SJL | Defense contractor giants like Boeing, Lockeed Martin, Northrop Grumman, and others, as well as smaller rivals compete for growing demand for unmanned aerial vehicles (UAVs). They include remote control operated killer drones, also called unmanned combat aerial vehicles (UCAVs).

It's America's newest sport. From distant command centers, far from target sights, sounds, and smells, operators dismissively ignore human carnage showing up as computer screen blips little different from video game images. The difference, of course, is people die, mostly noncombatants. More on that below.

On March 10, 2010, Der Spiegel writer Marc Pitzke headlined, "How Drone Pilots Wage War," saying:

They "sit in air-conditioned rooms far away from (America's wars). They guide their weapons with joysticks and monitors. The remote warriors work with a high degree of precision - at a fraction of the cost of a fighter jet," but just as deadly.

Operators use computer keyboards and five monitors. One says "I've got eight missiles and two bombs on two Predators. Weapons ready."

The main monitor shows a target's aerial view "from a considerable height....Three, two, one. Impact," after pushing a red button. "Excellent job," the man says after a destructive explosion. The entire mission lasted two minutes "against a faceless enemy" attacked by remote control half a world away.

"The whole thing looks like a computer game," virtual war "that doesn't require combatants to get their hands dirty" or perhaps souls compromised for mindlessly slaughtering civilians lawlessly - what America's media never explain or why Washington wages war.

Each drone system includes four aircraft, a ground station, a satellite link, and launch site maintenance crew, keeping UAVs ready to use round-the-clock on a moment's notice. Like America's wars, moreover, drone technology is a growth business, Insitu's Steven Sliwa saying the industry is well positioned like the aeronautical one during WW II - up-up-and-away for big profits.

Hawaiinewsdaily | Radiation, at minimum in the form of tritium, and more likely other particles and radionuclides, are leaking into the Missouri River from the Fort Calhoun nuclear generation plant in Nebraska.

I do not have proof. What I do have is the knowledge that every reactor is susceptible to small leaks at any time. Typically they are undiscovered and thus unreported – they are a few drops here and a few drops there from an improper weld or a stressed fitting – maybe the last one of the day before pau-hana time. And he intended to check it later, but never did. New baby, vacation, other things to think about. So thirty years later there are a couple gallons of it sitting under a pipe somewhere, not visible from the inspection point – and hey, this is all sealed up anyway….except for that pesky water leak the NRC is upset about…but a little water can’t hurt….

Until the plant gets submerged — or nearly so by a fast-running river which doesn’t cover the top (yet) but sure washes out all the leaky lines and the incomplete repair jobs which we didn’t care much about at the time because the river would never go that high.

So we are all standing on top of the buildings watching water pour in one side and out the other. Sandbags are sandbags. One million gallons of water a second washes sandbags away and all the cute little plastic pipes full of water – supported by sandbags and chain and not designed to hold 8 million pounds of water a second. Tomorrow it might be 150 million gallons of water a minute. If the dams hold. But we all know they aren’t going to — they are are right at the top of the US DAM potential failure list. The ‘domino’ dams.

Let’s skip that. At least we know why there is a no-fly zone around the plant. Workers are being brought in by helicopter and boat — to the roof and to SECOND STORY windows — maybe third story by tomorrow.

So….it’s a sand castle and the tide is coming in. Once the water washes out the underpinnings, the whole thing may happily slosh downstream until it hits the next one…

Is that all? Not hardly. The Cooper nuclear plant can’t discharge sludge and it’s partially submerged just like Fort Calhoun. We don’t require any special knowledge to grasp what is going on. The plants have windows and doors and control rooms and pumps and heat exchangers and expended fuel pools. And they are all going underwater – but not like Fukushima where the water washed in and washed out. This is just going to get worse through August.

But it isn’t all bad. The Missouri river is cold enough to keep the pools and cores cool all by itself. And it’s also powerful to pull the fuel out and irradiate half the country.

And about that time, the hemp ropes are gonna come out.

On June 12, a non-profit organization called "The Bridge to Chernobyl" (チェルノブイリへのかけはし) held a free clinic in Koriyama City in Fukushima Prefecture, 50 kilometers [west] from Fukushima I Nuclear Power Plant.

Worried about the effect of radiation exposure, 50 families brought their children to see the doctor.

A 39-year-old mother of two told the doctor that her 6-year-old daughter had nosebleed everyday for 3 weeks in April. For 1 week, the daughter bled copiously from both nostrils. The mother said their doctor told her it was just a seasonal allergy from pollen. Her other child, 2-year-old son, had nosebleed from end of April to May.

The pediatrician from The Bridge to Chernobyl, Yurika Hashimoto, told the mother it was hard to determine whether the nosebleed was the result of radiation exposure, but they should have the blood test done for white blood cells. It was important to keep record, the doctor advised.

The family move out temporarily from Koriyama City to Saitama Prefecture after the March 11 earthquake, but came back to Koriyama at the end of March.

The mother said about 10% of pupils at the elementary school have left Koriyama. Each school in Koriyama decides whether to have the pupils drink local milk that the school provide, which tends to concentrate radioactive materials. In her daughter's school, it is up to the parents to decide. But the mother said she let the daughter drink milk with other children because the daughter didn't want to get excluded by other children for not drinking milk with them.

A 40-year-old father of a 4-month-old baby daughter was so worried that he never let the daughter go outside, even though she didn't exhibit any ill effect of radiation so far. He said, "I'm so worried. I don't know how to defend ourselves."

I [the reporter of the story] used the radiation monitoring device over the low bush near the place where this event was being held. It measured 2.33 microsieverts/hour. As I raised the device higher, the radiation level went down to 1 microsievert/hour. The highest air radiation measured in Koriyama City was 8.26 microsieverts/hour on March 15. Since middle of May, it has been about 1.3 microsievert/hour.

If you live one year in a place with 1.3 microsievert/hour radiation, the cumulative radiation will exceed 11 millisieverts. [And that's only the external exposure.]

He was absolutely correct. Finally, three months later we are getting some numbers on what the real dangers are. And finally we can begin to understand the enormous cover-up of the nuclear doom that is reaching lungs all over the west coast of America, Canada, Alaska, Hawaii and at least half of Japan! For infants it’s a terrible valley of death we have created for them. As we shall see for years all of them have been born with already polluted bloodstreams and now the very young ones are dying in greater numbers on the west coast of the United States since Fukushima blew up.

