Again yes. Is this affirmative action? Yes. Result of the Civil Rights Acts? Perhaps indirectly. <br /><br />General statistics regarding home ownership and community integration, social mobility, economic well-being, graduation rates, elections to public office suggest "yes", but as to whether these are artifacts of Civil Rights legislation I canna say without further study.<br /><br />Certainly armed forces has provided the sanest atmosphere, but I chalk this up to nature of the beast due to a necessary meritocratic system (within cultural constraints).<br /><br />Can conditions be further improved?
