused property. The city is spread over 139 square miles (360 square kilometres), and has an estimated 150,000 vacant and abandoned parcels — an amount of land roughly the size of Manhattan, according to a report this year by Detroit Future City, a planning project created by community leaders.

Converting some of that land to farming could clean up blight and grow jobs, regional officials say. With sufficient consumer demand and the emergence of a local food-processing industry, 4,700 jobs and US$20-million in business taxes could be generated, according to a 2009 study.

“It will help,” said Mike DiBernardo, an economic development specialist with Michigan’s agriculture department. “We have so much blighted land that we can create opportunities for entrepreneurs, and we can give people in the community something to be excited about.”

At first, everyone was outraged at Officer John Pike's blasé manner of temporarily blinding peaceful protesters, then the internet got involved, turned the image into meme—photoshopping Pike into basically every pop culture image ever created—and everyone kind of forgot about it. Until last week, when it emerged that he has been awarded $38,000 in workers compensation by California's Department of Industrial Relations—more than the $30,000 each of his victims received—for the "psychiatric injuries" he's experienced since that day in November of 2011. UC Davis will foot the bill, in addition to the $70,000 the school paid him in salary while he was on adminstrative leave.

initial food stamp cuts went into effect last week...,

WaPo | The region’s most vulnerable residents will find themselves reshuffling their budgets Friday when a temporary boost to the federal food stamps program expires, resulting in the loss of millions of dollars used by families to keep food on the table.

Nationally, the food stamp program, known as the Supplemental Nutrition Assistance Program, or SNAP, will be reduced by $5 billion after a vast expansion over the past five years. In the District, about 61 percent more residents use food stamps than did in 2007, according to data from NeighborhoodInfo DC. That amounts to more than 144,000 residents, or nearly one in every four.

The increases were also stark in the suburbs. In Montgomery County, for example, there was a 183 percent increase in residents using food stamps, from about 25,000 to 71,000 today. Similar increases were seen in Prince George’s and Fairfax counties.

The impact of the cut on individuals will vary widely, but experts estimate that those on food stamps will receive between 5 and 8 percent less. For example, a family of three with no income will see monthly benefits reduced by $29, to $497 from $526.

“That could be lunch for a week,’’ said Deborah Carroll, administrator of the District’s Economic Security Administration. “It will definitely have an effect on how people access food.”

States have largely declared that little can be done on their part to help augment the program. In Maryland, which has a goal of ending hunger by 2015, officials are still working to get more families whatever SNAP benefits they can, according to Brian Schleter, the state’s spokesman for the Department of Human Services. In Virginia, in which one in every 10 residents receive food stamps, officials are encouraging people to seek help from local charities and churches.

A number of those organizations have said they are already stretched thin because of increasing demand, fewer donations and sequestration-related cuts.

china unveils nuclear submarine fleet and u.s. attack strategy

WashingtonTimes | “This is the first time in 42 years since the establishment of our navy’s strategic submarine force that we reveal on such a large scale the secrets of our first-generation underwater nuclear force,” the Global Times said in a lengthy article titled “China for the First Time Possesses Effective Underwater Nuclear Deterrence against the United States.”

The article features 30 photos and graphics detailing, among other things, damage projections for Seattle and Los Angeles after being hit by Chinese nuclear warheads and the deadly radiation that would spread all the way to Chicago.

China’s sub fleet is reportedly the world’s second-largest, with about 70 vessels. About 10 are nuclear-powered, and four or more of those are nuclear ballistic submarines capable of launching missiles.

Heavily influenced by Soviet naval models that stressed underwater forces, China’s nuclear submarine development began with the reverse-engineering of a Soviet Golf-class conventional-powered sub in the 1950s.

In the 1980s, China developed its first ballistic missile sub, the Type 092 Xia-class, which has 12 launch tubes for the Julang (Giant Wave)-1 missiles. The JL-1 had a limited range and failed multiple test launches.

In 2010, a new class of missile sub, the Type 094 Jin class, entered the service. It is capable of launching 12 to 16 JL-2 missiles with a range of about 8,700 miles, covering much of the continental U.S. with single or multiple, independently targetable re-entry vehicle warheads.

