herson.tsargrad  |  Question:  Do you concede  that not only in the territory of the border regions of Russia – that’s to say, the Kursk, Belgorod, Voronezh, Rostov regions, and Crimea —  but martial law may be declared throughout the country?

YP: Very had to believe, but I cannot rule out this possibility. This is because, in my opinion, the question of creating the State Defense Committee is already overdue and even overready. We now live under the laws of peacetime. Accordingly, we can influence certain structures, including state power and elected power, only through the laws of peacetime. Holding referendums raises the stakes and already implies a war to the bitter end, because neither Kiev nor the West will agree to the outcomes of the referendums. Therefore, everything will depend on the military, there will be no negotiations. The essence of the special operation must change – this is inevitable.

Question: Does this mean that the Special Military Operation itself will change in its essence?

YP: I really hope for it. I think it’s inevitable. Because it makes no sense to announce even partial mobilization within the framework of the Special Military Operation [SMO] – and this cannot solve the problem of a referendum. It is clear that the status of the SMO should be changed; this has been under discussion for a long time. If, nevertheless, martial law is declared on the territory of Russia, then we can expect the termination of the transit of natural gas through the territory of Ukraine and many other negative economic consequences. Right now I believe that strikes against the critical infrastructure of Ukraine should simply be unavoidable. And this will quickly put Kiev in an uncomfortable position. Military operations must now proceed differently.

Question: But do I understand correctly that there will be an escalation?

YP: Of course, this is the next stage of escalation, and at the highest level. The next stage is the direct and open declaration of war. Although the war has in fact already been under way. You can call this a special military operation as much as you like, but the essence of it will now change.

Question: How do you think the situation will develop? You have already said that this is an escalation, that these are quite tough measures. I have a certain suspicion that Russian society for the most part is not ready for such a development of the situation. How to convey to people that this is important? That this is necessary — partial mobilization and the introduction of martial law?

YP: We woke up on February 24 in a completely different country. It’s just that people still try not to notice it. But this is to be expected, really. After all, both at the beginning of the First World War and at the beginning of the Great Patriotic War, people also did not fully understand the essence of the events that took place at the beginning. And even the leadership of the Soviet Union finally designated the Great Patriotic War as the Great Patriotic War only on August 10–11, 1941, and not on June 22 at all. It’s the same with us now.  The war is already underway, and we have had another country since February 24.  In gradual steps our society should mature to understanding. And yet we are not going anywhere else.  The country will be different. The world will be different. And we, accordingly, must win our place under the sun in the new world for our country. There are no other options. If we do not do this, then we will be in the dustbin of history.

Question: What will this mean from the practical point of view of our compatriots, ordinary Russians?

YP: In fact, for the ordinary person, nothing fundamentally will change, not yet. But the rules of the game in the country will change. That is, many things that could still be done – to criticize the special military operation, to criticize the army, to express, as some say, ‘their personal opinion’ about these events which harm Russian society — all this will gradually be curtailed. It is clear that you cannot conduct military operations when a powerful fifth column is fighting against you in the rear. This, first of all, the ordinary Russian will have to understand.

There is one more problem. Many officials are waiting for everything to come back to where it was in the expectation that the Russian army will lose in Ukraine. I feel and see it when I communicate with people. And I really hope that after Vladimir Putin’s address, all this will stay  in the past. Each official will be subject to completely different requirements. They will either have to support what is happening, or they will be removed from their places.

Question: So you are convinced that the behaviour and thinking of the so-called elite will change?

YP:  Not right away. But things will change very quickly. However, the mobilization will affect a very small number of people. It will be no more than a few hundred thousand people.

Question: I understand what the transition to the mobilization model of the economy means. However, I have very significant doubts, taking into account the structure of the domestic economy, taking into account those owners who control the assets. I am skeptical that this entire group will begin to change. What do you think the mobilization economy means?

YP: The mobilization economy can be different – ​​full, partial, and so on. I do not think that the same emphasis will be placed on this now as it was in the Soviet Union in 1941. That is, everything for victory, and nothing else for anything. However, the production of weapons will be increased; we will see some changes in priorities. We urgently need to make ourselves independent now, including in the information space, in the computer business. And if earlier we tried persuading the asset owners to do this, now we must compel them by state order.

The subject of this address is the situation in Donbass and the course of the special military operation to liberate it from the neo-Nazi regime, which seized power in Ukraine in 2014 as the result of an armed state coup.

Today I am addressing you – all citizens of our country, people of different generations, ages and ethnicities, the people of our great Motherland, all who are united by the great historical Russia, soldiers, officers and volunteers who are fighting on the frontline and doing their combat duty, our brothers and sisters in the Donetsk and Lugansk people’s republics, Kherson and Zaporozhye regions and other areas that have been liberated from the neo-Nazi regime.

The issue concerns the necessary, imperative measures to protect the sovereignty, security and territorial integrity of Russia and support the desire and will of our compatriots to choose their future independently, and the aggressive policy of some Western elites, who are doing their utmost to preserve their domination and with this aim in view are trying to block and suppress any sovereign and independent development centres in order to continue to aggressively force their will and pseudo-values on other countries and nations.

The goal of that part of the West is to weaken, divide and ultimately destroy our country. They are saying openly now that in 1991 they managed to split up the Soviet Union and now is the time to do the same to Russia, which must be divided into numerous regions that would be at deadly feud with each other.

They devised these plans long ago. They encouraged groups of international terrorists in the Caucasus and moved NATO’s offensive infrastructure close to our borders. They used indiscriminate Russophobia as a weapon, including by nurturing the hatred of Russia for decades, primarily in Ukraine, which was designed to become an anti-Russia bridgehead. They turned the Ukrainian people into cannon fodder and pushed them into a war with Russia, which they unleashed back in 2014. They used the army against civilians and organised a genocide, blockade and terror against those who refused to recognise the government that was created in Ukraine as the result of a state coup.

After the Kiev regime publicly refused to settle the issue of Donbass peacefully and went as far as to announce its ambition to possess nuclear weapons, it became clear that a new offensive in Donbass – there were two of them before – was inevitable, and that it would be inevitably followed by an attack on Russia’s Crimea, that is, on Russia.