After the first week, officials had enough information to call for evacuation of a wide area in Japan and also Hawaii, Alaska and the entire west coast of North America. They really should have evacuated all of northern Japan and also the west coast but that was almost as impossible as evacuating the entire planet or the entire northern hemisphere.

Evacuation of planet earth might be the best way for humanity to avoid the terrible nuclear, heavy metal and chemical toxicity we are now facing all at the same time. Avoiding exposure is always the best plan but there is no way to avoid breathing in air contaminated with tiny hot particles. Inhalation issues are much more frightening than ingestion issues because you can pick and choose what you eat and drink but you can’t buy bottled air.

Nuclear Toxicity Syndrome is about how to survive in nuclear and chemical hell. But one cannot do what is necessary to survive hell if a person doesn’t know they are living in one. It just keeps getting worse by the day and now we have Fort Calhoun nuclear plant outside Omaha, Nebraska on emergency alert as first fire and now flooding threatens to overwhelm yet another nuclear facility. With Mother Nature now angry (in a most bitter sense) we are really in more serious trouble than any of us would be comfortable imagining. We knew nuke power plants were bad news but who would think they would build them on fault lines or in flood zones?

NYTimes | Three hundred miles southwest of Fukushima, at a nuclear reactor perched on the slopes of this rustic peninsula, engineers are engaged in another precarious struggle.

The Monju prototype fast-breeder reactor — a long-troubled national project — has been in a precarious state of shutdown since a 3.3-ton device crashed into the reactor’s inner vessel, cutting off access to the plutonium and uranium fuel rods at its core.

Engineers have tried repeatedly since the accident last August to recover the device, which appears to have gotten stuck. They will make another attempt as early as next week.

But critics warn that the recovery process is fraught with dangers because the plant uses large quantities of liquid sodium, a highly flammable substance, to cool the nuclear fuel.

The Monju reactor, which forms the cornerstone of a national project by resource-poor Japan to reuse and eventually produce nuclear fuel, shows the tensions between the scale of Japan’s nuclear ambitions and the risks.

The plant, a $12 billion project, has a history of safety lapses. It was shuttered for 14 years after a devastating fire in 1995, one of Japan’s most serious nuclear accidents before this year’s crisis at the Fukushima Daiichi Nuclear Power Station. Prefecture and city officials found that the operator had tampered with video images of the fire to hide the scale of the disaster. A top manager at the plant recently committed suicide, on the day that Japan’s atomic energy agency announced that efforts to recover the device would cost almost $21.9 million. And, like several other reactors, Monju lies on an active fault.

Even if the device can be removed, restarting the reactor will be risky, given its safety record and its use of highly toxic plutonium as fuel, said Hideyuki Ban, co-director of the Citizens’ Nuclear Information Center, a watchdog group, and a member of an advisory government committee on Japan’s long-term nuclear energy policy. The plant is 60 miles from Kyoto, a city of 1.5 million people, and the fast-breeder design of the reactor makes it more prone to Chernobyl-type runaway reactions in the case of a severe accident, critics say.

“Let’s say they make this fix, which is very complicated,” Mr. Ban said. “The rest of the reactor remains highly dangerous. And an accident at Monju would have catastrophic consequences beyond what we are seeing at Fukushima.”

second nebraska nuclear plant threatened by flooding

BusinessInsider | A second nuclear power plant in Nebraska is being threatened by rising floodwaters, but the Nuclear Regulatory Commission, a federal watchdog agency, says the plant's owners are taking the appropriate steps to ward off danger, according to a report in the Omaha World-Herald.

The Cooper Power Station would have to go into cold shutdown should floodwaters rise an additional six feet, a prospect local officials say is highly unlikely.

The Cooper plant is located 70 miles south of Omaha. The other nuclear plant at risk of flooding, the Fort Calhoun power station, is just north of Omaha.

Officials say a key difference between the Fukushima nuclear disaster in Japan and the two plants in Nebraska is that the Japanese plant had only an hour after the devastating March earthquake to prepare for floods. The Nebraska plants have had weeks to prepare flood defenses.

“That's not enough time to relocate a nuclear plant to higher ground or jack it up on stilts,” a nuclear scientist told the Omaha World-Herald, “but it is plenty of time to check to ensure that watertight doors are intact, backup power supplies are available and functional, fuel oil tanks are topped off, etc.”

At Fort Calhoun, the plant's owner, the Omaha Public Power District, has erected flood barriers to protect the plant should waters rise to 1010"-1012". The cooling pool for spent fuel rods is at 1,038.5". The river was measured earlier this week at 1005.6".

Elizabeth Cory, a spokeswoman for the Federal Aviation Administration, told the Omaha World-Herald that the flight bans over the two nuclear plants are meant to avoid collisions between aircraft drawn to the scene by curiosity.

“When you keep the area above the ground safe, you're going to keep the people on the ground safe, too,” Cory said.

CBSLocal | ST. LOUIS (KMOX) - An expert on Missouri River reservoirs is sounding a very loud, very urgent warning about the chance of catastrophic flooding this summer.

Bernard Shanks, an adviser to the Resource Renewal Institute, says the Fort Peck Dam and five others along the Missouri are already full with the Army Corps of Engineers releasing record amounts of water to prepare for snow-melt and heavy rain up-river.

As a guest on KMOX’s Total Information AM Wednesday, Shanks was asked what he fears will happen should the Fort Peck Dam fail and set off a chain-reaction.

“There would be a flood like you’ve never seen,” Shanks told hosts Doug McElvein and Debbie Monterrey. “It would be literally of biblical proportions.”

He foresees a very real threat of “chest-high” water in St. Louis before summer’s end.

Shanks’ main concern: that the Fort Peck dam, which he maintains is built with a “flawed design”, would be overwhelmed by snow-melt and heavy rains up north and give way, causing reservoirs downstream to collapse in a domino effect.

If that happens?

“It would be the most epic man-made disaster in the United States,” Shanks replied bluntly.

He says most of the dams holding back water along the Missouri River are 50 to 70 years old, and like people they tend to weaken with time.

“I have followed this issue for 40 years, and I have never seen them more at-risk than they are today,” Shanks warned.