Chinese calculations for nuclear attacks on the U.S. are chillingly macabre.

“Because the Midwest states of the U.S. are sparsely populated, in order to increase the lethality, [our] nuclear attacks should mainly target the key cities on the West Coast of the United States, such as Seattle, Los Angeles, San Francisco and San Diego,” the Global Times said.

“The 12 JL-2 nuclear warheads carried by one single Type 094 SSBN can kill and wound 5 million to 12 million Americans,” the Global Times reported.

China also has developed land-based intercontinental ballistic missiles — notably the DF-31A, which has a range of 7,000 to 7,500 miles.

“If we launch our DF 31A ICBMs over the North Pole, we can easily destroy a whole list of metropolises on the East Coast and the New England region of the U.S., including Annapolis, Philadelphia, New York, Boston, Portland, Baltimore and Norfolk, whose population accounts for about one-eighth of America’s total residents,” the Global Times said.

All the state-run press reports stressed the point that the PLA’s missile submarines are now on routine strategic patrol, “which means that China for the first time has acquired the strategic deterrence and second strike capability against the United States.”

“Our JL-2 SLBMs have become the fourth type of Chinese nuclear missiles that threaten the continental United States, after our DF-31A, DF-5A and DF-5B ICBMs,” said the Global Times.

wakeforest | Five empirically based critiques have undermined the standard assumption that conscious thought is primarily for input (obtaining information from the natural environment) or output (the direct control of action). Instead, we propose that conscious thought is for internal processing, to facilitate downstream interaction with the social and cultural environment. Human consciousness enables the construction of meaningful, sequential thought, as in sentences and narratives, logical reasoning, counting and quantification, causal understanding, narratives, and the simulation of events (including nonpresent ones). Conscious thought sequences resemble short films that the brain makes for itself, thereby enabling different parts of brain and mind to share information. The production of conscious thoughts is closely linked to the production of speech because the human mind evolved to facilitate social communication and information sharing, as culture became humankind's biological strategy. The influence of conscious thought on behavior can be vitally helpful but is mostly indirect. Conscious simulation processes are useful for understanding the perspectives of social interaction partners, for exploring options in complex decisions, for replaying past events (both literally and counterfactually) so as to learn, and for facilitating participation in culture in other ways.

newstatesman | Serious scientific gatherings don’t usually feature calls for mass political resistance, much less direct action and sabotage. But then again, Werner wasn’t exactly calling for those things. He was merely observing that mass uprisings of people – along the lines of the abolition movement, the civil rights movement or Occupy Wall Street – represent the likeliest source of “friction” to slow down an economic machine that is careening out of control. We know that past social movements have “had tremendous influence on . . . how the dominant culture evolved”, he pointed out. So it stands to reason that, “if we’re thinking about the future of the earth, and the future of our coupling to the environment, we have to include resistance as part of that dynamics”. And that, Werner argued, is not a matter of opinion, but “really a geophysics problem”.

Plenty of scientists have been moved by their research findings to take action in the streets. Physicists, astronomers, medical doctors and biologists have been at the forefront of movements against nuclear weapons, nuclear power, war, chemical contamination and creationism. And in November 2012, Nature published a commentary by the financier and environmental philanthropist Jeremy Grantham urging scientists to join this tradition and “be arrested if necessary”, because climate change “is not only the crisis of your lives – it is also the crisis of our species’ existence”.

Some scientists need no convincing. The godfather of modern climate science, James Hansen, is a formidable activist, having been arrested some half-dozen times for resisting mountain-top removal coal mining and tar sands pipelines (he even left his job at Nasa this year in part to have more time for campaigning). Two years ago, when I was arrested outside the White House at a mass action against the Keystone XL tar sands pipeline, one of the 166 people in cuffs that day was a glaciologist named Jason Box, a world-renowned expert on Greenland’s melting ice sheet.

“I couldn’t maintain my self-respect if I didn’t go,” Box said at the time, adding that “just voting doesn’t seem to be enough in this case. I need to be a citizen also.”

