u.s. repeals propaganda ban - gubmint-made news coming soon to a radio/teevee near you...,


foreignpolicy | For decades, a so-called anti-propaganda law prevented the U.S. government's mammoth broadcasting arm from delivering programming to American audiences. But on July 2, that came silently to an end with the implementation of a new reform passed in January. The result: an unleashing of thousands of hours per week of government-funded radio and TV programs for domestic U.S. consumption in a reform initially criticized as a green light for U.S. domestic propaganda efforts. So what just happened? 

Until this month, a vast ocean of U.S. programming produced by the Broadcasting Board of Governors such as Voice of America, Radio Free Europe/Radio Liberty, and the Middle East Broadcasting Networks could only be viewed or listened to at broadcast quality in foreign countries. The programming varies in tone and quality, but its breadth is vast: It's viewed in more than 100 countries in 61 languages. The topics covered include human rights abuses in Iran, self-immolation in Tibet, human trafficking across Asia, and on-the-ground reporting in Egypt and Iraq. 

The restriction of these broadcasts was due to the Smith-Mundt Act, a long-standing piece of legislation that has been amended numerous times over the years, perhaps most consequentially by Arkansas Senator J. William Fulbright. In the 1970s, Fulbright was no friend of VOA and Radio Free Europe, and moved to restrict them from domestic distribution, saying they "should be given the opportunity to take their rightful place in the graveyard of Cold War relics." Fulbright's amendment to Smith-Mundt was bolstered in 1985 by Nebraska Senator Edward Zorinsky, who argued that such "propaganda" should be kept out of America as to distinguish the U.S. "from the Soviet Union where domestic propaganda is a principal government activity." 

Zorinsky and Fulbright sold their amendments on sensible rhetoric: American taxpayers shouldn't be funding propaganda for American audiences. So did Congress just tear down the American public's last defense against domestic propaganda? 

BBG spokeswoman Lynne Weil insists BBG is not a propaganda outlet, and its flagship services such as VOA "present fair and accurate news."

in praise of the clash of cultures

NYTimes | Can we be sure that our beliefs about the world match how the world actually is and that our subjective preferences match what is objectively in our best interest? If the truth is important to us these are pressing questions.

We might value the truth for different reasons: because we want to live a life that is good and doesn’t just appear so; because we take knowing the truth to be an important component of the good life; because we consider living by the truth a moral obligation independent of any consequences; or because, like my Egyptian friends, we want to come closer to God who is the Truth (al-Haqq in Arabic, one of God’s names in Islam). Of course we wouldn’t hold our beliefs and values if we weren’t convinced that they are true. But that’s no evidence that they are. Weren’t my Egyptian friends just as convinced of their views as I was of mine? More generally: don’t we find a bewildering diversity of beliefs and values, all held with great conviction, across different times and cultures? If considerations such as these lead you to concede that your present convictions could be false, then you are a fallibilist. And if you are a fallibilist you can see why valuing the truth and valuing a culture of debate are related: because you will want to critically examine your beliefs and values, for which a culture of debate offers an excellent setting.

Of course we don’t need to travel all the way to Cairo to subject our beliefs and values to critical scrutiny; in theory we can also do so on our own. In practice, however, we seem to need some sort of unsettling experience that confronts us with our fallibility, or, as the great Muslim thinker al-Ghazâlî (d. 1111) puts it in his intellectual autobiography “The Deliverance from Error,” that breaks the “bonds of taqlîd” — the beliefs and values stemming from the contingent circumstances of our socialization rather than from rational deliberation.

In his own case, al-Ghazâlî writes, the bonds of taqlîd broke when he realized that he would have been just as fervent a Jew or Christian as he was a Muslim, had he been brought up in a Jewish or Christian community. He explains taqlîd as the authority of “parents and teachers,” which we can restate more generally as all things other than rational argument that influence what we think and do: from media, fashion and marketing to political rhetoric and religious ideology.

The problem of taqlîd (or what social psychologists today call “conformism”) has a long history. Socrates explained the need for his gadfly mission by comparing Athenian citizens to a “sluggish” horse that “needed to be stirred up.” Note that philosophers, too, fall prey to taqlîd. Galen, the second century Alexandrian doctor and philosopher, complained that in his time Platonists, Aristotelians, Stoics and Epicureans simply “name themselves after the sect in which they were brought up” because they “form admirations” for the school founders, not because they choose the views supported by the best arguments.