In this connection, the decision to start a pre-emptive military operation was necessary and the only option. The main goal of this operation, which is to liberate the whole of Donbass, remains unaltered.

The Lugansk People’s Republic has been liberated from the neo-Nazis almost completely. Fighting in the Donetsk People’s Republic continues. Over the previous eight years, the Kiev occupation regime created a deeply echeloned line of permanent defences. A head-on attack against them would have led to heavy losses, which is why our units, as well as the forces of the Donbass republics, are acting competently and systematically, using military equipment and saving lives, moving step by step to liberate Donbass, purge cities and towns of the neo-Nazis, and help the people whom the Kiev regime turned into hostages and human shields.

As you know, professional military personnel serving under contract are taking part in the special military operation. Fighting side by side with them are volunteer units – people of different ethnicities, professions and ages who are real patriots. They answered the call of their hearts to rise up in defence of Russia and Donbass.

In this connection, I have already issued instructions for the Government and the Defence Ministry to determine the legal status of volunteers and personnel of the military units of the Donetsk and Lugansk people’s republics. It must be the same as the status of military professionals of the Russian army, including material, medical and social benefits. Special attention must be given to organising the supply of military and other equipment for volunteer units and Donbass people’s militia.

While acting to attain the main goals of defending Donbass in accordance with the plans and decisions of the Defence Ministry and the General Staff, our troops have liberated considerable areas in the Kherson and Zaporozhye regions and a number of other areas. This has created a protracted line of contact that is over 1,000 kilometres long.

This is what I would like to make public for the first time today. After the start of the special military operation, in particular after the Istanbul talks, Kiev representatives voiced quite a positive response to our proposals. These proposals concerned above all ensuring Russia’s security and interests. But a peaceful settlement obviously did not suit the West, which is why, after certain compromises were coordinated, Kiev was actually ordered to wreck all these agreements.

More weapons were pumped into Ukraine. The Kiev regime brought into play new groups of foreign mercenaries and nationalists, military units trained according to NATO standards and receiving orders from Western advisers.

At the same time, the regime of reprisals throughout Ukraine against their own citizens, established immediately after the armed coup in 2014, was harshly intensified. The policy of intimidation, terror and violence is taking on increasingly mass-scale, horrific and barbaric forms.

I want to stress the following. We know that the majority of people living in the territories liberated from the neo-Nazis, and these are primarily the historical lands of Novorossiya, do not want to live under the yoke of the neo-Nazi regime. People in the Zaporozhye and Kherson regions, in Lugansk and Donetsk saw and are seeing now the atrocities perpetrated by the neo-Nazis in the [Ukrainian-] occupied areas of the Kharkov region. The descendants of Banderites and members of Nazi punitive expeditions are killing, torturing and imprisoning people; they are settling scores, beating up, and committing outrages on peaceful civilians.

There were over 7.5 million people living in the Donetsk and Lugansk people’s republics and in the Zaporozhye and Kherson regions before the outbreak of hostilities. Many of them were forced to become refugees and leave their homes. Those who have stayed – they number about five million – are now exposed to artillery and missile attacks launched by the neo-Nazi militants, who fire at hospitals and schools and stage terrorist attacks against peaceful civilians.

We cannot, we have no moral right to let our kin and kith be torn to pieces by butchers; we cannot but respond to their sincere striving to decide their destiny on their own.

The parliaments of the Donbass people’s republics and the military-civilian administrations of the Kherson and Zaporozhye regions have adopted decisions to hold referendums on the future of their territories and have appealed to Russia to support this.

I would like to emphasise that we will do everything necessary to create safe conditions for these referendums so that people can express their will. And we will support the choice of future made by the majority of people in the Donetsk and Lugansk people’s republics and the Zaporozhye and Kherson regions.

I am listening.

Question: Now that the SCO summit is over, summing it up, can you tell us how you regard the SCO’s development prospects and what the most important thing is for Russia in the SCO?

Vladimir Putin: The most important thing always and everywhere is economic development. And the SCO, cooperation with the SCO countries, creates conditions for the development of the Russian economy, and thus for the social sphere and for resolving the tasks related to improving the living standards of our citizens.

The Shanghai Cooperation Organisation includes countries whose population, as has been said many times, comprises almost or even slightly more than half of humanity. It is 25 percent of world GDP. And, most importantly, the national economies in the region, those of the SCO member states, are developing much faster than others in the world.

Now we had a separate meeting. I sat next to the Prime Minister of India at the working dinner. India’s GDP grew by 7 percent, China’s by more than 5 percent. China was in the lead for quite a time and its potential is tremendous. Our trade with these countries is growing fast. If these rates are preserved, and they are bound to be for many objective reasons, we will be one of these countries, next to them, ensuring our interests. This is what we are doing and this is the main point.

Question: This question is certainly worrying very many people in our country. People have already developed certain concerns over the course of the special military operation in Ukraine. We are increasingly seeing strikes, raids and acts of terror even on Russian territory. We are hearing all the time very aggressive statements that the final goal of Kiev and the West is Russia’s disintegration. Meanwhile, many think that Russia’s response to all of this is very restrained. Why is that?

Vladimir Putin: There is nothing new about this. Frankly, I find it even a bit strange to hear your question because Western countries have cultivated the idea of the collapse of the Soviet Union and historical Russia and Russia as such, its nucleus.

I have already cited these statements and studies by some figures in Great Britain during World War I and after it. I cited excerpts from Mr Brzezinski’s writings in which he divided the entire territory of our country into specific parts. True, later he changed his position a bit in the belief that it was better to keep Russia in opposition to China and use it as a tool to combat China. It will never happen. Let them address their own challenges as they see fit. But we are seeing how they are handling them and, most likely, they are doing harm to themselves in the process. Their tools are no good.

But they have always been seeking the dissolution of our country – this is very true. It is unfortunate that at some point they decided to use Ukraine for these purposes. In effect – I am answering your question now and the conclusion suggests itself – we launched our special military operation to prevent events from taking this turn. This is what some US-led Western countries have always been seeking – to create an anti-Russia enclave and rock the boat, threaten Russia from this direction. In essence, our main goal is to prevent such developments.