This is laudable, but what Werner is doing with his modelling is different. He isn’t saying that his research drove him to take action to stop a particular policy; he is saying that his research shows that our entire economic paradigm is a threat to ecological stability. And indeed that challenging this economic paradigm – through mass-movement counter-pressure – is humanity’s best shot at avoiding catastrophe.

That’s heavy stuff. But he’s not alone. Werner is part of a small but increasingly influential group of scientists whose research into the destabilisation of natural systems – particularly the climate system – is leading them to similarly transformative, even revolutionary, conclusions. And for any closet revolutionary who has ever dreamed of overthrowing the present economic order in favour of one a little less likely to cause Italian pensioners to hang themselves in their homes, this work should be of particular interest. Because it makes the ditching of that cruel system in favour of something new (and perhaps, with lots of work, better) no longer a matter of mere ideological preference but rather one of species-wide existential necessity.

stellarhouse | Halloween, Samhain, All Hallows, All Saints or Hallow-Eve is the season of the Crone.  In ancient paganism, the word Crone denoted an elder priestess or tribal matriarch; a cognate word is "crown," the symbol of a leader. The word was made pejorative when the Christian Church redefined all elder priestesses of the old religion as malevolent witches. Similarly, the word "hag" was once derived from Greek hagia—a holy woman—and also became a Christianized term for a witch.

The divine Crone was originally a part of the trinitarian Goddess, who appeared in Maiden, Mother and Crone forms, associated with the three phases of woman's life, the three phases of the moon and the annual cycles of nature. Viewed as an underworld deity who cared for the dead, the Goddess as Crone ruled autumnal harvest festivals, when the spirits of dead ancestors could visit their descendants and share in the harvest feast. Among the Celts, the well-known "death's head at the feast" used to be an actual skull of an ancestor, set at the table to receive offerings, often with a candle set within it, to simulate the warmth of life and the light of vision. Such was the origin of the jack-o-lantern.

scientificamerican | Justice Antonin Scalia and Keyser Soze agree: the greatest trick the devil could ever pull is convincing the world he didn’t exist. Fortunately for them, the devil does not seem to be effectively executing this plan. Some 70 percent of Americans, according to a 2007 Gallup Poll, believe in his existence. This personification of evil has implications beyond the supernatural, influencing how we think about what it means for people to be “pure evil.” And as we prepare to playfully celebrate the wicked and depraved on Halloween night, it’s worth pausing to reflect on some of the psychological and behavioral consequences of these beliefs.

Evil has been defined as taking pleasure in the intentional inflicting of harm on innocent others, and ever since World War II social psychologists have been fascinated by the topic. Many of the formative thinkers in the field — Kurt Lewin, Stanley Milgram , Solomon Asch — were inspired by their experiences with, and observations of, what appeared to most people at the time to be the indisputable incarnation of pure evil. But what many saw as a clear demonstration of unredeemable and deep-seated malice, these researchers interpreted as more, in the words of Hannah Arendt, banal. From Milgram’s famous studies of obedience to Zimbardo’s prison study, psychologists have argued for the roots of evil actions in quite ordinary psychological causes. This grounding of evil in ordinary, as opposed to extraordinary, phenomena have led some to describe the notion of “pure evil” as a myth. A misguided understanding of human nature deriving both from specific socio-cultural traditions as well as a general tendency to understand others’ behavior as a product solely of their essence, their soul, as opposed to a more complicated combination of environmental and individual forces.

The issue of whether “pure evil” exists, however, is separate from what happens to our judgments and our behavior when we believe in its existence. It is this question to which several researchers have recently begun to turn. How can we measure people’s belief in pure evil (BPE) and what consequences does such a belief have on our responses to wrong-doers?

WaPo | On Sunday the National Geographic Channel aired a film purporting to show what might happen if the U.S. suffered a 10-day blackout due to a devastating cyberattack. Shot Cloverfield-style from the perspective of characters in the action, "American Blackout" told the story of a bunch of college kids stuck in an elevator for days, a "prepper" family with a secret bunker in Colorado, and a pair of privileged city-slickers on the 46th floor of an apartment building. Switch writers Brian Fung and Andrea Peterson watched the film at a recent screening -- here's what they thought.