If we take taqlîd to be a fact about human psychology and agree that it is an undesirable state to be in — at least when it comes to the core convictions that underlie our way of life and worldview — then we should particularly welcome debates across cultural boundaries. For if we engage someone who does not share the cultural narratives we were brought up in (historical, political, religious etc.), we cannot rely on their authority, but are compelled to argue for our views — as I had to in my discussions with Egyptian students in Cairo.

disease avoidance as a functional basis for stigmatization

Royal Society | Stigmatization is characterized by chronic social and physical avoidance of a person(s) by other people. Infectious disease may produce an apparently similar form of isolation—disease avoidance—but on symptom remission this often abates. We propose that many forms of stigmatization reflect the activation of this disease-avoidance system, which is prone to respond to visible signs and labels that connote disease, irrespective of their accuracy. A model of this system is presented, which includes an emotional component, whereby visible disease cues directly activate disgust and contamination, motivating avoidance, and a cognitive component, whereby disease labels bring to mind disease cues, indirectly activating disgust and contamination. The unique predictions of this model are then examined, notably that people who are stigmatized evoke disgust and are contaminating. That animals too show avoidance of diseased conspecifics, and that disease-related stigma targets are avoided in most cultures, also supports this evolutionary account. The more general implications of this approach are then examined, notably how it can be used to good (e.g. improving hygiene) or bad (e.g. racial vilification) ends, by yoking particular labels with cues that connote disease and disgust. This broadening of the model allows for stigmatization of groups with little apparent connection to disease.

it yields no economic return

Reuters | Catholic Ireland's stunning decision to close its embassy to the Vatican is a huge blow to the Holy See's prestige and may be followed by other countries which feel the missions are too expensive, diplomatic sources said on Friday.

The closure brought relations between Ireland and the Vatican, once ironclad allies, to an all-time low following the row earlier this year over the Irish Church's handling of sex abuse cases and accusations that the Vatican had encouraged secrecy.

Ireland will now be the only major country of ancient Catholic tradition without an embassy to the Vatican.

"This is really bad for the Vatican because Ireland is the first big Catholic country to do this and because of what Catholicism means in Irish history," said a Vatican diplomatic source who spoke on the condition of anonymity.

He said Ireland informed the Vatican shortly before the announcement was made on Thursday night.

Dublin's foreign ministry said the embassy was being closed because "it yields no economic return" and that relations would be continued with an ambassador in Dublin.

The source said the Vatican was "extremely irritated" by the wording equating diplomatic missions with economic return, particularly as the Vatican sees its diplomatic role as promoting human values.

Diplomats said the Irish move might sway others to follow suit to save money because double diplomatic presences in Rome are expensive.

It was the latest crack in relations that had been seen as rock solid until a few years ago.

the 99%

The Atlantic | I spent quite a lot of time on the "We are the 99%" website last night and this morning. There's been a considerable amount of carping about it from the conservative side, and to be sure, some of the stories strain plausibility (the percentage of people in the sample who have either taken up prostitution, or claim to have seriously considered doing so, seems rather high, for instance, and as far as I could tell, not a single person on the site had been fired for cause). Many of the people complaining made all sorts of bad decisions about having children, getting very expensive "fun" degrees, and so forth.

But quibbling rather misses the point. These are people who are terrified, and their terror is easy to understand. Jobs are hard to come by, and while you might well argue that any of these individuals could find a job if they did something different, in aggregate, there are not enough job openings to absorb our legion of unemployed.

When the gap between the number of job openings and the number of people who are out of work is so large, there are going to be a hefty number of unemployed people. Maybe these people individually could have done more to get themselves out of their situation, but at the macro level, that would just have meant that someone else was out of work and suffering.

I think it's hard to read through this list of woes without feeling both sympathy, and a healthy dose of fear. Take all the pot shots you want at people who thought that a $100,000 BFA was supposed to guarantee them a great job--beneath the occasionally grating entitlement is the visceral terror of someone in a bad place who doesn't know what to do. Having found myself in the same place ten years ago, I can't bring myself to sneer. No matter how inflated your expectations may have been, it is no joke to have your confidence that you can support yourself ripped away, and replaced with the horrifying realization that you don't really understand what the rules are. Yes, even if you have a nose ring.