With regard to our restrained response, I would not say it was restrained, even though, after all, a special military operation is not just another warning, but a military operation. In the course of this, we are seeing attempts to perpetrate terrorist attacks and damage our civilian infrastructure.

Indeed, we were quite restrained in our response, but that will not last forever. Recently, Russian Armed Forces delivered a couple of sensitive blows to that area. Let’s call them warning shots. If the situation continues like that, our response will be more impactful

Terrorist attacks are a serious matter. In fact, it is about using terrorist methods. We see this in the killing of officials in the liberated territories, we even see attempts at perpetrating terrorist attacks in the Russian Federation, including – I am not sure if this was made public – attempts to carry out terrorist attacks near our nuclear facilities, nuclear power plants in the Russian Federation. I am not even talking about the Zaporozhye Nuclear Power Plant.

We are monitoring the situation and will do our best to prevent a negative scenario from unfolding. We will respond if they fail to realise that these approaches are unacceptable. They are, in fact, no different than terrorist attacks.

Vladimir Putin: Wait a second. I have something to add to my answer to the first question. You said that we are seeing activity here and there. But Kiev has announced that it has launched an active counter-offensive operation. Let’s see how it unfolds and how it ends.

The Eminently Patient And Diplomatic Vladimir Putin Holds Back The Siloviki

thesaker  |  The Special Military Operation (SMO), conceptually, is not about conquering territory per se: it is, or it was, so far, about protection of Russophone citizens in occupied territories, thus demilitarization cum denazification.

That concept may be about to be tweaked. And that’s where the tortuous, tricky debate on Russia mobilization fits in. Yet even a partial mobilization may not be necessary: what’s needed are reserves to properly allow allied forces to cover rear/defensive lines. Hardcore fighters of the Kadyrov contingent kind would continue to play offense.

It’s undeniable that Russian troops lost a strategically important node in Izyum. Without it, the complete liberation of Donbass becomes significantly harder.

Yet for the collective West, whose carcass slouches inside a vast simulacra bubble, it’s the pysops that matters much more than a minor military advance: thus all that gloating on Ukraine being able to drive the Russians out of the whole of Kharkov in only four days – while they had 6 months to liberate Donbass, and didn’t.

So, across the West, the reigning perception – frantically fomented by psyops experts – is that the Russian military were hit by that “hammer blow” and will hardly recover.

Kharkov was preciously timed – as General Winter is around the corner; the Ukraine issue was already suffering from public opinion fatigue; and the propaganda machine needed a boost to turbo-lubricate the multi-billion dollar weaponizing rat line.

Yet Kharkov may have forced Moscow’s hand to increase the pain dial. That came via a few well-placed Mr. Khinzals leaving the Black Sea and the Caspian to present their business cards to the largest thermal power plants in northeast and central Ukraine (most of the energy infrastructure is in the southeast).

Half of Ukraine suddenly lost power and water. Trains came to a halt. If Moscow decides to take out all major Ukraine substations at once, all it takes is a few missiles to totally smash the Ukrainian energy grid – adding a new meaning to “decommunization”: de-energization.

According to an expert analysis, “if transformers of 110-330 kV are damaged, then it will almost never be possible to put it into operation (…) And if this happens at least at 5 substations at the same time, then everything is kaput. Stone age forever.”

Russian government official Marat Bashirov was way more colorful: “Ukraine is being plunged into the 19th century. If there is no energy system, there will be no Ukrainian army. The matter of fact is that General Volt came to the war, followed by General Moroz (“frost”).

And that’s how we might be finally entering “real war” territory – as in Putin’s notorious quip that “we haven’t even started anything yet.”

A definitive response will come from the RSG in the next few days.

Once again, a fiery debate rages on what Russia will do next (the RGS, after all, is inscrutable, except for Yoda Patrushev).

The RGS may opt for a serious strategic strike of the decapitating kind elsewhere – as in changing the subject for the worse (for NATO).

It may opt for sending more troops to protect the front line (without partial mobilization).

And most of all it may enlarge the SMO mandate – going to total destruction of Ukrainian transport/energy infrastructure, from gas fields to thermal power plants, substations, and shutting down nuclear power plants.

Well, it could always be a mix of all of the above: a Russian version of Shock and Awe – generating an unprecedented socio-economic catastrophe. That has already been telegraphed by Moscow: we can revert you to the Stone Age at any time and in a matter of hours (italics mine). Your cities will greet General Winter with zero heating, freezing water, power outages and no connectivity.

Brandon Bootlicks American Oligarchs While Valodya Rules Russia's Greediest Parasites

euractiv  |  The first dollar billionaires from Russia appeared on the Forbes list in 1997, while today, there are 83, all of whom are part of a close circle of oligarchs around Vladimir Putin. As the list shows, they got rich during his rule. Today, this club of the richest returns the favour to their political mentor; they are obliged to support, or at least not hinder, his life project – the aggression against Ukraine.

The history of this club is a story about relationships in mafia organisations, not about the relationship between the “ordinary” state and “ordinary” capitalist companies. The first and most important meeting was held in the Kremlin in mid-2000, just a few months after Putin’s first presidential inauguration. He was the new leader of the state, army and security services and the 21st-ranking businessman at that time.

At this meeting at the giant table in the Kremlin, the first strategic agreement was reached on the game’s rules for the future. Putin promised not to review the privatisation of the 1990s and demanded loyalty in return. In terms of commitment, these influential people could not work against his government through the media they controlled and the political influence they undoubtedly had. At this meeting, an agreement was made on omertà; a code was adopted that would last for two decades.

The next meeting of this importance was held on 24 February this year, the day Russia attacked Ukraine. The hall in the Kremlin was filled with billionaires, and their leader, without whom they would not be what they are, asked for their loyalty again.

The price of that loyalty was much higher than ever before because personal sanctions had already been raised against everyone. Their billions in Western banks were blocked, and their jet planes, yachts, and mansions in London, Nice and Tuscany were seized. The stakes for showing loyalty were also higher because Putin’s country went to war to realise its mythical “Russian world”.