Why have philosophers not had more to say about the phenomenology and social, political, legal, economic, and medical aspects of cannabis? Plato wrote his dialogue Symposium about an after-theatre drinking party in ancient Athens, where Socrates and his friends discourse about the nature of love. But no one in almost two thousand five hundred years of Western philosophy has had much if anything to say about getting high. Philosophers, like approximately 1 out of 3 citizens in developed societies, presumably have tried marijuana, and some of them must regularly smoke it, just as they might enjoy the occasional bottle of wine. Are such indulgences so shameful for intellectuals, either intrinsically, or perhaps because they are illegal, that virtually no one in the philosophical community has been moved to remark at length on the psychology, pharmacology and sociology of cannabis intoxication?

It appeared under what for my tastes is the excessively provocative title, Cannabis – Philosophy for Everyone: What Were We Just Talking About? This was not my title, which was morphed by the editorial hierarchy at the press from its original mellifluous (I thought) and more easily parsed Cannabis & Philosophy: What Were We Just Talking About? For the record, I do not imagine that either cannabis or philosophy is literally for everyone. Cannabis is certainly not for children, studies show, particularly under the age of fifteen, nor for the psychically challenged, and I certainly do not advocate a cannabis-philosophy (whatever that would be) for everyone (no less). Philosophy for Everyone is instead the title of the series in which the book appears, a title that has wandered its way uninvited into the book title, ostensibly for the sake of distinguishing this set of books from other philosophy and popular culture series. There have already come to light such companion volumes as Porn – Philosophy for Everyone: How to Think With Kink, and Christmas – Philosophy for Everyone: Better Than a Lump of Coal, even though one hopes it is obvious once again that not everyone stands in need of either a Porn – or a Christmas – philosophy. Given the potential for misunderstanding my purposes inherent in the book’s bewildering title, I propose to air a few thoughts on the project and my motivations for editing a book on the relation between philosophy and, as I see it, the relatively innocent pleasures of hashish.

The gratification I speak of is already known to many from first-hand experience. The philosophical challenge is to try to put the experience into words in a descriptive psychology or phenomenology. What is it like to be high? How is the sensation of being high on cannabis different from normal straight consciousness? It is expedient but philosophically unhelpful to reply, “get high and find out”. There is a great difference between, on the one hand, having an experience and knowing firsthand what the words for such experiences attempt to name and describe, and on the other, understanding the internal structures and qualitative aspects of such experiences as phenomenology described by expert investigators. The phenomenology of getting high should be no different in this regard from that of pain or perception. We must nevertheless turn to poets like Baudelaire, Allen Ginsberg, and Paul Bowles for insights where philosophers have dared to say so little. One might conclude they have never actually heard of the stuff.

As for the social-economic-political-legal, medical, and other aspects of cannabis consumption, the whole topic would be altogether philosophically trivial and otherwise unworthy of philosophical attention, if it were not for the fact that cannabis is illegal. If I were prepared to say anything about the current state of cannabis worldwide, it would be that prohibition deprives us of the opportunity to develop mature attitudes and wise, scientifically-informed policies about recreational and other uses of mildly psychoactive hedonistic substances, as we have done in the case of many other things that are significantly less good for the user and society at large.

NYTimes | In a message to Congress in 1977, I said the country should decriminalize the possession of less than an ounce of marijuana, with a full program of treatment for addicts. I also cautioned against filling our prisons with young people who were no threat to society, and summarized by saying: “Penalties against possession of a drug should not be more damaging to an individual than the use of the drug itself.”

These ideas were widely accepted at the time. But in the 1980s President Ronald Reagan and Congress began to shift from balanced drug policies, including the treatment and rehabilitation of addicts, toward futile efforts to control drug imports from foreign countries.

This approach entailed an enormous expenditure of resources and the dependence on police and military forces to reduce the foreign cultivation of marijuana, coca and opium poppy and the production of cocaine and heroin. One result has been a terrible escalation in drug-related violence, corruption and gross violations of human rights in a growing number of Latin American countries.

The commission’s facts and arguments are persuasive. It recommends that governments be encouraged to experiment “with models of legal regulation of drugs ... that are designed to undermine the power of organized crime and safeguard the health and security of their citizens.” For effective examples, they can look to policies that have shown promising results in Europe, Australia and other places.

But they probably won’t turn to the United States for advice. Drug policies here are more punitive and counterproductive than in other democracies, and have brought about an explosion in prison populations. At the end of 1980, just before I left office, 500,000 people were incarcerated in America; at the end of 2009 the number was nearly 2.3 million. There are 743 people in prison for every 100,000 Americans, a higher portion than in any other country and seven times as great as in Europe. Some 7.2 million people are either in prison or on probation or parole — more than 3 percent of all American adults!

Some of this increase has been caused by mandatory minimum sentencing and “three strikes you’re out” laws. But about three-quarters of new admissions to state prisons are for nonviolent crimes. And the single greatest cause of prison population growth has been the war on drugs, with the number of people incarcerated for nonviolent drug offenses increasing more than twelvefold since 1980.

Not only has this excessive punishment destroyed the lives of millions of young people and their families (disproportionately minorities), but it is wreaking havoc on state and local budgets. Former California Gov. Arnold Schwarzenegger pointed out that, in 1980, 10 percent of his state’s budget went to higher education and 3 percent to prisons; in 2010, almost 11 percent went to prisons and only 7.5 percent to higher education.

Maybe the increased tax burden on wealthy citizens necessary to pay for the war on drugs will help to bring about a reform of America’s drug policies. At least the recommendations of the Global Commission will give some cover to political leaders who wish to do what is right.

June 17th marks the 40th anniversary of the War on Drugs declared by Richard Nixon in 1971. This devastating, trillion dollar policy resulted in the ruin of countless individuals and families across the nation. It disproportionately criminalized minorities leaving wounds felt by three generations. For decades, we have stood by and watched as mainstream America gawks at the number of minority prisoners in the US. We joke and conjecture at potential causes for the disappearance of Black men over lattes. Blaming everything from evolution to upbringing, our policy makers have all but ignored the elephant in the room, our grossly discriminatory and aggressive criminal justice policy. We believe it is time for a change. No longer will we allow our fathers, uncles, brothers, husbands, wives, children, and grand children to be "acceptable casualties" of the war on drugs.

A few facts for your consideration:

• Given current rates of incarceration, three in ten of the next generation of black men can expect to be disenfranchised at some point in their lifetime. In states that disenfranchise ex-offenders, as many as 40% of black men may permanently lose their right to vote.

Between 2006 and 2008 people of color were between 4 and 12 times as likely to be arrested for a marijuana related offense than whites. This disparity in the arrest rate was found in all cities and all counties in California, and was averaged over three years to remove any one year statistical anomalies.