I'm not sure that this constitutes the seeds of a political movement, however. For all the admiring talk about bravery and perseverance, it's not really al that difficult to get young, unemployed people to spend a couple of weeks camping out somewhere. They have a low cost of time, they're in no danger, and yes, I have to say it, demonstrating is fun. No, don't tut-tut me. I was at the ACT-UP die-ins, the pro-choice marches, the "Sleep Out for the Homeless" events and the "Take Back the Night" vigils. It's fun, especially when you can see yourself on television. This is not the Montgomery bus boycott we're talking about here.

So my question is, how does this coalesce into a broader platform? Does someone have a coherent, plausible answer for someone whose pricey liberal arts degree has not equipped them for a tough job market? And is it a coherent, plausible answer that they will believe? I don't think those kids in Zucotti park are waiting to hear about QE3 and the American Jobs Act.

WaPo | A question was asked of me yesterday about the Occupy Wall Street movement that has been a presence in lower Manhattan since Sept. 17. Are there any parallels between it and the Tea Party movement? Yes. But if it doesn’t do four things — 1.) broaden its base of support to include those who share its values or goals; 2.) get specific about what the goals are; 3.) bring the protests to Washington; and 4.) get support from members of Congress — it could squander its momentum.

Both Occupy Wall Street and the Tea Party are organic movements. They rose up from everyday people who got tired of being pushed around or ignored by powers they believe are beyond their control. Both movements eschew having one or a crew of recognized leaders who speak for everyone. So far, it’s worked for the Tea Party. For the nascent movement centered in Lower Manhattan, there’s still time for it to get its act together.
Occupy Wall Street is already doing the first and second things I proposed. A look at the calendar on www.occupywallstreet.org shows rallies with organized labor. And it released a “Declaration of the Occupation of New York City,” detailing its beliefs and grievances.
They have taken our houses through an illegal foreclosure process, despite not having the original mortgage.
They have taken bailouts from taxpayers with impunity, and continue to give Executives exorbitant bonuses.
They have perpetuated inequality and discrimination in the workplace based on age, the color of one’s skin, sex, gender identity and sexual orientation.
They have poisoned the food supply through negligence, and undermined the farming system through monopolization.
They have profited off of the torture, confinement, and cruel treatment of countless animals, and actively hide these practices.
There’s more where this came from. But it’s still having trouble articulating specifically what it’s fighting for. A painful example of this was an interview Al Sharpton did last night with Harrison Schultz, an organizer for Occupy Wall Street. Sharpton asked him several times, “What are the goals?” Schultz just couldn’t articulate any.

Haaretz | Israel urges world to curb criticism of Egypt's Mubarak. Jerusalem seeks to convince its allies that it is in the West's interest to maintain the stability of the Egyptian regime. Israel called on the United States and a number of European countries over the weekend to curb their criticism of President Hosni Mubarak to preserve stability in the region.

Jerusalem seeks to convince its allies that it is in the West's interest to maintain the stability of the Egyptian regime. The diplomatic measures came after statements in Western capitals implying that the United States and European Union supported Mubarak's ouster.

Israeli officials are keeping a low profile on the events in Egypt, with Prime Minister Benjamin Netanyahu even ordering cabinet members to avoid commenting publicly on the issue.

Senior Israeli officials, however, said that on Saturday night the Foreign Ministry issued a directive to around a dozen key embassies in the United States, Canada, China, Russia and several European countries. The ambassadors were told to stress to their host countries the importance of Egypt's stability. In a special cable, they were told to get this word out as soon as possible.

EU foreign ministers are to discuss the situation in Egypt at a special session today in Brussels, after which they are expected to issue a statement echoing those issued in recent days by U.S. President Barack Obama and Secretary of State Hillary Clinton.

Obama called on Mubarak to take "concrete steps" toward democratic reforms and to refrain from violence against peaceful protesters, sentiments echoed in a statement Saturday night by the leaders of Britain, France and Germany.