Anyone who thought they should oppose or even not participate vigorously in this work received a clear warning that such behaviour would not be tolerated.

In the past six months, as Russia has been trying to occupy Ukraine, at least eight top Russian businessmen and heads of several major companies have died in unexplained circumstances.

The last of them, the first man of the oil giant Lukoil, Ravil Maganov, may have accidentally fallen from the window (or balcony) of a Moscow hospital or committed suicide, as the controlled Russian media wrote. Maybe he got hurt because he was one of the few top businessmen who did not have kind words about the aggression against Ukraine.

His Lukoil asked for an end to the war back in March, which is hard to forgive. In May, his former executive director Alexander Subotin also died under unexplained circumstances, except for the state propaganda that discredits him, saying that he died “after visiting a shaman”.

The circumstances under which Leonid Shulman, one of the directors at Gazprom Invest and Alexander Tyulyakov, also one of the top managers at Gazprom (found dead in his garage), died are not clear. There is no trace of the murder of Vladislav Avayev, former vice president of Gazprom Bank, his wife and their daughter in a Moscow apartment.

Just like the murder of the head of the gas giant Novatek Sergei Protosenya and his family in their apartment in Spain. It remains unknown why Vasily Melnikov, the owner of the medical company Medstom, his wife and two children were stabbed to death in Nizhny Novgorod in March.

Just as it remains unknown how the Russian gas billionaire of Ukrainian origin Mikhail Watford died in his apartment in England.

It seems unlikely that we will ever get answers from Russian investigations regarding this long and likely increase, string of deaths.

It would be reasonable to ask for only one answer – how did these unfortunate people violate the long-established code of loyalty? Because the death of at least eight top managers from the most prominent Russian companies in just six months of Russian aggression against Ukraine cannot be a “regular” crime.

Gazprom Presents The Lullabye Of Winter For The West

DW  | Putin accused the West of attempting to "subordinate" Russia with sanctions during a speech at the Eastern Economic Forum in Vladivostok. He also announced new deals with China and Myanmar regarding gas and oil. 

Russian President Vladimir Putin has admitted some sectors of the Russian economy are suffering due to sanctions and political pressure, which he referred to as the "economic, financial and technological aggression of the West," but remained bullish on building new ties with Asia.

Putin made the comments in a landmark speech at the Eastern Economic Forum in the far east city of Vladivostok on Wednesday.

"Other challenges of a global nature that threaten the whole world have replaced the pandemic," the Russian president said.

"I am speaking of the West's sanctions fever, with its brazen, aggressive attempt to impose models of behavior on other countries, to deprive them of their sovereignty and subordinate them to their will."

However, Putin added: "No matter how much someone would like to isolate Russia, it is impossible to do this."

Grain shipments under threat

During his speech, Putin said said Russia had been "grossly swindled" by a grain shipping deal that was reached with Ukraine in July. The deal, brokered by Turkey and the UN, was intended to shield the world's most vulnerable people from a looming food crisis.

The Russian president claimed only two out of 87 ships went to poor countries, and said Russia had been unable to resume lucrative fertilizer exports which had been promised as part of the deal. Putin said he would now consider limiting the destinations for grain exports under the agreement.

Ukrainian authorities hit back later on Wenesday, with presidential advisor Mykhailo Podolyak calling Putin's proposal "unexpected" and "groundless."

"The agreements signed in Istanbul ... concern only one issue, and that is the transfer of cargo ships through the Black Sea," Podolyak told Reuters.

"Russia can't dictate where Ukraine should send its grain, and Ukraine doesn't dictate the same to Russia." 

Oil and gas in limbo

Russia is the world's largest natural gas exporter, and the second-largest oil exporter after Saudi Arabia.

Putin said Russia would renege on energy contracts if the Group of Seven (G7) countries imposed a price cap on Russian oil, threatening to cut the flow of gas to Europe.

"Will there be any political decisions that contradict the contracts? Yes, we just won't fulfil them. We will not supply anything at all if it contradicts our interests," Putin said. "We will not supply gas, oil, coal, heating oil — we will not supply anything."

Hours after Putin's comments, European Commission President Ursula von der Leyen told reporters: "We will propose a price cap on Russian gas... We must cut Russia's revenues which Putin uses to finance this atrocious war in Ukraine."

 

 

Dealing With Globo-Fascist Neo-Nazis Has Always Been A Dark, Dirty, And Dangerous Business...,

thecradle |  The cold-blooded assassination of Darya Dugina – terrorism at the gates of Moscow – may have fatefully coincided with the six-month intersection point, but will do nothing to change the dynamics of the current, work-in-progress, historical shift.

Russia’s Federal Security Service (FSB) appeared to have cracked the case in a little over 24 hours, designating the perpetrator as a neo-Nazi Azov operative instrumentalized by the Security Service of Ukraine (SBU) – itself a mere tool of the CIA/MI6 combo that de facto rules Kiev.

The Azov operative is just a patsy. The FSB will never reveal in public the intel it has amassed on those that issued the orders, and how they will be dealt with.

One Ilya Ponomaryov, an anti-Kremlin minor character granted Ukrainian citizenship, boasted he was in contact with the outfit that prepared the hit on the Dugin family. No one took him seriously.

What is manifestly serious, however, is how oligarchy-connected organized crime factions in Russia would have a motive to eliminate Alexander Dugin, the Christian Orthodox nationalist philosopher who, according to them, may have influenced the Kremlin’s pivot to Asia (he didn’t).

These organized crime factions blamed Dugin for a concerted Kremlin offensive against the disproportional power of Jewish oligarchs in Russia. So these actors would have both the motive and the local know-how to mount such a coup.

If that’s the case, it potentially spells out a Mossad-linked operation – especially given the serious schism in Moscow’s recent relations with Tel Aviv. What’s certain is that the FSB will keep their cards very close to their chest – and retribution will be swift, precise and invisible.

The straw that broke the camel’s back

Instead of delivering a serious blow to Russia’s psyche that could impact the dynamics of its operations in Ukraine, the assassination of Darya Dugina only exposed the perpetrators as tawdry killers who have exhausted their options.