African Americans have been admitted to prison on drug charges at a rate up to 57 times higher than whites. In some states, 80 to 90 percent of all drug offenders sent to prison have been African American. The rate of Latino imprisonment has been staggering as well. Although the majority of illegal drug users and dealers are white, three-fourths of all people imprisoned for drug offenses have been black and Latino.

Business Insider | A fire in Nebraska's Fort Calhoun nuclear power plant briefly knocked out the cooling process for spent nuclear fuel rods, ProPublica reports.

The fire occurred on June 7th, and knocked out cooling for approximately 90 minutes. After 88 hours, the cooling pool would boil dry and highly radioactive materials would be exposed.

On June 6th, the Federal Administration Aviation (FAA) issued a directive banning aircraft from entering the airspace within a two-mile radius of the plant.

"No pilots may operate an aircraft in the areas covered by this NOTAM," referring to the "notice to airmen," effective immediately.

Since last week, the plant has been under a "notification of unusual event" classification, becausing of the rising Missouri River. That is the lowest level of emergency alert.

The OPPD claims the FAA closed airspace over the plant because of the Missouri River flooding. But the FAA ban specifically lists the Fort Calhoun Nuclear Power Plant as the location for the flight ban.

The plant is adjacent to the now-flooding river, about 20 minutes outside downtown Omaha, and has been closed since April for refueling.

WOWT, the local NBC affiliate, reports on its website:

"The Ft. Calhoun Nuclear Facility is an island right now but it is one that authorities say is going to stay dry. They say they have a number of redundant features to protect the facility from flood waters that include the aqua dam, earthen berms and sandbags."

OPPD spokesman Jeff Hanson told Business Insider that the nuclear plant is in a "stable situation." He said the Missouri River is currently at 1005.6" above sea level, and that no radioactive fuel had yet been released or was expected to be released in the future.

Asked about the FAA flight ban, Hanson it was due to high power lines and "security reasons that we can't reveal." He said the flight ban remains in effect.

aljazeera | "Fukushima is the biggest industrial catastrophe in the history of mankind," Arnold Gundersen, a former nuclear industry senior vice president, told Al Jazeera.

Japan's 9.0 earthquake on March 11 caused a massive tsunami that crippled the cooling systems at the Tokyo Electric Power Company's (TEPCO) nuclear plant in Fukushima, Japan. It also led to hydrogen explosions and reactor meltdowns that forced evacuations of those living within a 20km radius of the plant.

Gundersen, a licensed reactor operator with 39 years of nuclear power engineering experience, managing and coordinating projects at 70 nuclear power plants around the US, says the Fukushima nuclear plant likely has more exposed reactor cores than commonly believed.

"Fukushima has three nuclear reactors exposed and four fuel cores exposed," he said, "You probably have the equivalent of 20 nuclear reactor cores because of the fuel cores, and they are all in desperate need of being cooled, and there is no means to cool them effectively."

TEPCO has been spraying water on several of the reactors and fuel cores, but this has led to even greater problems, such as radiation being emitted into the air in steam and evaporated sea water - as well as generating hundreds of thousands of tons of highly radioactive sea water that has to be disposed of.

"The problem is how to keep it cool," says Gundersen. "They are pouring in water and the question is what are they going to do with the waste that comes out of that system, because it is going to contain plutonium and uranium. Where do you put the water?"

Even though the plant is now shut down, fission products such as uranium continue to generate heat, and therefore require cooling.

"The fuels are now a molten blob at the bottom of the reactor," Gundersen added. "TEPCO announced they had a melt through. A melt down is when the fuel collapses to the bottom of the reactor, and a melt through means it has melted through some layers. That blob is incredibly radioactive, and now you have water on top of it. The water picks up enormous amounts of radiation, so you add more water and you are generating hundreds of thousands of tons of highly radioactive water."

Independent scientists have been monitoring the locations of radioactive "hot spots" around Japan, and their findings are disconcerting.

"We have 20 nuclear cores exposed, the fuel pools have several cores each, that is 20 times the potential to be released than Chernobyl," said Gundersen. "The data I'm seeing shows that we are finding hot spots further away than we had from Chernobyl, and the amount of radiation in many of them was the amount that caused areas to be declared no-man's-land for Chernobyl. We are seeing square kilometres being found 60 to 70 kilometres away from the reactor. You can't clean all this up. We still have radioactive wild boar in Germany, 30 years after Chernobyl."

Salwa al Mutairi, a social activist who once ran for parliament, suggested bringing in female prisoners from war-torn countries, as it would be a "better life" for them, and they would not die of starvation.

Mutairi maintains there is "no shame in it and it is not haram (forbidden) under Islamic Sharia law."

To justify her claim, Mutairi cites an 8th century Muslim leader Haroun al-Rashid, who is rumoured to have had 2,000 mistresses.

In a recent visit to Mecca, she asked Muslim religious scholars what the Islamic ruling was on owning sex slaves, and was told that it is NOT haram.

Therefore, Mutairi claims, the ruling was confirmed by 'specialized people of the faith'.

"They said, that's right, the only solution for a decent man who has the means, who is overpowered by desire and who does not want to commit fornication, is to acquire jawari." Jawari is a plural form of the Arabic term 'sex slave'

She explains "For example, in the Chechnyan war, surely there are female Russian captives.

"So go and buy those and sell them here in Kuwait. Better than to have our men engage in forbidden sexual relations."

Mutairi detailed her proposal further, recommending that sex trade offices could operate the same way that recruitment agencies provide housemaids. And to "consider" the woman's feelings, the female prisoner should be at least 15 years old.

According to the politician, free women must be married with a contract, but with concubines, "the man just buys her and that's it."

Her suggestions, which went public via a Youtube video, brought in heavy criticism from fellow Kuwaitis and people around the world.

One person tweeted to Mutairi, "you're a disgrace to women everywhere."

Despite criticism, Mutairi insists, "I don't see any problem in this, no problem at all."

Ethiopia is controlled by a repressive regime, posing as a democracy, which maintains its power not by the ballot, but by the bullet; clearly shown by its99.6% claim to victory in the 2010 election and complete closing off of any political space. All sectors of society are tightly controlled by a one-party minority regime (TPLF), which politicizes all benefits—including business opportunities, education, jobs, agricultural supports and even food aid (see recent Human Rights Watch report)—and punishes any dissent; creating a silenced Ethiopian society.