"The Americans and the Europeans are being pulled along by public opinion and aren't considering their genuine interests," one senior Israeli official said. "Even if they are critical of Mubarak they have to make their friends feel that they're not alone. Jordan and Saudi Arabia see the reactions in the West, how everyone is abandoning Mubarak, and this will have very serious implications."

Netanyahu announced at yesterday's weekly cabinet meeting that the security cabinet will convene tomorrow to discuss the situation in Egypt.

NYTimes | The paper, published in October by the Association for Psychological Science, recounts three experiments conducted among students and employees of a large (unidentified) public university, some of whom had graduated from college and others who had not. In American social science, the definition of class is generally based on measures like income, occupational prestige and material wealth. In these experiments, class was determined either by educational level or by self-reported perceptions of family socioeconomic status.

In the first experiment, participants were asked to look at pictures of faces and indicate which emotions were being expressed. The more upper class the judges, the less able they were to accurately identify emotions in others.

In another experiment, upper-class participants had a harder time reading the emotions of strangers during simulated job interviews.

In the third one — an interesting twist of an experiment — people of greater socioeconomic status were asked to compare themselves to the wealthiest, most powerful Americans, thus diminishing their own relative stature. When asked to identify emotions by looking at 36 sets of emoting eyes, they did markedly better than their upper-class peers.

Here’s why: Earlier studies have suggested that those in the lower classes, unable to simply hire others, rely more on neighbors or relatives for things like a ride to work or child care. As a result, the authors propose, they have to develop more effective social skills — ones that will engender good will.

“Upper-class people, in spite of all their advantages, suffer empathy deficits,” Dr. Keltner said. “And there are enormous consequences.” In other words, a high-powered lawyer or chief executive, ill equipped to pick up on more-subtle emotions, doesn’t make for a sympathetic boss.

In an apocryphal but oft-cited exchange, Hemingway supposed the rich to be different only because they had more money. But, as Fitzgerald rather presciently wrote in his story “Rich Boy,” because the wealthy “possess and enjoy early, it does something to them,” surmising, “They are different from you and me.” Score one for Scott.

the horrible truth starts to dawn on europe's leaders..,

Telegraph | Far from binding Europe together, monetary union is leading to acrimony and mutual recriminations. We had the first eruption earlier this year when Greece’s deputy premier accused the Germans of stealing Greek gold from the vaults of the central bank and killing 300,000 people during the Nazi occupation.

Greece is now under an EU protectorate, or the “Memorandum” as they call it. This has prompted pin-prick terrorist attacks against anybody associated with EU rule. Ireland and Portugal are further behind on this road to serfdom, but they are already facing policy dictates from Brussels, but will soon be under formal protectorates as well in any case. Spain has more or less been forced to cut public wages by 5pc to comply with EU demands made in May. All are having to knuckle down to Europe’s agenda of austerity, without the offsetting relief of devaluation and looser monetary policy.

As this continues into next year, with unemployment stuck at depression levels or even creeping higher, it starts to matter who has political “ownership” over these policies. Is there full democratic consent, or is this suffering being imposed by foreign over-lords with an ideological aim? It does not take much imagination to see what this is going to do to concord in Europe.

My own view is that the EU became illegitimate when it refused to accept the rejection of the European Constitution by French and Dutch voters in 2005. There can be no justification for reviving the text as the Lisbon Treaty and ramming it through by parliamentary procedure without referenda, in what amounted to an authoritarian Putsch. (Yes, the national parliaments were themselves elected – so don’t write indignant comments pointing this out – but what was their motive for denying their own peoples a vote in this specific instance? Elected leaders can violate democracy as well. There was a corporal from Austria … but let’s not get into that).

Ireland was the one country forced to hold a vote by its constitutional court. When this lonely electorate also voted no, the EU again disregarded the result and intimidated Ireland into voting a second time to get it “right”.

This is the behaviour of a proto-Fascist organization, so if Ireland now – by historic irony, and in condign retribution – sets off the chain-reaction that destroys the eurozone and the European Union, it will be hard to resist the temptation of opening a bottle of Connemara whisky and enjoying the moment. But resist one must. The cataclysm will not be pretty.

My one thought for all those old friends still working for the EU institutions is what will happen to their euro pensions if Mr Van Rompuy is right?