An IED cannot kill a philosopher – or his daughter. In an essential essay, Dugin himself explained how the real war – Russia against the US-led collective west – is a war of ideas. An existential war.

Dugin correctly defines the US as a “thalassocracy,” heir to “Britannia rules the waves.” Yet now the geopolitical tectonic plates are spelling out a new order: The Return of the Heartland.

Russian President Vladimir Putin himself first spelled it out at the Munich Security Conference in 2007. China’s Xi Jinping put it into action by launching the New Silk Roads in 2013. The Empire struck back with Maidan in 2014. Russia counter-attacked by coming to the aid of Syria in 2015.

The Empire doubled down on Ukraine, with NATO weaponizing it non-stop for eight years. At the end of 2021, Moscow invited Washington for a serious dialogue on “indivisibility of security” in Europe. That was dismissed with a non-response response.

Esteemed foreign guests,

Let me welcome you to the anniversary 10^th Moscow Conference on International Security. Over the past decade, your representative forum has become a significant venue for discussing the most pressing military-political problems.

Today, such an open discussion is particularly pertinent. The situation in the world is changing dynamically and the outlines of a multipolar world order are taking shape. An increasing number of countries and peoples are choosing a path of free and sovereign development based on their own distinct identity, traditions and values.

These objective processes are being opposed by the Western globalist elites, who provoke chaos, fanning long-standing and new conflicts and pursuing the so-called containment policy, which in fact amounts to the subversion of any alternative, sovereign development options. Thus, they are doing all they can to keep hold onto the hegemony and power that are slipping from their hands; they are attempting to retain countries and peoples in the grip of what is essentially a neocolonial order. Their hegemony means stagnation for the rest of the world and for the entire civilisation; it means obscurantism, cancellation of culture, and neoliberal totalitarianism.

They are using all expedients. The United States and its vassals grossly interfere in the internal affairs of sovereign states by staging provocations, organising coups, or inciting civil wars. By threats, blackmail, and pressure, they are trying to force independent states to submit to their will and follow rules that are alien to them. This is being done with just one aim in view, which is to preserve their domination, the centuries-old model that enables them to sponge on everything in the world. But a model of this sort can only be retained by force.

This is why the collective West – the so-called collective West – is deliberately undermining the European security system and knocking together ever new military alliances. NATO is crawling east and building up its military infrastructure. Among other things, it is deploying missile defence systems and enhancing the strike capabilities of its offensive forces. This is hypocritically attributed to the need to strengthen security in Europe, but in fact quite the opposite is taking place. Moreover, the proposals on mutual security measures, which Russia put forward last December, were once again disregarded.

They need conflicts to retain their hegemony. It is for this reason that they have destined the Ukrainian people to being used as cannon fodder. They have implemented the anti-Russia project and connived at the dissemination of the neo-Nazi ideology. They looked the other way when residents of Donbass were killed in their thousands and continued to pour weapons, including heavy weapons, for use by the Kiev regime, something that they persist in doing now.

Under these circumstances, we have taken the decision to conduct a special military operation in Ukraine, a decision which is in full conformity with the Charter of the United Nations. It has been clearly spelled out that the aims of this operation are to ensure the security of Russia and its citizens and protect the residents of Donbass from genocide.

The situation in Ukraine shows that the United States is attempting to draw out this conflict. It acts in the same way elsewhere, fomenting the conflict potential in Asia, Africa, and Latin America. As is common knowledge, the US has recently made another deliberate attempt to fuel the flames and stir up trouble in the Asia-Pacific. The US escapade towards Taiwan is not just a voyage by an irresponsible politician, but part of the purpose-oriented and deliberate US strategy designed to destabilise the situation and sow chaos in the region and the world. It is a brazen demonstration of disrespect for other countries and their own international commitments. We regard this as a thoroughly planned provocation.

It is clear that by taking these actions the Western globalist elites are attempting, among other things, to divert the attention of their own citizens from pressing socioeconomic problems, such as plummeting living standards, unemployment, poverty, and deindustrialisation. They want to shift the blame for their own failures to other countries, namely Russia and China, which are defending their point of view and designing a sovereign development policy without submitting to the diktat of the supranational elites.

We also see that the collective West is striving to expand its bloc-based system to the Asia-Pacific region, like it did with NATO in Europe. To this end, they are creating aggressive military-political unions such as AUKUS and others.

It is obvious that it is only possible to reduce tensions in the world, overcome military-political threats and risks, improve trust between countries and ensure their sustainable development through a radical strengthening of the contemporary system of a multipolar world.

I reiterate that the era of the unipolar world is becoming a thing of the past. No matter how strongly the beneficiaries of the current globalist model cling to the familiar state of affairs, it is doomed. The historic geopolitical changes are going in a totally different direction.

And, of course, your conference is another important proof of the objective processes forming a multipolar world, bringing together representatives from many countries who want to discuss security issues on an equal footing, and conduct a dialogue that takes into account the interests of all parties, without exception.

I want to emphasise that the multipolar world, based on international law and more just relations, opens up new opportunities for counteracting common threats, such as regional conflicts and the proliferation of weapons of mass destruction, terrorism and cybercrime. All these challenges are global, and therefore it would be impossible to overcome them without combining the efforts and potentials of all states.

As before, Russia will actively and assertively participate in such coordinated joint efforts; together with its allies, partners and fellow thinkers, it will improve the existing mechanisms of international security and create new ones, as well as consistently strengthen the national armed forces and other security structures by providing them with advanced weapons and military equipment. Russia will secure its national interests, as well as the protection of its allies, and take other steps towards building of a more democratic world where the rights of all peoples and cultural and civilisational diversity are guaranteed.

We need to restore respect for international law, for its fundamental norms and principles. And, of course, it is important to promote such universal and commonly acknowledged agencies as the United Nations and other international dialogue platforms. The UN Security Council and the General Assembly, as it was intended initially, are supposed to serve as effective tools to reduce international tensions and prevent conflicts, as well as facilitate the provision of reliable security and wellbeing of countries and peoples.

In conclusion, I want to thank the conference organisers for their major preparatory work and I wish all participants substantial discussions.