Ethiopians are pro-business and pro-investment; particularly as Ethiopia is reported to be the second poorest country in the world with 90% of the people living under the poverty level. What we oppose is the daylight robbery of Ethiopia by modern day bandits who are willing to make secret deals with a corrupt government that would be illegal in India and other more developed countries. Abundant resources; combined with a disenfranchised public, few protective regulatory mechanisms, a lack of transparency, duty-free deals and regime promises of cheap labor have brought opportunists from all over the world—from India, China, Saudi Arabia, the United Kingdom, Egypt, Turkey and beyond—all hungry to eat off the weakened carcass of the future hopes of the Ethiopian people.

Into this environment, have come over 500 Indian companies—more than from any other country in the world—to capitalize on this “goldmine of opportunity.” One Ethiopian from the Oromia region protested: “Our land is being given to the Indian companies and anyone who speaks out against it is labeled as a terrorist who is not supposed to have any rights or question any actions by the government.”

Why would any Indians be part of this? Any who resent the colonial past of your own country, should know that it began through the British East India Trading Company; where some of the more unscrupulous often colluded with corrupt indigenous government officials. What would Gandhi say today were he to know that Indians, who were only freed from the shackles of colonialism in recent history, were now at the forefront of this “land-grabbing” as part of the race for foreign control over African land and resources; currently being called the Neo-Colonialism of Africa?

NYTimes | From heroin and cocaine to sex and lies, Tetris and the ponies, the spectrum of human addictions is vast. But for Dr. Nora D. Volkow, the neuroscientist in charge of the National Institute on Drug Abuse, they all boil down to pretty much the same thing.

She must say it a dozen times a day: Addiction is all about the dopamine. The pleasure, pain and devilish problem of control are simply the detritus left by waves of this little molecule surging and retreating deep in the brain.

A driven worker with a colorful family history and a bad chocolate problem of her own, Dr. Volkow (pronounced VOHL-kuv), 55, has devoted her career to studying this chemical tide. And now, eight years into her tenure at the institute, the pace of addiction research is accelerating, propelled by a nationwide emergency that has sent her agency, with a $1.09 billion budget, into crisis mode.

The toll from soaring rates of prescription drug abuse, including both psychiatric medications and drugs for pain, has begun to dwarf that of the usual illegal culprits. Hospitalizations related to prescription drugs are up fivefold in the last decade, and overdose deaths up fourfold. More high school seniors report recreational use of tranquilizers or prescription narcotics, like OxyContin and Vicodin, than heroin and cocaine combined.

The numbers have alarmed drug policy experts, their foreboding heightened by the realization that the usual regulatory tools may be relatively unhelpful in this new crisis.

As Dr. Volkow said to a group of drug experts convened by the surgeon general last month to discuss the problem, “In the past, when we have addressed the issue of controlled substances, illicit or licit, we have been addressing drugs that we could remove from the earth and no one would suffer.”

But prescription drugs, she continued, have a double life: They are lifesaving yet every bit as dangerous as banned substances. “The challenges we face are much more complex,” Dr. Volkow said, “because we need to address the needs of patients in pain, while protecting those at risk for substance use disorders.”

In other words, these drugs must be somehow legal and illegal, encouraged yet discouraged, tightly regulated yet easily available.

The experts are looking to the institute for scientific tools that might help by loosening the tight bonds between pain relief and addiction in the brain.

The church's exclusive monopoly and rule would have been harmed, were Christ taken to be mystic-state allegory, which is universally available without a hierarchical middleman of the controlling bishop. The bishops wanted to form an exclusive monopoly on religious Good.

They didn't directly care at all about literalism, but what was all-important was having a monopoly, and literalism was the means to their monopoly, not the end in itself. That's what literalism was financially for. Follow the money: how did the rulers of society financially profit from literalization of the Christian myth? The official religion became necessarily literalist because that was a strategy to monopolize and control salvation, creating a false scarcity of enlightenment and salvation and righteousness.

Jesus came only once, and all religious value comes strictly through him and then through controlled channels (the Peter figure) to him.

Note that while one book proclaims Christ and the apostles as the foundation stones of the Church, Matthew 16:18 seems to portray either Peter, or more likely Peter's proclamation of jesus as son of god, as the foundation stone of the Church.

There is nothing wrong with the pun of equating the mythic Peter figure with the foundation of the mystic-state Church, but the official bishops strove to profit from control of religious Good (salvation, sin-cleansing, enlightenment), and the way to do this was to literalize the mythic fine notion of Peter and his proclamation being the foundation petra of the Church. Ultimately, the issue isn't whether the word "this" points to Peter or to his proclamation, in identifying what Jesus said is the foundation of the Church.

What *really* matters is the mode of interpretation: mystic mythic metaphor that describes universally directly available religious Good, versus literalism -- particularly a literalism that is intent, above all, on crafting an artificial scarcity of religious Good (salvation, however it is conceived), controlled by the bishops. The bishops' real strategy is, "We don't care what you think salvation is and means, as long as you agree that it is only available through routing your money through our pockets exclusively."

What is acceptable theology? The theology which is acceptable to the bishops is anything and everything as long as it supports most effectively the one thing that is actually important: routing all the religious money through the pockets of the bishops; with only one sacrament, only one church, only one (flexible) theology, and far above all -- only one channel for money, the one that goes through the bishops' pockets.

Why *must* all religious value be concentrated entirely and only in the one true savior, the only door to heaven, Jesus? And why must Peter be real and be the only apostle to whom Jesus gave the keys to heaven and all religious Good, however it may be conceived?

Because a literal man in whom all religious Good is exclusively concentrated, and who handed the exclusive and restricted keys to only one man, Peter, the original head bishop, and always onto only one man at a time, the head bishop or Pope, is the most effective way to construct and fabricate an artificial monopoly of religious Good in order to route all money and power through the pockets and controlling hands of the bishops.

Why and to what extent do the bishops need to suppress the pure mythic view, the no-free-will doctrine, and sacred meals of visionary plants? The bishops don't directly give a damn about visionary plants, no-free-will philosophy, or pure mythic views -- but they *do* care *entirely* about creating artificial scarcity of religious Good in order to route money and power their way, and this indirectly requires suppressing high, effective religion.