LiveScience | If you sometimes stop and wonder why you donate to your local school’s annual fundraiser, help plant trees on your town’s main drag or offer free hot cocoa at every street fair, the answer is because you're either very generous or you know what's good for your local economy.

New research suggests when people “love” the culture of their towns, economic prosperity follows. In a three-year Gallup survey of 26 U.S. cities, researchers learned the communities with highest levels of resident attachment — a person's passion for where he or she lives — also had the highest rates of GDP growth over time.

The findings "point to a new perspective that we encourage leaders to consider," said Paula Ellis of the Knight Foundation, which funded the poll. "It is especially valuable as we aim to strengthen our communities during this tough economic time.”

The "Knight Soul of the Community" survey explored the connection between local economic growth and residents’ emotional bond to a place. Results clearly show a significant, positive link between resident attachment and local GDP growth, conclude researchers and Ellis, the foundation's vice president for strategic initiatives.

Three qualities surfaced as the leading drivers for attachment to a home city: its social offerings, openness and beauty. Those qualities were cited by survey respondents more often than other possible influences and demographic characteristics such as people’s perceptions of their local economy, leadership and safety. Ted Talks | I'm going to speak today about the relationship between science and human values. Now, it's generally understood that questions of morality -- questions of good and evil and right and wrong -- are questions about which science officially has no opinion. It's thought that science can help us get what we value, but it can never tell us what we ought to value. And, consequently, most people -- I think most people probably here -- think that science will never answer the most important questions in human life: questions like, "What is worth living for?" "What is worth dying for?" "What constitutes a good life?"

So, I'm going to argue that this is an illusion -- that the separation between science and human values is an illusion -- and actually quite a dangerous one at this point in human history. Now, it's often said that science can not give us a foundation for morality and human values, because science deals with facts, and facts and values seem to belong to different spheres. It's often thought that there is no description of the way the world is that can tell us how the world ought to be. But I think this is quite clearly untrue. Values are a certain kind of fact. They are facts about the wellbeing of conscious creatures.

Why is it that we don't have ethical obligations toward rocks? Why don't we feel compassion for rocks? It's because we don't think rocks can suffer. And if we're more concerned about our fellow primates than we are about insects, as indeed we are, it's because we think they're exposed to a greater range of potential happiness and suffering. Now, the crucial thing to notice here is this is a factual claim: This is something that we could be right or wrong about. And if we have misconstrued the relationship between biological complexity and the possibilities of experience well then we could be wrong about the inner lives of insects.

And there is no notion, no version of human morality and human values that I've ever come across that is not at some point reducible to a concern about conscious experience and its possible changes. Even if you get your values from religion, even if you think that good and evil ultimately relate to conditions after death -- either to an eternity of happiness with God or an eternity of suffering in hell -- you are still concerned about consciousness and its changes. And to say that such changes can persist after death is itself a factual claim which, of course, may or may not be true. Fist tap Dale.

why "scientific consensus" fails to persuade

NSF | Individuals with competing cultural values disagree about what most scientists believe. Whether a scientist is seen as knowledgeable and trustworthy depends on a person's cultural values. Suppose a close friend who is trying to figure out the facts about climate change asks whether you think a scientist who has written a book on the topic is a knowledgeable and trustworthy expert. You see from the dust jacket that the author received a Ph.D. in a pertinent field from a major university, is on the faculty at another one, and is a member of the National Academy of Sciences. Would you advise your friend that the scientist seems like an "expert"?

If you are like most people, the answer is likely to be, "it depends." What it depends on, a recent study found, is not whether the position that scientist takes is consistent with the one endorsed by a National Academy. Instead, it is likely to depend on whether the position the scientist takes is consistent with the one believed by most people who share your cultural values.

This was the finding of a recent study conducted by Yale University law professor Dan Kahan, University of Oklahoma political science professor Hank Jenkins-Smith and George Washington University law professor Donald Braman that sought to understand why members of the public are sharply and persistently divided on matters on which expert scientists largely agree.

"We know from previous research," said Dan Kahan, "that people with individualistic values, who have a strong attachment to commerce and industry, tend to be skeptical of claimed environmental risks, while people with egalitarian values, who resent economic inequality, tend to believe that commerce and industry harms the environment."