I am sure that the forum will continue to make a significant contribution to the strengthening of peace and stability on our planet and facilitate the development of constructive dialogue and partnership.

Ekipazh: Russia's Top Secret Nuclear Powered Satellite

thespacereview  |  There is strong evidence from publicly available sources that a Russian company called KB Arsenal is working on a new type of military satellite equipped with a nuclear power source. Called Ekipazh, its mission may well be to perform electronic warfare from space.

KB Arsenal, based in St. Petersburg, is no newcomer to the development of nuclear-powered satellites. In the Soviet days it built satellites known as US-A (standing for “active controllable satellite”), which carried nuclear reactors to power radars used for ocean reconnaissance (in the West they were known as “radar ocean reconnaissance satellites” or RORSAT for short.) The satellites had been conceived in the early 1960s at the OKB-52 design bureau of Vladimir Chelomei before work on them was transferred to KB Arsenal at the end of that decade. The satellites’ three-kilowatt thermoelectric reactors, known as BES-5 or Buk, were built by the Krasnaya Zvezda (“Red Star”) organization. The US-A satellites operated in low Earth orbits at an altitude of roughly 260 kilometers and, after finishing their mission, the reactors were boosted to storage orbits at an altitude of about 900 kilometers. However, three of the satellites (Cosmos 954, 1402, and 1900) experienced problems with the boost maneuver; the first showered radioactive debris over northwestern Canada in January 1978. The program saw a total of 37 missions between 1965 and 1988.

In 1987 KB Arsenal launched two experimental satellites named Plazma-A (officially announced as Cosmos 1818 and 1867) equipped with five-kilowatt thermionic reactors of Krasnaya Zvezda variously called TEU-5, Topol, and Topaz. A thermionic reactor, which has no moving parts, converts heat directly into electricity through the process of thermionic emission, the spontaneous ejection of electrons from a surface. The Plazma-A satellites operated in safer 800-kilometer orbits. One of the experimental payloads (called Epikur) was intended to produce plasma clouds making it possible to mask satellites from anti-satellite interceptors.[1] This was part of a much broader effort undertaken by the Soviet Union to protect its satellite fleet from ASAT attacks.[2]

After the collapse of the Soviet Union, work on space-based nuclear reactors came to a virtual standstill and several were even sold to the US.[3] KB Arsenal turned its attention to a project called Liana, comprising electronic intelligence satellites known as Lotos-S and military radar observation satellites called Pion-NKS. These are solar-powered satellites that share a common bus. After numerous delays the first Lotos-S satellite was orbited in 2009 and it was followed by three more in 2014, 2017, and 2018. Pion-NKS is still awaiting its first mission.

Plazma-2010

On February 2, 1998, the Russian government adopted a decree aimed at reviving the dormant Russian space nuclear program. It called for resuming research and development in the field with the goal of producing nuclear reactors with a capacity of up to 100 kilowatts and an operational lifetime of five to seven years after 2010. A key short-term goal was to use nuclear reactors as part of so-called “transport and energy modules” (TEM), a Russian term for electric space tugs. The nuclear reactor would power an electric propulsion system to boost spacecraft to their operational orbits (“transport”) and subsequently provide power to their on-board systems (“energy”). This would make it possible to increase the mass of payloads delivered to high orbits by two to three times and supply them with 10 to 20 times more power than before.[4]

In a way, KB Arsenal had already pioneered the transport function with the Plazma-A satellites in 1987. Their nuclear reactors powered small electric thrusters (called 62E or Gryada, built by OKB Fakel) to perform orbital corrections. However, it was not until 2004, six years after the 1998 government decree, that the company got down to designing a real nuclear-powered space tug that could host a variety of payloads. Called Plazma-2010 or UKP-YaEU (an acronym meaning “Universal Space Platform – Nuclear Power Unit”), it was described in some detail in several articles published by KB Arsenal early this decade.[5]

In 2014, KB Arsenal published drawings of three nuclear-powered satellites on its website that were clearly based on the Plazma-2010 platform. These were literally said to be intended for “Earth remote sensing, space studies and the relay of signals during research of deep space.”

Drawings published at the time showed the platform in its launch configuration attached to a payload and a liquid-fuel propulsion system. After launch, a boom would be extended to place the nuclear reactor at a safe distance from the payload. The platform would carry second-generation thermionic reactors of the Krasnaya Zvezda company, much improved versions of the earlier TEU-5/Topol/Topaz reactor flown in the 1980s. Krasnaya Zvezda worked out plans for several such reactors ranging in capacity from 10 to 400 kilowatts. The lightest of these (YaEU-25M) would make it possible to build a satellite that remained within the launch capacity of a Soyuz-2 class rocket. The heavier ones would require the use of a Proton or Angara-A5 rocket.

The electric propulsion system (not seen in the drawings) would be used to place the satellite into its operational orbit and perform subsequent orbital corrections. Two of the articles said KB Arsenal had ordered the Keldysh Research Center to perform studies of stationary plasma thrusters (a type of Hall-effect thruster) with a capacity of up to 35 kilowatts. No explanation was given for the presence of the liquid-fuel propulsion system. Possibly, it would have to boost the satellite to a relatively high parking orbit before handing over to the nuclear-powered electric propulsion system. In this way, the nuclear reactor does not pose an immediate threat to Earth in case something goes wrong after its activation.

Roscosmos Ion Drive Tug ROSS: Russian Orbital Service Station

Sputnik  | The Russian Space Agency (Roscosmos) first showed off the preliminary design of its prospective Zeus nuclear-powered space tug last year. If all goes to plan, the spacecraft’s design will be completed by 2024, and it will kick off its first autonomous mission in 2030.

 

Cosmonauts will fly between the new Russian space station and the Zeus space tug aboard a separate pilotable craft to oversee construction, Roscosmos chief Dmitry Rogozin has indicated.

 

“The new station will operate at an orbit from which the crew will be able to visit our nuclear space tug Zeus with their manned aircraft to control the deployment of all of its key components and structures –first and foremost, its giant radiators to dump excess heat – until the reactor is turned on in a safe orbit 800 km away,” Rogozin wrote in a post on his Telegram channel Monday, summarizing a weekend meeting he’d had with chief orbital manned systems general designer Vladimir Solovyov and Igor Khamits, designer of the prospective Oryol spacecraft.