Andrea: I was disappointed by the lack of any sort of information about what sort of cyberattack may have caused it. I didn't really expect them to go into any sort of technical details, but it would've been nice if it was more than just newscasters exclaiming, "we have been struck by a devastating cyberattack!"

Brian: Well, once the attack had happened it kind of stopped mattering, I thought. Like, maybe they'll do a sequel where they show the engineers trying to figure it out, but for the moment it was just interesting to see how the filmmakers thought everything would unfold — and importantly, in what order. I was kind of surprised that water didn't start becoming an issue until the 6th or 7th day (I could be remembering this wrong).

Andrea: I think you're remembering it right -- except for the people trapped in the elevator. It became a problem for them quickly. ... I just didn't buy their story as much as the other narrative arcs, honestly. It was maybe compelling, but also completely unrealistic. More realistic? Them giving up and jumping off the roof of the building out of desperation, if they had even gotten that far. Maybe a little too dark there.

Brian: Let's talk about the kid who wandered around on the streets at night with his camera. I forget his name. The one whose mom was a nurse?

Andrea: Yeah, that kid was annoying, too. But it was interesting how they used him to paint a really dark picture of a powerless America.

Brian: I think the part where he just goes home because he isn't sure where else to go is probably how a lot of people would react.

Andrea: I agree. They went to where they would feel safest, which is often the place they know best. We saw that happen a bit with Katrina to some negative affect — stories of people unwilling to abandon their safe havens.

Brian: But as we saw with a lot of different vignettes, that was probably the worst decision any of them could have made. There wasn't enough food or water in those places to sustain them long enough for the power to come on. Though I suppose in terms of safety, some of those places — like the apartment on the 46th floor — would have been good places to hide out.

Andrea: In their defense, I don't think it was ever clear just how long the outage was going to go on. Early on, many were just assuming it would be a day or so.

Brian: Right. I think that would be the scariest part — not knowing how long you'd have to plan for.

Andrea: And I do think that was fairly realistic.

Brian: Like, do you grab the birdseed from the supermarket because you don't know if the outage will last for longer than human food supplies will? I was actually thinking about this yesterday at Safeway. What would happen if the outage happened right then and there?

Andrea: Did you grab the birdseed?

Brian: …No?

Andrea: Because if you didn't, clearly the movie didn't scare you enough.

Brian: You're right. I should've just left without paying. Because who knows? A cyberattack could knock out our credit card network!

Andrea: I personally keep probably enough food to get me through roughly a 10-day period if I was careful with rationing. But that's just because I tend to buy in bulk for budgetary reasons, and that's really a luxury many Americans cannot afford.

Brian: When the blackout hits, I'm heading to your house first.

methodical media drip, drip, drip lays bare ruling hypocrisy

Guardian | The most under-discussed aspect of the NSA story has long been its international scope. That all changed this week as both Germany and France exploded with anger over new revelations about pervasive NSA surveillance on their population and democratically elected leaders.

As was true for Brazil previously, reports about surveillance aimed at leaders are receiving most of the media attention, but what really originally drove the story there were revelations that the NSA is bulk-spying on millions and millions of innocent citizens in all of those nations. The favorite cry of US government apologists -–everyone spies! – falls impotent in the face of this sort of ubiquitous, suspicionless spying that is the sole province of the US and its four English-speaking surveillance allies (the UK, Canada, Australia and New Zealand).

There are three points worth making about these latest developments.

• First, note how leaders such as Chancellor Angela Merkel reacted with basic indifference when it was revealed months ago that the NSA was bulk-spying on all German citizens, but suddenly found her indignation only when it turned out that she personally was also targeted. That reaction gives potent insight into the true mindset of many western leaders.

• Second, all of these governments keep saying how newsworthy these revelations are, how profound are the violations they expose, how happy they are to learn of all this, how devoted they are to reform. If that's true, why are they allowing the person who enabled all these disclosures – Edward Snowden – to be targeted for persecution by the US government for the "crime" of blowing the whistle on all of this?