In the study, subjects with individualistic values were over 70 percentage points less likely than ones with egalitarian values to identify the scientist as an expert if he was depicted as describing climate change as an established risk. Likewise, egalitarian subjects were over 50 percentage points less likely than individualistic ones to see the scientist as an expert if he was described as believing evidence on climate change is unsettled. CNN | A new study finds that doctors who are not religious are more likely to take steps to help end a very sick patient's life, and to discuss these kinds of decisions, than doctors who are very religious.

The study, published in the Journal of Medical Ethics, surveyed more than 8,500 doctors in the United Kingdom across a wide range of specialties such as neurology, palliative care, and general practice.

Researchers asked doctors about the last patient whom they had worked with who had died. The doctors answered questions about their own religious beliefs and ethnic background, as well as end of life care - did they give continuous deep sedation until death to the last patient who had died? Did they discuss decisions with the patient that would likely shorten the patient's life?

The study found that the strength of a doctor's religious faith is related to the incidence of continuous deep sedation until death, confirming findings of previous research. Researchers also found that a doctor who reported being "very or extremely non-religious" had an increased likelihood of taking these kinds of decisions to end a patient's life.

Doctors who said they were very religious were less willing to discuss decisions expected or partly intended to end life, the study found. This result corroborates what a 2007 New England Journal of Medicine study found: That more religious doctors are less likely to believe that they should give the patient information about procedures to which the doctors held moral objections. camouflage or character?

NYTimes | So, are the optimistic Darwinians wrong, and impartial morality beyond the reach of those monkeys we call humans? Does thoroughly logical evolutionary thinking force us to the conclusion that our love, loyalty, commitment, empathy, and concern for justice and fairness are always at bottom a mixture of selfish opportunism and us-ish clannishness? Indeed, is it only a sign of the effectiveness of the moral camouflage that we ourselves are so often taken in by it?

Speaking of what “thoroughly logical evolutionary thinking” might “force” us to conclude provides a clue to the answer. Think for a moment about science and logic themselves. Natural selection operates on a need-to-know basis. Between two individuals — one disposed to use scarce resources and finite capacities to seek out the most urgent and useful information and the other, heedless of immediate and personal concerns and disposed instead toward pure, disinterested inquiry, following logic wherever it might lead — it is clear which natural selection would tend to favor.

And yet, Darwinian skeptics about morality believe, humans somehow have managed to redeploy and leverage their limited, partial, human-scale psychologies to develop shared inquiry, experimental procedures, technologies and norms of logic and evidence that have resulted in genuine scientific knowledge and responsiveness to the force of logic. This distinctively human “cultural evolution” was centuries in the making, and overcoming partiality and bias remains a constant struggle, but the point is that these possibilities were not foreclosed by the imperfections and partiality of the faculties we inherited. As Wittgenstein observed, crude tools can be used to make refined tools. Monkeys, it turns out, can come surprisingly near to objective science.

We can see a similar cultural evolution in human law and morality — a centuries-long process of overcoming arbitrary distinctions, developing wider communities, and seeking more inclusive shared standards, such as the Geneva Conventions and the Universal Declaration of Humans Rights. Empathy might induce sympathy more readily when it is directed toward kith and kin, but we rely upon it to understand the thoughts and feelings of enemies and outsiders as well. And the human capacity for learning and following rules might have evolved to enable us to speak a native language or find our place in the social hierarchy, but it can be put into service understanding different languages and cultures, and developing more cosmopolitan or egalitarian norms that can be shared across our differences.

Within my own lifetime, I have seen dramatic changes in civil rights, women’s rights and gay rights. That’s just one generation in evolutionary terms. Or consider the way that empathy and the pressure of consistency have led to widespread recognition that our fellow animals should receive humane treatment. Human culture, not natural selection, accomplished these changes, and yet it was natural selection that gave us the capacities that helped make them possible. We still must struggle continuously to see to it that our widened empathy is not lost, our sympathies engaged, our understandings enlarged, and our moral principles followed. But the point is that we have done this with our imperfect, partial, us-ish native endowment. Kant was right to be impressed. In our best moments, we can come surprisingly close to being moral monkeys. Fist tap Dale.