 

“It should finally be recognized that long-distance flights by human beings into outer space are impossible using current chemical propulsion engines. Their power and fuel reserves will not be sufficient not only to return a manned mission home, but even to ensure the initial stages of the flight. That is why it is necessary to find a solution on how to safely connect an orbital manned station to a nuclear tug,” Rogozin mused.

 

The Roscosmos chief emphasized that “only the growing power of a nuclear space tug is capable of moving a manned station in low earth orbit to high orbits and to deep space,” and noted that nuclear energy has the potential to move humanity toward a “fundamentally new direction in manned cosmonautics.”

 

Rogozin also revealed that Russia’s new space station, which will be situated in a more radiation-intensive polar orbit, will require technologies cosmonauts will need in the future for flights to other planets in our solar system, including the associated life support systems, and arrangements for the provision of food, water and fuel without the need for these to be delivered by cargo ships from Earth.

Rogozin accompanied his post with rendered images of the prospective Russian space station – known as the Russia Orbital Service Station (ROSS), as well as a concept drawing of the Zeus space tug.

Valodya Warned Davos Degenerates About The Coming War "Of All Against All"

journal-neo  |  Sadly, the Fed and other central bankers lie. Raising interest rates is not to cure inflation. It is to force a global reset in control over the world’s assets, it’s wealth, whether real estate, farmland, commodity production, industry, even water. The Fed knows very well that Inflation is only beginning to rip across the global economy. What is unique is that now Green Energy mandates across the industrial world are driving this inflation crisis for the first time, something deliberately ignored by Washington or Brussels or Berlin.

The global shortages of fertilizers, soaring prices of natural gas, and grain supply losses from global draught or exploding costs of fertilizers and fuel or the war in Ukraine, guarantee that, at latest this September-October harvest time, we will undergo a global additional food and energy price explosion. Those shortages all are a result of deliberate policies.

Moreover, far worse inflation is certain, due to the pathological insistence of the world’s leading industrial economies led by the Biden Administration’s anti-hydrocarbon agenda. That agenda is typified by the astonishing nonsense of the US Energy Secretary stating, “buy E-autos instead” as the answer to exploding gasoline prices.

Similarly, the European Union has decided to phase out Russian oil and gas with no viable substitute as its leading economy, Germany, moves to shut its last nuclear reactor and close more coal plants. Germany and other EU economies as a result will see power blackouts this winter and natural gas prices will continue to soar. In the second week of June in Germany gas prices rose another 60% alone. Both the Green-controlled German government and the Green Agenda “Fit for 55” by the EU Commission continue to push unreliable and costly wind and solar at the expense of far cheaper and reliable hydrocarbons, insuring an unprecedented energy-led inflation.

Fed has pulled the plug

With the 0.75% Fed rate hike, largest in almost 30 years, and promise of more to come, the US central bank has now guaranteed a collapse of not merely the US debt bubble, but also much of the post-2008 global debt of $303 trillion. Rising interest rates after almost 15 years mean collapsing bond values. Bonds, not stocks, are the heart of the global financial system.

US mortgage rates have now doubled in just 5 months to above 6%, and home sales were already plunging before the latest rate hike. US corporations took on record debt owing to the years of ultra-low rates. Some 70% of that debt is rated just above “junk” status. That corporate non-financial debt totaled $9 trillion in 2006. Today it exceeds $18 trillion. Now a large number of those marginal companies will not be able to rollover the old debt with new, and bankruptcies will follow in coming months. The cosmetics giant Revlon just declared bankruptcy.

The highly-speculative, unregulated Crypto market, led by Bitcoin, is collapsing as investors realize there is no bailout there. Last November the Crypto world had a $3 trillion valuation. Today it is less than half, and with more collapse underway. Even before the latest Fed rate hike the stock value of the US megabanks had lost some $300 billion. Now with stock market further panic selling guaranteed as a global economic collapse grows, those banks are pre-programmed for a new severe bank crisis over the coming months.

As US economist Doug Noland recently noted, “Today, there’s a massive “periphery” loaded with “subprime” junk bonds, leveraged loans, buy-now-pay-later, auto, credit card, housing, and solar securitizations, franchise loans, private Credit, crypto Credit, DeFi, and on and on. A massive infrastructure has evolved over this long cycle to spur consumption for tens of millions, while financing thousands of uneconomic enterprises. The “periphery” has become systemic like never before. And things have started to Break.”

The Federal Government will now find its interest cost of carrying a record $30 trillion in Federal debt far more costly. Unlike the 1930s Great Depression when Federal debt was near nothing, today the Government, especially since the Biden budget measures, is at the limits. The US is becoming a Third World economy. If the Fed no longer buys trillions of US debt, who will? China? Japan? Not likely.

thecradle  |  A key node of the International North South Transportation Corridor (INTSC) is now in play, linking northwest Russia to the Persian Gulf via the Caspian Sea and Iran. The transportation time between St. Petersburg and Indian ports is 25 days.

This logistical corridor with multimodal transportation carries an enormous geopolitical significance for two BRICs members and a prospective member of the “new G8” because it opens a key alternative route to the usual cargo trail from Asia to Europe via the Suez canal.

The International North South Transportation Corridor (INSTC)

The INSTC corridor is a classic South-South integration project: a 7,200-km-long multimodal network of ship, rail, and road routes interlinking India, Afghanistan, Central Asia, Iran, Azerbaijan and Russia all the way to Finland in the Baltic Sea.

Technically, picture a set of containers going overland from St. Petersburg to Astrakhan. Then the cargo sails via the Caspian to the Iranian port of Bandar Anzeli. Then it’s transported overland to the port of Bandar Abbas. And then overseas to Nava Sheva, the largest seaport in India. The key operator is Islamic Republic of Iran Shipping Lines (the IRISL group), which has branches in both Russia and India.

And that brings us to what wars from now will be fought about: transportation corridors – and not territorial conquest.

Beijing’s fast-paced BRI is seen as an existential threat to the ‘rules-based international order.’ It develops along six overland corridors across Eurasia, plus the Maritime Silk Road from the South China Sea, and the Indian Ocean, all the way to Europe.