Only by suppressing the no-free-will doctrine, visionary plants, and the pure mythic interpretation of religion, can direct access of each person to religious Good be prevented and a salvation franchise chain, controlled by bishops, be installed in order to profitably sell salvation to individuals at grossly inflated prices, similar to how the government and big business profit from the funny money generated by the results of making psychoactives illegal.

By suppressing real religion and constructing the narrowest acceptable substitute channel for religious quasi-fulfilment instead, the rulers of this world have profited wildly through their artificial salvation franchise, like the governor who supressed the discovery of the air-generating machine on Mars in the movie Total Recall, in order to profitably sell air to the populace.

Suppression of the universal mythic mystic-state Jesus was necessary in order to restrict availability of Jesus' religious Good to the few, official channels, controlled by the profit-mongering bishops. Another reason Christianity was popular pre-313 was the figure of the godman chastising the pseudo-religious profit-driven religious leaders, who were part of the profit-driven System of Empire.

Those profit-driven temple leaders who strove to retain a monopoly on religious Good and cleansing of sins formed a direct, literal model for later pseudo-religious profit-driven leaders; there is nothing coincidental about it, just an age-old battle between the rulers who want to franchise religious Good and the mystics and populace who want religious Good to be directly universally accessible.

Gnostic esoteric Christianity as such didn't provide an opportunity for coercers to insert themselves and organize people into an organized body of the coerced -- literalist Christianity, with its false history of Jesus handing exclusive authority to Peter then to the bishops/popes, did provide such an opportunity to systematically coerce people into an organized, powerful social-political-religious force.

Why does literalism offer political power that gnostic esotericism doesn't? Because of the networked mass unity of the form of religion, and exclusive concentration of power at the top of a hierarchy. What rulers want is widespread uniformity of system, throughout the social-political-religious culture, and exclusive concentration of power and authority at the top of a hierarchy.

Literalist false history enabled such networked uniformity and such oligarchic, systematically coercive power concentration. Gnostic esoteric Christianity, because of its democratic distribution of authority and proliferation of variations -- each community creating their own largely isolated version of the religion -- was useless at setting up networked uniformity, and was useless for the exclusive hierarchical concentration of power.

Politico | China fired back on Tuesday against Secretary of State Hillary Clinton’s warning that its heavy investments in Africa could lead to a “new colonialism” there, Reuters reported.

“China and the countries of Africa were historically the victims of colonial occupation and oppression, and they all truly know what colonialism was,” Chinese foreign ministry spokesman Hong Lei said when asked about Clinton’s comments at a press conference Tuesday.

“We have never imposed our will on African countries,” Hong added. “We hope that those concerned can view Chinese-African cooperation objectively and fairly.”

Beijing’s comments come after Clinton told a Zambian TV show that African nations must keep their own interests in mind when doing business with other nations. Clinton didn’t name China, but her comments made it clear which country she had in mind.

“When people come to Africa to make investments, we want them to do well but also want them to do good,” Clinton said. “We saw that during colonial times it is easy to come in, take out natural resources, pay off leaders and leave.”

Hong countered that China provides aid to African nations – Premier Wen Jiabao offered $10 billion in loans over three years – for “mutually beneficial gain.”

LewRockwell | What we have in common is the need to protect one another’s inviolability from governmental force. When we understand that the woman being groped by a TSA agent stands in the same shoes as our wife, mother, or grandmother; when the man being beaten by a sadist cop is seen, by us, as our father or grandfather, we become less willing to evade the nature of the wrongdoing by invoking the coward’s plea: "better him than me." The state owes its very existence to the success it has had in fostering division among us, a topic I explored in my Calculated Chaos book. Divide-and-conquer has long been the mainstay in political strategy. If blacks and whites; or Christians and Muslims; or employees and employers; or "straights" and "gays"; or men and women; or any of seemingly endless abstractions, learn to identify and separate themselves from one another, the state has established its base of power. From such mutually-exclusive categories do we draw the endless "enemies" (e.g., communists, drug-dealers, terrorists, tobacco companies) we are to fear, and against whom the state promises its protection. By becoming fearful, we become existentially disabled, and readily accept whatever safeguards the institutional fear-mongers impose, . . . all for our "benefit," of course!

Look at the title of this article: do you find any governmental program or practice therein that is not grounded in state-generated fear? Each one – and the numerous others not mentioned – presumes a threat to your well-being against which the state must take restrictive and intrusive action. Terrorists might threaten the flight you are about to take; terrorist nations might have "weapons of mass destruction" and the intention to use them against you; your children might be at risk from drug dealers or from sex perverts using the Internet; driving without a seat-belt, or eating "junk" foods might endanger you: the list goes on and on, changing as the fear-peddlers dream up another dreaded condition in life.

It is not sufficient to the interests of the state that you fear other groups; it is becoming increasingly evident that you must also fear the state itself! Governments are defined as entities that enjoy a monopoly on the use of violence within a given territory. Implicit in such a monopoly is the recognition that there be no limitations on its exercise, other than what serve the power interests of the state. In relatively quiet and stable periods (e.g., 1950s) the state can afford to give respect to notions of individual privacy, free speech, and limitations on the powers of the police. In such ways, the state gives the appearance of reasonableness and respect for people. But when times become more tumultuous – as they are now – the very survival of the state depends upon a continuing assertion of the coercive powers that define its very being.

For a number of reasons – some of it technological – our social world is rapidly becoming decentralized. The highly-structured, centrally-directed institutions through which so much of our lives has been organized (e.g., schools, health-care, government, communications, etc.) no longer meet the expectations of many – perhaps most – men and women. Alternative systems, the control of which has become decentralized into individual hands, challenge the traditional institutional order. Private schools and home-schooling; alternative health practices; the Internet, cell-phones, and what is now known as the "social media," are in the ascendancy. With the state becoming increasingly expensive, destructive, economically disruptive, oppressive, and blatantly anti-life, secession and nullification movements have become quite popular.

Of course, such transformations are contrary to the established institutional interests that have, for many decades, controlled the state – and, with it, the monopoly on violence that is its principal asset. Having long enjoyed the power to advance their interests not through the peaceful, voluntary methods of the marketplace, but through such coercive means as governmental regulation, taxation, wars, and other violent means, the established order is not about to allow the changing preferences of hundreds of millions of individuals to disrupt its traditional cozy racket.