If the German and French governments – and the German and French people – are so pleased to learn of how their privacy is being systematically assaulted by a foreign power over which they exert no influence, shouldn't they be offering asylum to the person who exposed it all, rather than ignoring or rejecting his pleas to have his basic political rights protected, and thus leaving him vulnerable to being imprisoned for decades by the US government? 

Aside from the treaty obligations these nations have to protect the basic political rights of human beings from persecution, how can they simultaneously express outrage over these exposed invasions while turning their back on the person who risked his liberty and even life to bring them to light?

• Third, is there any doubt at all that the US government repeatedly tried to mislead the world when insisting that this system of suspicionless surveillance was motivated by an attempt to protect Americans from The Terrorists™? Our reporting has revealed spying on conferences designed to negotiate economic agreements, the Organization of American States, oil companies, ministries that oversee mines and energy resources, the democratically elected leaders of allied states, and entire populations in those states.

Can even President Obama and his most devoted loyalists continue to maintain, with a straight face, that this is all about Terrorism? That is what this superb new Foreign Affairs essay by Henry Farrell and Martha Finnemore means when it argues that the Manning and Snowden leaks are putting an end to the ability of the US to use hypocrisy as a key weapon in its soft power.

aljazeera | Since Edward Snowden took flight after leaking a trove of secret National Security Agency (NSA) documents, the story of US surveillance around the world has grown wings of its own, currently darkening skies in Europe after stopovers in Latin America.

The latest wave of releases were to the German weekly news magazine Der Spiegel and the French left-leaning daily Le Monde, detailing a metadata sweep across millions of phone calls in France and accusations that a tap was placed on German Chancellor Angela Merkel's Blackberry.

Neither was the controversy limited to Europe, with spying revelations causing a bump in US ties with Mexico and Brazil. The UK's Guardian newspaper capped off the week with a report that 35 world leaders had been spied on by the US.

The diplomatic tremors are the result of a purposeful media strategy. Rather than dumping the mass of data on the internet, the custodians of Snowden's leaks - chief among them Brazil-based investigative reporter Glenn Greenwald - have used journalistic collaborations and a methodical drip-feed of high-impact information.

The tactic has helped sustain the momentum of the broad debate on surveillance and the overreach of security practices into our private lives.

slate | Glenn Greenwald's latest Snowden-fueled revelation dropped Monday in Spanish newspaper El Mundo, but the day's most interesting revelation about American spying—at least for those of us not living in Spain—comes courtesy of the Wall Street Journal, which cites unnamed U.S officials to report that the White House ordered an end to the monitoring of German Chancellor Angela Merkel and "a number of other world leaders" only after learning of the existence of the operation this past summer.

That's noteworthy for two reasons: 1) it largely confirms that the NSA was indeed monitoring its allies abroad as has been suggested by Snowden's leaks/Greenwald's reporting; and 2) it also suggests that President Obama may have gone his entire first term without being briefed on what appears to have been a rather wide-ranging and aggressive surveillance effort. Here's the Journal:

The account suggests President Barack Obama went nearly five years without knowing his own spies were bugging the phones of world leaders. Officials said the NSA has so many eavesdropping operations under way that it wouldn't have been practical to brief him on all of them. They added that the president was briefed on and approved of broader intelligence-collection "priorities," but that those below him make decisions about specific intelligence targets.

The senior U.S. official said that the current practice has been for these types of surveillance decisions to be made at the agency level. "These decisions are made at NSA," the official said. "The president doesn't sign off on this stuff." That protocol now is under review, the official added. ...

The administration didn't end all operations involving world leaders following this summer's revelations because some of the programs are producing intelligence of use to the U.S. It could not be learned Sunday how many of the eavesdropping operations were stopped, or who is on the list of leaders still under surveillance.

The report may give Obama at least some diplomatic cover abroad as he attempts to smooth things over with those European allies who have been vocal about their displeasure with the apparent ally-on-ally spying. It will likely be greeted quite differently at home, however, both by the president's conservative critics who have sought to paint him as an ineffective executive, and by those less-partisan critics who have taken specific aim at the NSA and what they say is its unchecked power. It also raises plenty of other questions about how much, exactly, the president knew about the NSA's surveillance efforts before the agency sprung a Snowden-sized leak.