One of the key targets of NATO’s proxy war in Ukraine is to interrupt BRI corridors across Russia. The Empire will go all out to interrupt not only BRI but also INSTC nodes. Afghanistan under US occupation was prevented from become a node for either BRI or INSTC.

With full access to the Sea of Azov – now a “Russian lake” – and arguably the whole Black Sea coastline further on down the road, Moscow will hugely increase its sea trading prospects (Putin: “The Black Sea was historically Russian territory”).

For the past two decades, energy corridors have been heavily politicized and are at the center of unforgiving global pipeline competitions – from BTC and South Stream to Nord Stream 1 and 2, and the never-ending soap operas, the Turkmenistan-Afghanistan-Pakistan-India (TAPI) and Iran-Pakistan-India (IPI) gas pipelines.

Then there’s the Northern Sea Route alongside the Russian coastline all the way to the Barents Sea. China and India are very much focused on the Northern Sea Route, not by accident also  discussed in detail in St. Petersburg.

The contrast between the St. Petersburg debates on a possible re-wiring of our world – and the Three Stooges Taking a Train to Nowhere to tell a mediocre Ukrainian comedian to calm down and negotiate his surrender (as confirmed by German intelligence) – could not be starker.

Almost imperceptibly – just as it re-incorporated Crimea and entered the Syrian theater – Russia as a military-energy superpower now shows it is potentially capable of driving a great deal of the industrialized west back into the Stone Age. The western elites are just helpless. If only they could ride a corridor on the Eurasian high-speed train, they might learn something.

Pernicious frauds have tricked miseducated subjects into the absurd delusion that the whole Russian awakening and change of course has been the result Putin's takeover. But ask yourself, who chose him and made Yeltsin put him up as PM? 

Russia may not have the deep state in the same way that the U.S. does, but influential and respected Russian elders had and continue to have a way to make themselves heard. Very obviously, a group of elder Russian statesmen got together - worried about Russia going to the dogs - and engineered a quiet changeover. However it happened, Putin did not make it to the top by himself, and most certainly he has not been alone in running things, as the West would like its most simple-minded subjects to believe.

So do not worry about Valodya's health and Russian leadership's succession.  Everyone in Russia has learned the lesson from the 1990s. The support that Russians extend to Putin is not so much personal, it is instead support for his policies for making Russia strong, independent and proud. 

The idea that the Russian people would fall for Western "beads" again is ludicrous.

I greet the participants and guests of the anniversary XXV St. Petersburg International Economic Forum.

It is taking place at a difficult time for the entire world community, when the economy, markets, and the very principles of the global economic system are under attack. Many trade, production, and logistics ties that were previously disrupted by the pandemic are now going through new tests. Moreover, such key concepts for business as business reputation, inviolability of property and trust in world currencies have been thoroughly undermined - undermined, unfortunately, by our partners in the West, and this was done intentionally, for the sake of ambition, in the name of preserving outdated geopolitical illusions.

Today ours - when I say "ours" I mean the Russian leadership - has its own view of the situation in which the global economy finds itself. I will dwell in detail on how Russia is acting in these conditions and how it is planning its development in a dynamically changing environment.

A year and a half ago, speaking at the Davos Forum, I once again emphasized that the era of the unipolar world order is over - I want to start with this, there is no getting away from it - it has ended despite all attempts to preserve it, to conserve it by any means. Changes are a natural course of history, since the civilizational diversity of the planet, the richness of cultures is difficult to combine with political, economic and other patterns, patterns do not work here, patterns that are rudely, without alternative, imposed from one center.

The flaw lies in the very idea, according to which there is one, albeit a strong power with a limited circle of approximate or, as they say, states admitted to it, and all the rules of business and international relations - when it becomes necessary - are interpreted exclusively in the interests of this power , as they say, work in one direction, the game goes in one direction. A world based on such "dogmas" is definitely unsustainable.

The United States, having declared victory in the Cold War, declared itself to be the messengers of the Lord on Earth, who have no obligations, but only interests, and these interests are declared sacred. They do not seem to notice that over the past decades, new powerful centers have been formed on the planet and are louder and louder. Each of them develops its own political systems and public institutions, implements its own models of economic growth and, of course, has the right to protect them, to ensure national sovereignty.

We are talking about objective processes, about truly revolutionary, tectonic changes in geopolitics, the global economy, in the technological sphere, in the entire system of international relations, where the role of dynamic, promising states and regions is significantly increasing, whose interests can no longer be ignored.

I repeat: these changes are fundamental, pivotal and inexorable. And it is a mistake to believe that the time of turbulent changes can, as they say, sit out, wait out, that, supposedly, everything will return to normal, everything will be as before. Will not.

However, it seems that the ruling elites of some Western states are just in this kind of illusion. They do not want to notice obvious things, but stubbornly cling to the shadows of the past. For example, they believe that the dominance of the West in global politics and economics is an unchanging, eternal value. Nothing is eternal.

Moreover, our colleagues do not simply deny reality. They are trying to counteract the course of history. They think in terms of the last century. They are captivated by their own delusions about countries outside the so-called "golden billion": they consider everything else to be the periphery, their backyard, they still treat them like a colony, and the peoples living there consider them second-class people, because consider themselves exceptional. If they are exceptional, then everyone else is second-class.

Hence - an irrepressible desire to punish, economically crush the one who stands out from the general ranks, does not want to blindly obey. Moreover, they rudely and shamelessly impose their own ethics, views on culture and ideas about history, and sometimes question the sovereignty and integrity of states, create a threat to their existence. Suffice it to recall the fate of Yugoslavia and Syria, Libya and Iraq.

If some "rebel" cannot be hounded, pacified, then they try to isolate him or, as they say now, "cancel". Everything is used, even sports, the Olympic movement, a ban on culture, masterpieces of art - for the sole reason that their authors are of the "wrong" origin.

This is the nature of the current attack of Russophobia in the West and insane sanctions against Russia. Crazy and, I would say, thoughtless. Their number, as well as the speed of stamping, knows no precedents.