Because the institutional order has become inseparable from the coercive nature of the state, any popular movement toward non-political systems is, in effect, a movement away from the violent structuring of society. The corporate interests that control the machinery of the state may try to convince people that government does protect their interests vis-à-vis the various fear-objects. Failing in this, the statists must resort to the tactic that sustains the playground bully: to reinforce fear of the bully, who controls his victims through a mixture of violence and degradation.

Neither the TSA nor the alleged "war on terror" have anything to do with terrorism. The idea that the TSA came about as a consequence of 9/11 ignores the fact that the state’s practice of prowling through the personal belongings of airline passengers goes back many decades. I recall how upset a friend of mine was – in the early 1970s – when government officials went through his hand-luggage, and ordered him to unwrap a birthday gift he was carrying home to a relative. The purpose of such a search then, as now, was to remind passengers of the bully’s basic premise: "I can do anything I want to you whenever I choose to do so." It is for the purpose of keeping us docile – an objective furthered by degrading and dehumanizing us – that underlies such state practices. The groping of people’s genitals and breasts is but an escalation of this premise, and should the TSA later decide that all passengers must strip naked for inspection, such a practice will go unquestioned not only by the courts, but by the mainstream media who will ask " . . . but if you don’t have anything to hide . . . " Those who cannot imagine state power going to such extremes to humiliate people into submission, are invited to revisit the many photographs of German army officers at such places as Auschwitz, who watched – as "full body scanners" – as naked women were forced to run by them.

gizmodo | In George Orwell's 1984, citizens of the totalitarian state of Oceania were required to accomplish the impossible task of holding two contradictory ideas in their minds and accepting both of them: War is peace. Freedom is slavery. Ignorance is strength. Orwell called this "Doublethink." Similarly, Citizen Cold Warriors in the United States were expected to be able to reconcile these two diametrically opposed thoughts: A nuclear war can destroy all life on earth. You will survive if you build a family fallout shelter.

But the family fallout shelter's ostensible purpose - to ensure survival during and after a nuclear attack - was impossible to achieve. That wasn't why it was created. It was part of the propaganda campaign to convince the American people that they could survive a nuclear war.

But tens of thousands of Americans - maybe even hundreds of thousands - actually did build shelters. Millions considered doing so. Why? How could so many people believe that hiding in an underground concrete cube would save their lives during a nuclear attack? And then, if they somehow did survive, why did they believe they could function when they emerged into a post-apocalyptic world with fires raging, cities destroyed, and a landscape littered with the dead and injured? Because by the time the Federal Civil Defense Authority launched its Family Fallout Shelter campaign in 1958, Americans had spent nearly a decade steeped in Civil Defense campaigns, posters, films, classes, and emergency drills. The idea of being a Citizen Cold Warrior had become embedded in the American psyche. People built shelters because doing so seemed to be their best hope; it was a desperate grab for empowerment in the face of the unthinkable. Doing something felt better than doing nothing.

The roots of the family fallout shelter can be traced back to 1952, when the U.S. created a new bomb - the hydrogen bomb - that was 1,000 times as powerful as the bomb dropped on Hiroshima. This bomb would destroy an atomic bomb shelter as easily as the wolf blew down the house of straw in the fairy tale, The Three Little Pigs.

The world witnessed the astounding power of this new weapon on March 1, 1954, when it was exploded above the Marshall Islands in the Pacific. The blast vaporized the island below it and carved out a crater a half-mile wide and several hundred feet deep.

The bomb also threw several million tons of radioactive fallout into the atmosphere. After a nuclear bomb is detonated, it sucks dirt, water, and other matter into the explosion and transforms it into radioactive particles that can be as large as snowflakes or so small as to be invisible. Fallout can drift in unpredictable directions for thousands of miles over a period of years.

Now everyone, everywhere was a potential victim of radioactive fallout. The following year, the U.S.S.R. exploded its first hydrogen bomb. Fear of fallout gripped the nation. The government acknowledged that a bomb shelter would be useless against a direct hit by the H-bomb. However, it said, you can protect yourself against fallout. During a nuclear attack, go into your fallout shelter and stay there for two weeks, until the radiation in the atmosphere has dropped to a safe level.

In 1958, President Dwight D. Eisenhower declared: "The National fallout shelter policy is based firmly on the philosophy of the obligation of each property-owner to provide protection on his own premises."

CommonDreams | The economic system that remains after the destruction of American local cultures has created an excellent employment picture for psychopaths. But the opportunities open to them are now so vast that there is apparently now an actual labor shortage. At least that is the only explanation I can find for the rise of a cadre of psychopathic leaders who resemble the usual type in all ways but one: they’re simply not that smart. One has only to look at right-wing not-so-Christian fundamentalists to see the peculiar emergence of a second-string of psychopaths.

The US has been endowed with abundant resources, and there have always been a more than sufficient supply of psychopaths of the first intellectual grade to supply corporate suites and their subsidiary, the Congress. Why is there now a downgrade to the dumb ones, like the lowering of standards for military recruits to deal with a shortage of cannon fodder?

It is no secret that the Koch brothers and others of the super-rich seem to have undertaken a final push to consolidate control through the conversion of a marginally democratic to an essentially fascist state; extreme right-wing, authoritarian, and demagogic. This kind of government is ideal for control of a populace by the moneyed elite. To carry this out requires the employment of many ‘kept’ politicians to excite and misdirect scared and angry – and ignorant – voters. Lest the citizenry realize who stole their money and storm their castles with torches, the rapacious elite need politicians who will carry out the work of re-directing anger at teachers, or labor unions, or the poor. I can only conclude that the people who now own the country couldn’t find any first-rate psychopaths to carry out their work. Or maybe the smart ones were all occupied. So they had to go to second-stringers, people who could actually believe what they were told to say.

We are a country who has become second-best, even in the quality of our psychopaths.

MichaelHudson | When Greece exchanged its drachma for the euro in 2000, most voters were all for joining the Eurozone. Their hope was that it would ensure stability, and that this would promote rising wages and living standards. Few saw that the stumbling point was tax policy. Greece was excluded from the eurozone the previous year as a result of failing to meet the 1992 Maastricht criteria for EU membership, limiting budget deficits to 3 percent of GDP, and government debt to 60 percent.

The euro also had other serious fiscal and monetary problems at the outset. There is little thought of wealthier EU economies helping bring less productive ones up to par, e.g. as the United States does with its depressed areas (as in the rescue of the auto industry in 2010) or when the federal government does declares a state of emergency for floods, tornados or other disruptions.

As with the United States and indeed nearly all countries, EU “aid” is largely self-serving – a combination of export promotion and bailouts for debtor economies to pay banks in Europe’s main creditor nations: Germany, France and the Netherlands. The EU charter banned the European Central Bank (ECB) from financing government deficits, and prevents (indeed, “saves”) members from having to pay for the “fiscal irresponsibility” of countries running budget deficits. This “hard” tax policy was the price that lower-income countries had to sign onto when they joined the European Union.

Also unlike the United States (or almost any nation), Europe’s parliament was merely ceremonial. It had no power to set and administer EU-wide taxes. Politically, the continent remains a loose federation. Every member is expected to pay its own way. The central bank does not monetize deficits, and there is minimal federal sharing with member states. Public spending deficits – even for capital investment in infrastructure – must be financed by running into debt, at rising interest rates as countries running deficits become more risky.

This means that spending on transportation, power and other basic infrastructure that was publicly financed in North America and the leading European economies must be privatized. Prices for these services must be set high enough to cover interest and other financing charges, high salaries and bonuses, and be run for profit – indeed, for rent extraction as public regulatory authority is disabled.

This makes countries going this route less competitive. It also means they will run into debt to Germany, France and the Netherlands, causing the financial strains that now are leading to showdowns with democratically elected governments. At issue is whether Europe should succumb to centralized planning – on the right wing of the political spectrum, under the banner of “free markets” defined as economies free from public price regulation and oversight, free from consumer protection, and free from taxes on the rich.

The crisis for Greece – as for Iceland, Ireland and debt-plagued economies capped by the United States – is occurring as bank lobbyists demand that “taxpayers” pay for the bailouts of bad speculations and government debts stemming largely from tax cuts for the rich and for real estate, shifting the fiscal burden as well as the debt burden onto labor and industry. The financial sector’s growing power to achieve this tax favoritism is crippling economies, driving them further into reliance on yet more debt financing to remain solvent. Aid is conditional upon recipient countries reducing their wage levels (“internal devaluation”) and selling off public enterprises.

The tunnel vision that guides these policies is self-reinforcing. Europe, America and Japan draw their economic managers from the ranks of professionals sliding back and forth between the banks and finance ministries – what the Japanese call “descent from heaven” to the private sector where worldly rewards are greatest. It is not merely delayed payment for past service. Their government experience and contacts helps them influence the remaining public bureaucracy and lobby their equally opportunistic replacements to promote pro-financial fiscal and monetary policies – that is, to handcuff government and deter regulation and taxation of the financial sector and its real estate and monopoly clients, and to use the government’s taxing and money-creating power to provide bailouts when the inevitable financial collapse occurs as the economy shrinks below break-even levels into negative equity territory.

Regressive tax policies – shifting taxes off the rich and off property onto labor – cause budget deficits financed by public debt. When bondholders pull the plug, the resulting debt pressure forces governments to pay off debts by selling land and other public assets to private buyers (unless governments repudiate the debt or recover by restoring progressive taxation). Most such sales are done on credit. This benefits the banks by creating a loan market for the buyouts. Meanwhile, interest absorbs the earnings, depriving the government of tax revenue it formerly could have received as user fees.

The tax gift to financiers is based on the bad policy of treating debt financing as a necessary cost of doing business, not as a policy choice – one that indeed is induced by the tax distortion of making interest payments tax-deductible.

Buyers borrow credit to appropriate “the commons” in the same way they bid for commercial real estate. The winner is whoever raises the largest buyout loan – by pledging the most revenue to pay the bank as interest. So the financial sector ends up with the revenue hitherto paid to governments as taxes or user fees. This is euphemized as a free market.

Promoting the financial sector at the economy’s expense

The resulting debt leveraging is not a solvable problem. It is a quandary from which economies can escape only by focusing on production and consumption rather than merely subsidizing the financial system to enable players to make money from money by inflating asset prices on free electronic keyboard credit. Austerity causes unemployment, which lowers wages and prevents labor from sharing in the surplus. It enables companies to force their employees to work overtime and harder in order to get or keep a job, but does not really raise productivity and living standards in the way envisioned a century ago. Increasing housing prices on credit – requiring larger debts for access to home ownership – is not real prosperity.

To contrast the “real” economy from the financial sector requires distinctions to be drawn between productive and unproductive credit and investment. One needs the concept of economic rent as an institutional and political return to privilege without a corresponding cost of production. Classical political economy was all about distinguishing earned from unearned income, cost-value from market price. But pro-financial lobbyists deny that any income or rentier wealth is unearned or parasitic. The national income and product accounts (NIPA) do not draw any such distinction. This blind spot is not accidental. It is the essence of post-classical economics. And it explains why Europe is so crippled.

The way in which the euro was created in 1999 reflects this shallow vision. The Maastricht fiscal and financial rules maximize the commercial loan market by preventing central banks from supplying governments (and hence, the economy) with credit to grow. Commercial banks are to be the sole source of financing budget deficits – defined to include infrastructure investment in transportation, communication, power and water. Privatization of these basic services blocks governments from supplying them at subsidized rates or freely. So roads are turned into toll roads, charging access fees that are readily monopolized. Economies are turned into sets of tollbooths, paying out their access charges as interest to creditors. These extractive rents make privatized economies high-cost. But to the financial sector that is “wealth creation.” It is enhanced by untaxing interest payments to banks and bondholders – aggravating fiscal deficits in the process.

all 100 major labor markets have fewer private-sector jobs

All of the nation’s 100 biggest labor markets have fewer private-sector jobs today than they did three years ago, according to a new On Numbers analysis of the latest data from the U.S. Bureau of Labor Statistics.

The U.S. economy was flying high in April 2008, posting the biggest number of private-sector jobs for any April since the beginning of the 21st century. But the subsequent economic slide has stripped away 6.7 million jobs in three years, even taking into account the slight upswing recently reported for April 2011.

The Los Angeles area suffered the sharpest three-year decline in raw numbers. It now has 387,500 fewer private-sector positions than it did in 2008. Las Vegas was hit with the biggest drop in percentage terms, a slide of 13.8 percent in three years.

Eleven other markets have lost at least 100,000 private-sector jobs, and eight others have registered declines of more than 10 percent.

The top 100 markets account for 74.4 million private-sector positions, nearly 70 percent of the national total.

A recent On Numbers analysis of private-sector job growth in the states between 2001 and 2011 showed that only 19 states and the District of Columbia added jobs during that period.
